【新唐人2013年08月06日讯】中国大陆湖南长沙计划兴建世界第一高楼“天空城市”的消息引来各方关注。最近,负责项目的中国远大集团总裁张跃表示,出于安全方面的考虑,建设天空城市时,只会使用外国钢材。张跃的这一声明对于深陷困境的大陆钢铁行业来说,不亚于雪上加霜。下面请看报导。
8月1号,中国远大集团总裁张跃对外表示,建设“天空城市”的几十万吨钢材来自世界钢铁技术头号王国卢森堡,价格昂贵,还要加上关税与高额运费。几十万吨钢材运输2万多公里不太环保,但他认为:安全必须优先于环保。
北京天则经济研究所副所长冯兴元:“就是强调他用的是质量最有保证的,他是为了信用增强。我建这么一个楼,我用的是一个什么样质量(的材料),那么整体楼的质量会怎么样,给大家有这个印象。”
中国钢铁工业协会副秘书长戚向东立即对远大集团的决定提出质疑,指称国产钢材用于建筑工程应该是合格的。并要求远大做出解释,为何不买国内钢材。
冯兴元:“他这个想法是错的,为什么呢?你不买国内钢材,你买国外的,刺激了国外经济,人家也会买你的东西的。因为我们本身就有大量的外汇储备,本来我们就需要买国外很多东西的。”
香港《南华早报》引述专家的分析指出,国内钢材可以满足房屋建筑的一般需求,但无法满足坚固性要求极高或一些特殊用途的建筑。
太原理工大学教授、山西省建筑结构委员会副主任吴钢:“你必须把你要的钢材的指标,比如你要多高的强度,四零零、几零零的,拿来指标的话,就看我们哪个厂家能达到这个要求,他要经过试验、经过配比,才能做出来。一般情况,现行的可能达不到。”
也有专家指出,按照目前中国钢铁业的技术水准,确实还无法满足世界超级高楼对钢材的要求。而且近3年来,大陆钢铁业连续大面积亏损,很多企业濒临破产,情况非常严重。
北京国情内参首席研究员、独立中国问题学家巩胜利:“比如钢铁产品分高中低三个层次的话,中国的高端产品肯定是不行的。中国有一艘二手的航空母舰,航空母舰上的甲板中国都没办法制造。”
据悉,天空城市大楼将落户湖南省长沙市,高838米,建成后比目前世界第一高楼——迪拜的哈利法塔还将高出10米。远大集团声称,项目将完全采用工厂预制模块,由工人组装,预计用7个月便可创记录的完工。
7月20号,天空城市进行了开工典礼。经媒体曝光后,引起各界关于其安全性、环保、资金链、市场以及审批手续等方面的质疑。
巩胜利:“中国目前出现了一些鬼城,比如像鄂尔多斯、还有一些枯竭性的城市。”
陆媒报导,天空城市位于长沙望城区,属于城市的河西板块,地理位置较为偏僻,既不属于商业中心,也不属于政治、文化中心。当局提出的长株潭一体化,主要体现在长沙的发展重心将逐渐向南靠拢,但望城属于城市的西北部,无法获得这一政策优势。
面对各种质疑,7月30号远大集团对外回应说,天空城市目前已经通过环境评估、交通评估、安全评估等步骤,并且拿到国土证、规划证等一系列证件,正在申请建设规划和施工许可证等。
8月3号,在建的中国第一高楼——上海中心大厦进行结构封顶。但这座高632米的大楼要等到2015年才能正式交付使用。

Communist regime’s steel not qualified for Sky City building.
The world’s tallest building, Sky City, is expected to be built
in the city of Changsha, Hunan.
Zhang Yue, the owner of the developer, Broad Group indicated,
Sky City will use only foreign steel for the sake of safety.
This claim is yet another blow to the already struggling steel
industry in China. The following is our report.
On August 1, Broad Group president Zhang Yue said,
Sky City will use hundreds of thousands of tones of steel
from the technically advanced country, Luxembourg.
The cost will be very high in both tariffs and transportation.
Even though it’s not environmentally ideal to transport this
much steel, more than 20,000 km, he believes safety is the priority.
Unirule Institute of economics deputy director
Feng Xingyuan: “With the guaranteed best quality,
he is building the credit for his construction.
It is publicity for his construction."
Deputy secretary general of China Steel Industry Association,
Qi Xiangdong, questioned Broad Group’s decision and claimed,
“Home-made steel should be qualified for construction."
He demanded an answer from Broad Group
why domestic steel is not adequate.
Feng Xingyuan: “He was wrong. Purchasing foreign steel will
actually stimulate more buying power from foreign countries.
We should do more foreign purchases with our large reserves."
Hong Kong based South China Morning Post reported an
expert’s analysis,
“Domestic steel meets general needs in building construction,
except for a few special uses that demands
extremely high robustness or other such special properties.”
Taiyuan University of Technology professor Wu Gang:
“The specified strength of the steel can be standardized according to index.
The quality can be achieved through test and comparison.
Domestic steel still lacks such specificity."
Chinese steel industry is criticized, believed to be lacking
in such high tech to satisfy the need of a tower construction.
China’s steel industry, has for nearly three years, been through
serious losses, especially in the case of many bankruptcies.
China issue researcher Gong Shengli: “China’s higher end steel
definitely could not meet the highest standard.
As an example, take a second-hand aircraft carrier in today’s China,
China could not even make the decks for the carrier."
China’s Sky City is said to stand in the city of Changsha,
Huanan, being 10 meters higher than Dubai’s Burj Khalifa.
The Broad Group estimated the tower will only take a record
breaking 7 months to complete with prefabricating techniques.
Sky City groundbreaking ceremony took place on July 20.
Ever since, it has been highly criticized for safety,
environmental issues, capital chain, marketing,
building permission, and so forth.
Gong Shengli: “There are places in China now becoming
either ghost towns or dying a death."
Chinese media reported that Sky City is located
at a remote area of Changsha city,
outside of the business, political and cultural center.
According to local integration policy,
Changsha development will focus towards the South.
Sky City, scheduled in the Northwest of Changsha,
is not a part of the local development policy.
Facing much criticism, Broad Group responded on July 30 that
Sky City has passed assessments of environment, traffic, & safety.
With pending construction planning permits, it has obtained
land permits and many other necessary documents.
On August 3, Shanghai Tower, China’s tallest building
was installing its final beam.
This 632 meter tall building will not be ready to use until 2015.
