【禁闻】范长龙一石二鸟 撑习近平阻军变

【新唐人2013年08月05日讯】就在刚刚过去的中共所谓的“建军日”,中共军委副主席范长龙在党刊《求是》杂志上发表文章,文章立即被中国各大媒体转载,引发外界关注。他强调,军队要服从党的领导,要抵制“军队国家化”。评论人士观察,范长龙这篇文章的目的,一方面是为了巩固新任中共军委主席习近平的地位,同时也警告军中要求“军队国家化”的官兵,保证军队不出乱子。

8月1号发表的范长龙的文章强调,任何情况下都必须听中共的指挥,要把枪杆子永远掌握在忠于党的,所谓的可靠的人手中。他还声称,要坚决抵制“军队非党化、非政治化”和“军队国家化”。

美国中文杂志《中国事务》总编辑伍凡指出,要求抵制“军队国家化”的问题,中共已经谈了快20年了。

美国中文杂志《中国事务》总编辑伍凡:“在江泽民时代,到胡锦涛时代,现在到习近平时代,谈了三代人,军队一茬一茬的换,但是这个思想,这个想法在军队里面一直没有断。因为现在军队,年轻的高学历的人越来越多了。”

伍凡说,目前,这部分军人对比世界各个国家的军队,发现中共军队就是一个党卫军,所以非常不满。另外,当军人退伍后,受到共产党欺压的例子层出不穷。

近几年来,中国各地频发退伍军人生活得不到保障,因此集体抗议维权事件。

伍凡:“因为这些军人,中共的军人,他不是国家的士兵,不是国家的军官,而是共产党的看门狗,它不要你就把他丢掉了,用你的时候就用你,所以他们无论哪一批进来,都希望‘军队国家化’,有宪法保证,有法律地位,他们退伍以后,可以得到保障的一些生活。”

伍凡指出,在这种局势下,范长龙还写文章批评这些军人,相信军人们不会买账。伍凡进一步推断,总有一天,不是共产党倒台了,就是中共军队发生叛变。

7月29号,大陆媒体报导说,习近平到北京军区视察,要求军队要绝对忠诚可靠。对军中的官兵,习近平强调所谓的政治性,要求他们在任何时候,任何情况下,都和中央保持高度一致,坚决服从指挥。

中国资深法学专家赵远明认为,习近平之所以公开这样说,表明中共军队里已经有人不听话了,习近平担心军中有人会发动政变。范长龙这篇文章,主要是为了帮助习近平维固政权,免得军队出乱子。

中国资深法学专家赵远明:“现在在党内也有不同的派别,而且中国贪腐很严重,这都影响到军队,也影响到习近平对军队的控制﹔127而且最近薄熙来案马上开审了,有很多薄熙来的旧部,过去跟薄熙来要进行谋反的,他在军队里头有相当的势力。”

去年,原重庆市公安局局长王立军出逃后,原重庆市委书记薄熙来与原中央政法委书记周永康等人密谋政变,以及在重庆培植私家军,备有枪支弹药等,被海外媒体大量曝光。

7月25号,山东济南中院对薄熙来提起公诉,并以涉嫌受贿、贪污、滥用职权三宗罪来追责,目前,薄案开审在即。

赵远明分析,范长龙这篇文章主要是警告薄熙来余党不要轻举妄动,同时也警告那些要求“军队国家化”官兵,一定要服从中共的领导。

Fan Changlong Demands China’s Army to Support Xi Jinping to Prevent Mutiny

August 1 was the anniversary of the
founding of the People’s Liberation Army.
The Communist Central Military Commission
Vice Chairman Fan Changlong published an article.
The article appeared in the Qiushi
Journal, an organ of the Communist Party.
In it, Fan stressed that the army must obey the leadership
of the party, and resist “nationalization of the army."
His article is thought to be an attempt to secure Xi Jinping’s
role as the Central Military Commission Chairman.
It is also to warn those who demanded nationalization
of the army, and to prevent mutiny in the military.

Fan Changlong emphasized in his August 1 article
to forever adhere to the command of the party.
Fan said that the military authority stays
with those who are loyal to the party.

He also claimed to resolutely resist erroneous
political opinions such as a “non-political army"
or of the “nationalization of the military."

Chris Wu, Editor in China of China Affairs points out that
the debate of “nationalization of the military" has been
going on in the Communist regime for nearly 20 years.

Chris Wu: “It has been debated since Jiang Zemin’s era.

Through three generations of leadership,
the debate has never stopped in the army.
There is a more highly educated, younger
generation in the army nowadays.”

Chris Wu indicated that these younger generations
are not happy with the party military status,
compared to other militaries in the world.

Many veterans have also experienced
oppression by the communist regime.

Veterans lack security in China.

There have been collective protests from
veterans all over China in recent years.

Chris Wu: “Chinese soldiers don’t belong to the country.

Being the watchdog of the Communist party, they lack
security, and can be discarded by the party at any time.
Therefore, soldiers want the nationalization of
the army for constitutional and legal protection.

This is especially for when they are in retirement.”

Chris Wu does not believe Fan Changlong’s article
would mean anything to these Chinese soldiers.
He suspects that the Communist party will either
collapse by itself, or dissolve under military mutiny.

On July 29, mainland media reported that Xi Jinping
demanded the army to be absolutely loyal and reliable.

This was during his visit to the Beijing Military Region.

Xi stressed that the army maintains
a high consistency with the regime.
It must resolutely obey the command of the Central
regime at any time, and under any circumstances.

Senior legal expert Zhao Yuanming believes
Xi Jinping’s public demand suggests there
are voices of disobedience within the army.

Xi Jinping is worried about a military coup.

Fan Changlong’s article is mainly
to secure Xi Jinping’s leadership.

Zhao Yuanming: “The various factions within the party,
and serious corruption, are affecting both the military
and the leadership of Xi Jinping in the military.

Take Bo Xilai as an example, his trial is going on right now.

He also has many accomplices in the
military who were involved in his coup plan.”

Last year, overseas media reported on the military
coup plotted by Bo Xilai and Zhou Yongkang,
Secretary of the Central Political and Law Commission.

It also involved their private army in
Chongqing, using firearms, and ammunition.

On July 25, Jinan Intermediate People’s
Court issued the charges against Bo Xilai.
These were taking bribes, embezzlement and abuse
of power. The trial is anticipated to take place soon.

Zhao Yuanming analyzes that
Fan Changlong’s article is a warning.
It is for both Bo Xilai’s accomplices in the army, and for
those who demanded “nationalization of the military.”

He asked for the army’s obedience to the Central leadership.
