【新唐人2013年07月18日讯】中共军报7月16号的头版刊文，将整饬军队风纪扩充到配偶子女范围。从“打胜仗”到“禁酒令”，从“下连当兵”到“禁用豪车”，所谓“部队整风”越烧越旺，目前已蔓延到部队家属层面。但评论人士指出，子女都成外国人了，这些规定还有什么效用？
中共这次将军队反腐整风明确指向配偶子女并非首次。5月2号的《解放军报》报导中提到，“四总部领导公开承诺管住管好配偶子女和身边工作人员、不违规插手工程建设和物资采购等事项。”
大陆湖北作家阮云华：“你限制也好，规定时间返回国家也好，这些措施无非就是做给老百姓看的。不一定人家就听你国家政府的。人家很多都已经换国籍了。你有什么资格要求人家？本身从法律角度来看的话，他这样做是没有任何意义的。很多子女都已经换国籍了，你有什么资格要求他回国呢？”
《解放军报》5月连续发表文章，宣扬中央军委主席习近平的“强军梦”。中共军事科学学会副秘书长罗援在和《环球时报》网友对话的时候罕见的承认，腐败是中共军队战斗力的第一杀手。他表示，中共的军队存在着腐败问题，这是“不可否认”的。罗援警告说，军内腐败不除，则未战先败。
中共军队房产领域，一直是军队腐败的“高发区”，此前，先后两名副部长中将谷俊山和王守业都因此落马。今年6月，身兼中央军委主席的习近平要求纠正治理军队住房的“不正之风”。
2006年原海军副司令王守业因贪污1.6亿元人民币、包养5名情妇，在接到情妇蒋雯的举报信后，被判处死刑缓期二年执行，他是中共军队目前为止公布贪污赃款数额最高且职务最高的军官。时隔6年，同样曾是总后副部长，同样曾担任总后勤部基建营房部部长的谷俊山也因经济犯罪落马。
香港媒体报导说，在调查谷俊山的过程中发现，谷俊山的问题越揭越多，其贪腐行径遍及全国多个地方，无法仅限于军内调查。报导引述接近军方的消息人士说法，谷俊山案确实难办，因为涉及高层太多太深，连根都烂掉了。
阮云华：“他们现在还拿得起枪？我都表示怀疑。大腹便便的，只会唱歌，只会喊口号的。有几个有战斗力的？中共部队文工团有多少？真正能上战场的又有多少呢？现在当兵的已经看清楚了部队官员的腐败，他们还是否愿意为那些官员卖命？现在都要打问号。所以说，所谓的战斗力，首先你自身不廉洁，不正义，不正派，你怎么有战斗力啊？”
6月21号，中共中央军委授意，由总后勤部部长赵克石领衔的全军基本建设项目和房地产资源普查工作领导小组，召开了第一次全体会议，会中研究部署两项普查工作，包括基建项目和房地产资源。
山东独立作家乐仁说，中国最大的腐败是军队的腐败。军队有枪杆子，地方政府、媒体无法监督他们，也没有其他党派的监督，社会群众更无法监督。
山东独立作家乐仁：“打大老虎、小老虎，军队你连个苍蝇都很难打出来。所以对他们，这个体制不改革，军队不能国家化，那是不会有什么实质性进展的。因为党对军队有绝对的领导，枪杆子对党来说是非常重要的，是有绝对性地位的，现在没有人去动枪杆子。只有习总，其他人谁也不能染指。”
外界认为，由于中共元老纷纷安插自己的子弟在军队的各个重要位置，如果当局在军中深入反腐，就会打破这种权力结构，从而危及中共政权。因此，中共的整风也好，整军也罢，都不可能深入进行下去。

Anti-Corruption in Military Aims at Spouses and Children With Foreign Citizenships?
A front page news article in a Chinese Communist Army
publication on the 16th of July revealed that
straightening out via military discipline has been
extended to their spouses and children.
From the topics of “being victorious" to “alcohol prohibition,"
and “grass-roots soldier training" as well as “prohibition of luxury vehicle use,"
the so-called army discipline is burning brighter
and brighter, extending to the troops’ family members.
But commentators have pointed out that those children
have gained foreign citizenships, and what will be the effect of these disciplines?
It was not the first time that the CCP extended anti-corruption
rectification to the troops’ spouses and children.
The People’s Liberation Army Daily (PLA Daily), on 02 May,
mentioned that an undertaking had been agreed upon
by the “Leaders of the Four Headquarters."
They publicly promised to control and supervise
their spouse, children and close staff,
and not allow them to be involved in any construction,
purchase or illegal supply.
Ruan Yunhua, Author from Hubei Province of Mainland:
“No matter what restrictions or deadlines
to return to the country (are applied),
these rules are only a show for ordinary civilians.
Those children may not listen to or follow
the instructions of the authorities.
Many of them have gained foreign citizenship.
Under what stipulation can you demand them?
From the perspective of law itself, it is totally meaningless.
Many of their children have changed nationalities.
With what qualifications can you ask them to return
to this country?"
The PLA Daily continuously published articles in May
promoting the CCP Chairman Xi Jinping’s dream of a strong army.
Luo Yuan, Vice General Secretary of the CCP’s Military
Science Association, when having a dialog with web users,
surprisingly acknowledged that corruption was the
first killer of the troops.
He said,"Corruption has been an issue in the CCP’s troops.
This is “undeniable."
Luo Yuan warned that if corruption within the military
was not removed, the troops would be defeated without a fight.
The real estate sector in the CCP military has had
high incidences of corruption.
Earlier, two Deputy Ministers, Lieutenant General Gu
Junshan and Wang Shouye, were sacked due to corruption.
In June this year, Xi Jinping, who is also the Chairman
of the Central Military Commission,
requested rectification of the unhealthy tendencies
in the housing arena.
In 2006, Wang Shouye, a former deputy commander
of the Navy, was sentenced to death suspended for two years
after he was reported by one of his mistresses, Jiang Wen,
for embezzling 160 million RMB and nurturing five mistresses.
For those who have been caught embezzling so far, he held
the highest rank with the largest amount of corruption.
After six years, Gu Junshan, who was also the Deputy
Minister of the General Logistics Department
and the Minister of Infrastructure barracks,
was sacked for his economic crime.
According to Hong Kong media reports, investigations
into Gu Junshan’s case exposed more and more issues.
His corruption activities spread over many places
in the country, far beyond the military’s boundary.
The report quoted sources close to the military who
revealed that Gu Junshan’s case is very complicated.
It deeply involves high ranking levels.
The roots were rotten.
Ruan Yunhua: “Are they strong enough to hold up guns?
I doubt it.
With a big belly, their ability is limited
to singing songs and shouting slogans.
How many of them are capable of fighting?
How many art troupes are in the CCP’s military?
How many of them are able to fight on the battlefield?
Those soldiers have known about the officials’ corruption.
Are they still willing to sacrifice their lives to fight
for these officials? There is a question mark.
Thus, as for the so-called effective fighting, without honesty,
justice and decency, how do you have battle capability?"
On 21 June, the CCP’s Central Military Commission
instructed Zhao Keshi, the Minister of the General Logistics Department,
to lead a task force to survey the Military’s
construction projects and real estates assets.
The first general meeting was held.
Two surveys were arranged during the meeting, including
infrastructure projects and real estate resources.
Le Ren, an independent author from Shandong Province:
“The biggest corruption in China is military corruption.
The army has weapons. Local governments and media
are unable to control them.
No other political parties can supervise them.
Civilians of society are too weak to supervise them."

“Beating big tigers, small tigers – the military troops are even unable to beat a fly.
Thus, without reform to the system or the nationalization
of the military, there will be no substantial improvement.
The CCP has an absolute leadership over the army.
No one, except Xi Jinping, the General, is able to touch it."
Outsiders believe that, as the party seniors have placed
their offspring in different important positions,
if authority would probe deeper into anti-corruption,
the power structure would break, endangering the Communist regime.
