【新唐人2013年08月07日讯】8月5号,中共喉舌《人民日报》海外版在头版发表了署名马钟成的文章,题为《“宪政”本质上是一种舆论战武器》。文章声称,“宪政”是美国瓦解社会主义的所谓武器,并警告苏联的解体与实施宪政有密切相关。不过,同样是党媒的《学习时报》却提倡政治体制改革。评论人士斥责了马钟成的所谓宪政“瓦解论”,并指出,中共目前体制内已经失控,党媒舆论分裂,各派各为其主进行激烈斗争,加速了中共的解体。
作者马钟成在文章中,将“社会主义宪政”批评为“复杂而精妙的理论陷阱”,指称宪政和社会主义无法兼容。
文章还对美国进行了“文革式”的批评,文章指称,美国宣传资本主义,利用共产主义的叛徒去颠覆社会主义国家。
时事评论员任百鸣:“中共官媒也开始把宪政扣上亡党和反华的帽子,说明其真正惧怕的,是宪政后的‘变天’,而且它们已经闻到了这种灭亡的气息。
针对马钟成的论调,曾就职于中共国务院办公厅的曹思源先生提出反对意见。他认为,马钟成在煽动冷战思维,实际上,全世界都需要宪政民主。
曾就职于国务院办公厅曹思源:“这种观点,就是重新煽动冷战思维,宪政全世界都需要,而不是说中国就需要。有独裁,要专制,这个我们已经吃够了苦头,反右派斗争,反右倾机会主义,文化大革命,害惨了中国人呢。所以我们不要搞专政。”
六、七十年代的人们很难忘记,所谓的[美帝国主义]以及“反华势力”,充斥在所有的教科书中。
马钟成的文章还抛出了所谓的宪政“瓦解论”,指称当年的戈尔巴乔夫、叶利钦等人,就是以宪政理论为武器……取消了苏共的执政地位,最终瓦解了苏联。
这种宪政“瓦解论”,引发网友强烈反击,在网路上有数万人参与讨论。
就在《人民日报》刊文大批宪政的时候,同为党媒的《学习时报》则大呼“执政党要勇于、善于推进政治体制改革。”
对此,香港《苹果日报》发表评论文章指出,中共媒体发生舆论分裂,对特别强调枪杆子、笔杆子的中共来说,显示了中共高层的权斗公开化。文章认为,这场舆论大战的背景,是薄熙来案即将开庭,以及北戴河会议将讨论的经济改革政策,再加上中共前党魁江泽民和胡锦涛的插手,以及涉及习近平和刘云山之间的舆论导向博弈。
评论还认为,目前中共官媒隔空开战,是各为其主。并预计涉及到舆论战、人事战、增量利益大饼的瓜分战,将新一轮的权斗,将至少持续三个月,一直到三中全会举行。
前《南方周报》主笔笑蜀的看法很明确。他向《法国国际广播电台》表示,反宪政,反公民社会,是因为中共体制内存在着一种纳粹的力量。不过,笑蜀同时指出,目前,中共这个体制已经急剧地发生了分化,中国社会是一个失控的社会,尤其包括体制对其体制内部的失控。
任百鸣:“中共的所谓保守派,或者自由派,他们实际上内心都非常的复杂,他们自己都知道,是在一条将沉的破船上比试武功,胜与负都显得如此的无聊,但是,权力争夺一向是中共体制本能的驱动,中共各派还在激烈的内斗,这也恰恰反应出,中共解体前的一段特有的混战期。”
任百鸣认为,当局在现行的保党思维中,所谓争论、缠斗,都不过是一种灭亡前的助燃,是绝望中的本能反应。
任百鸣:“中共官场集中表现出的是中共解体前夕的人心躁动、绝望心态。其实,问题的核心,不是施行宪政将会亡党的问题,核心是只有中共解体才有中国的明天,才有中国的真正宪政。中国社会的一切复苏也都将在中共解体之后萌发,这是大前提。”
任百鸣指出,中共解体是天意,也是中国传统文化中“善恶有报”的应证。

Chinese Communist Party Media Divided Over Reports on a Constitutional System
On August 5, the overseas edition of People’s Daily,
a Chinese Communist Party (CCP) media source,
published an article written by Ma Zhongcheng.
The article criticized the ideology of the constitutional system.
It claimed that the constitutional system is a
“weapon" used by the US to destroy socialism.
It also warned that the Soviet Union’s collapse is closely
related to the implementation of the constitutional system.
However, another party-controlled media, the Study Times,
takes a different angle, and advocated political reforms.
Commentators condemned Ma Zhongcheng, and pointed
out that the CCP’s internal system has lost its control.
Party media is openly separated with its opinions.
There is an intensification of different factions struggling
for power, and it can only speed up the CCP’s collapse.
Ma Zhongcheng criticized the
constitutional system as a complex trap.
He claimed that the ideology of a constitutional
system is not compatible with socialism.
Ma mimicked Cultural Revolution tones to criticize the US.
He claimed that the US promotes capitalism, using
communist traitors to subvert socialist countries.
Ren Baiming, current affairs commentator:
“The CCP media began to allege that constitutional
system can collapse the CCP and goes against China.
It indicates the most fearful issue for the CCP is to be
thrown out, after implementation of constitutional system.
The CCP has sensed such an atmosphere."
Regarding Ma’s article, Cao Siyuan, whom previously
served in the State Council, has raised objections.
Cao said Ma is inciting a Cold War mentality, and
actually, the world needs a constitutional democracy.
Cao Siyuan: “His attitude is to incite a Cold War mentality.
It is not only China, the world that
needs constitutional democracy.
We have suffered enough from dictatorship and tyranny.
The anti-rightist and Cultural Revolution campaigns
have brutally persecuted the Chinese people.
Thus, we don’t need dictatorship."
Chinese people experienced these
campaigns in the 1960s and 1970s.
The so-called “American Imperialism", as well as
“Anti-China Forces", are written in all the textbooks.
Ma Zhongcheng has also classified the
constitutional system as “collapse theory".
Ma took Mikhail Gorbachev and Boris Yeltsin as examples.
He claimed both used the constitutional system as
a “weapon", to remove the Soviet Union’s power.
Finally, this made it collapse.
Ma Zhongcheng’s article instigated criticism from netizens.
Several tens of thousands of
netizens joined the discussion.
While the People’s Daily criticized the constitutional system,
the state media Study Times had an opposite point of view.
“The ruling party should be brave, and
be good to carry out political reform."
In this regard, Hong Kong’s Apple
Daily published an editorial article.
It highlighted that the divide between China’s state media
indicates high-level power struggles have openly intensified.
Apple Daily suggests that the background behind the
contradiction in the media is Bo Xilai’s upcoming trial.
It is also the Beidaihe meeting, which
will discuss economic reform policies.
This is coupled with Jiang Zemin and Hu Jintao intervening.
There is also the struggle between Xi Jinping and
Liu Yunshan on the guidance of public opinion.
The article also indicates that CCP state
media struggled for its own power.
The article speculates that various struggles will continue for
at least three months, until the Third Plenary Session opens.
Xiao Shu, a former writer for , commented.
He told Radio France Internationale that the reason
for going against the constitutional system, and
against civil society, is because within the CCP
system exists an extreme authoritarian force.
The CCP system now has increasingly divided.
Chinese society is out of control, particularly
the internal system has lost control of itself.
Ren Baiming: “The minds of the CCP’s so-called
conservatives or liberals are actually very complicated.
They know they are on a sinking ship, but still fight with each
other, which is meaningless, as it doesn’t matter who wins.
However, these power struggle have
always been a driving force in the CCP.
There is still a lot of fierce infighting
between the CCP’s different factions.
This precisely reflects the CCP’s unique
chaotic struggle before it collapses."
Ren Baiming said that the different
factions hope the CCP will survive.
However, infighting can only be
a fuel to speed up its collapse.
It is an act of desperation.
Ren Baiming: “The CCP official circle shows their
restlessness, and desperation before it collapses.
Actually, the main issue is not whether a
constitutional system is implemented or not.
The main issue is that only by removing the CCP,
can China have a future and a constitutional system.
All the recovery of Chinese society will take place
after the CCP collapses. This is an essential condition."
Ren Baiming suggests that the
CCP’s collapse is heavens will.
It is also the Chinese traditional belief in retribution,
in that “good is rewarded, and evil is punished."
