【新唐人2013年07月31日讯】日前,中共军委主席习近平视察了北京军区,并强调北京军区地位、使命、任务、环境的特殊性,习近平要求军队必须听从中共的指挥。而分析人士指出,习近平再次向军队喊话,可以看出,习近平非常担心中共政权的不稳定。
据大陆媒体报导,习近平这次视察北京军区期间,召集团以上军官会议,再三强调北京军区地位的重要,习近平还要求官兵,特别是中、高级的领导,要站稳政治立场、坚决听从党中央、和中央军委的指挥。
旅美政论家伍凡:“从现在的局势可以看出来,中国(中共)的军队没有完全绝对的受共产党绝对的领导或统治,如果他控制了军队,根本不需要讲这个话的,美国总统欧巴马,有没有三天、两天就给他的部下、军官们去讲话——你要绝对听我的领导。有吗?没有的。”
今年1月,习近平到北京市视察武警部队时,强调武警维稳工作重要性,习近平要求武警部队要成为一支所谓“听党指挥、能打胜仗、作风优良的现代化武装警察部队”。
中共军队总政治部今年3月发出通知说,习近平,在12届人大会议期间,要求确保部队一切行动听从党中央和中央军委指挥等。
习近平在6月下旬连续4天召开的中共中央政治局专门会议上,再次呼吁中共军队“党叫干什么就坚决干,党不允许干什么就坚决不干”。
而在7月8号晚间中共喉舌《央视》播出的《新闻联播》头条中,习近平要求军队带头维护中央权威,“在思想上、政治上、行动上同党中央、中央军委保持高度一致”等等。
为什么习近平多次对军队喊话?
伍凡:“他们非常担心,他害怕军队他控制不了,尤其是在这个时候——经济下滑、政治上共产内部斗争、民心动乱、社会浮动,各种反抗、抗暴、维权这些事情都会影响到军队。他们是很清楚他们的利益所在,所以他们对共产党是抱着离心离德、三心两意的,所以习近平才讲这个话。”
习近平的言外之意,军队里不但有人搞分裂,还不听话,对军委的决定只是表面的敷衍应酬。也说明“军权问题”一直是习近平的“心病”。
伍凡:“因为中国的政治、经济形式都在变化,军队本身也在变化,很多人看到共产党这样统治着国家,管理着军队,他们非常的不满意,现在正处在变革的一个关键时刻。”
备受外界关注的前中共重庆市委书记薄熙来一案,官方已正式对薄熙来提起公诉。
79年大陆“民主墙”创办人之一蔡桂华:“薄熙来开庭的审判、与此同时,习近平又访问了北京军区,这两件事情,凑合着一起呢,很有猫腻的,这里边说明,中共的政治生态里面的情况,形势是非常复杂的。”
在这个时候,习近平再次强调军队要听党的话,蔡桂华认为,薄熙来的余党,还没有完完全全的投靠习近平,在某种程度上,还在起着干扰的作用。
伍凡:“(习近平)不仅仅心事重重,而是非常担心,头上那把刀不知道什么时候掉下来,因为这个刀是他们内部斗,这个刀是在里边杀出来的,所以这个局面怎么变,没有人能预料到。”
评论人士薛海撰文说,全世界的人们把目光全都聚焦在中国,关注着中国人未来的命运。而这一切,都因为有一件地球人都值得关注的大事将要发生,那就是迫害法轮功、活摘法轮功修炼者器官的罪大恶极者薄熙来,将于八、九月份在中国山东被提起“公诉”
那么,对薄熙来如何量刑,被外界认为,是对习近平等所谓中共的新领导班子的考验。如果习近平能从中共独裁体制中挣脱出来,既救了他自己,也救了全中国人民。

Xi Asks For Military’s Obedience To The Party
Xi Jinping, Chinese Communist Party (CCP) Central Military
Commission Chairman recently inspected the Beijing Military
Region, and stressed the important status of the Region, with
its mission, tasks and special environment.
Xi asked the army to obey the commands of the CCP.
The analysts pointed out that Xi Jinping’s army propaganda
again shows his concern with military instability.
According to media reports in China, during Xi’s visit to the
Beijing Military Region, he held a meeting with regimental
and higher level officers, repeatedly stressing the
importance of the Beijing Military Region.
He also required soldiers, especially the
medium and senior leaders,
to stand firm on the political stand, and resolutely
obey the central CCP and the Central Military Commission.
US based political commentator Wu Fan: “It can be seen
from the current situation that the Chinese military is not in
complete and absolute control of the CCP.
If the CCP can control the military, there is no need
for him to say these words.
For example, U.S. President Barack Obama won’t go
to speak to his officers that frequently."
In January 2013, Xi Jinping went to visit
Beijing Armed Police Force, and
emphasized the importance of armed police in
maintaining social stability.
Xi requires armed forces to become a an army commanded
by the CCP, to win the war with fine style and modern arms."
Chinese Communist Army General Political Department
sent a notice in March 2013.
This said Xi Jinping required that troops’ every action is to
obey commands of the CCP Central Committee and the Central
Military Commission during the 12th NPC session.
During a four day Politburo special meeting, Xi once again
called on the Chinese military “to follow the CCP strictly”.
In the new headlines in CCTV on July 8, Xi asked the military
to take the lead in maintaining central CCP authority.
He said: “To maintain a high degree of agreement
in terms of ideology, politics and actions.”
Why did Xi Jinping repeat his propaganda to the military?
Wu Fan said, “They are very worried that he could not control
the military, especially in the time of an economic downturn.
With internal struggles, political unrest, social unrest, a variety
of revolts, uprising and activists, all will affect the military.
The military know very clearly where their interests are,
so they are not of the same mind as the CCP.
Xi Jinping will have to say that."
Xi Jinping implied that there were not only people engaged in
separatist activities in the military, but also not so obedient,
and perfunctory to the Central Military Commission decisions.
It also showed that military power issues have always been
the greatest concern for Xi Jinping.
Wu Fan: “China’s political and economic forms are
changing, and the military itself is changing too.
Many people were very dissatisfied seeing the CCP ruling
the country and the military in such a way.
It is now in a crucial moment of change."
Former Chongqing CCP Secretary Bo Xilai’s case
had been the focus of the public.
Bo Xilai has been officially prosecuted.
Cai Guihua, one of the founders the Democracy Wall in 1979,
said “Bo Xilai’s trial, Xi Jinping’s visit to the Beijing Military
Region, these two things were very tricky together.
It shows the political environment of China is very complex."
This time, Xi Jinping once again stressed the army
should listen to the CCP.
Cai Guihua believed Bo’s followers were not fully controlled
by Xi Jinping, which is still an interference role of sorts.
Wu Fan: “(Xi) is not just preoccupied, but also very
worried when the knife over his head drops.
This is an internal fight, so this knife is coming from the inside.
No one can anticipate how the situation will change."
Critic Xue Hai wrote an article saying that
people around the world all focused on China.
They are concerned about the future destiny of the Chinese
people, because of a noteworthy event is going to happen.
This is the prosecution of Bo Xilai, a heinous criminal in the
persecution of Falun Gong and organ harvesting from living
Falun Gong practitioners.
So, how to sentence Bo Xilai, will be the tests of
the so-called CCP new leadership of Xi Jinping.
If Xi could extricate himself from the CCP dictatorship,
he then saves himself, as well as the entire Chinese people.
