【新唐人2013年07月17日讯】中、俄联合海军演习刚刚落幕,在中共媒体大势渲染这次军演如何吓坏了日本的同时,俄罗斯又开始了在中国边境附近的军事演习,并且是苏联解体以来最大的一次军事演习。俄罗斯总统普京说,这次军事演习,是为了使俄罗斯东部军区处于全面戒备状态。那么为什么中共海军前脚刚走,俄罗斯立即军演呢?俄罗斯的军事演习针对谁?我们一起来看看。
7月12日号,参加中、俄联合军事演习的中共海军军舰刚刚起锚,离开俄罗斯太平洋舰队的基地海参威。13号,俄罗斯就开始了由16万军人组成的军事演习。
这场苏联解体以来最大的演习将持续到7月20号,演习地点邻近中国边境的赤塔州。演习中的一个最主要项目,是检验从俄罗斯的欧洲和中部地区,向与中国接壤的远东和西伯利亚东部地区,大规模运输和投送兵力的能力。
一名作战军官说,一些科目都是头一次演练。比如从欧洲地区调派来的军人抵达目地地后,立刻操作使用储藏在远东地区的坦克,火炮等军事装备,并使这些军事装备能马上投入战斗。
参加演习的包括5个军,整个太平洋舰队,海军航空兵,远程航空兵,航空运输部队,空降部队等,大约1千辆坦克和装甲战车,130架远程轰炸机、运输机、歼击机和轰炸机及70艘军舰参加,16万人枕戈待旦。
俄罗斯总统普京演习前会晤国防部长绍伊古时说,这次演习是为了使东部军区处于全面戒备状态。
俄罗斯军事评论人士说,俄罗斯演习的目地就是向日益强大的邻国展示力量,施加威慑。
北美国际关系军事政治评论员文昭认为,前面的俄、中联合军演,是俄罗斯基于在某些地缘政治上和中共的共同利益,而针对美国和日本进行的演习,而这次俄方单方面的军事演习,则是剑指中共。文昭说,俄国对中共有非常深的提防心理。
北美国际关系军事政治评论员文昭:“这就是针对中国(共)的。这本身也是向国际社会表明这一点,尽管前一段时间,在中国(共)举行了联合海上军事演习,但只是说在某一些地区问题上双方有相似的利益,但并不意味着这两个国家是盟友关系。”
文昭指出,俄罗斯对中共的防范,除了有漫长的边界和日益强大的经济与军事外,主要是中共军事目地不透明,而俄罗斯和美、日虽然存在一些对抗关系,但是他们可以从正面渠道沟通,不至于发生直接的冲突。
北美国际关系军事政治评论员文昭:“中共发展起来的军事力量它的意图是不透明的,别人不知道它会基于什么样的立场,基于什么样的目地,以及按照怎样的规则去使用它的军事力量,实际上这个是会让俄罗斯感到比较不安的,它随时可以根据政治需要而变化。”
另一方面,俄罗斯也忧心,中国的移民啃食他们的领土。美国中文杂志《中国事务》总编辑伍凡认为,俄罗斯担心中国发生动荡时,中国的非法移民,将跑去西伯利亚的无人区,把中国割让给了他们的土地蚕食回来。因此而储备了大量的武器在西伯利亚。
美国中文杂志《中国事务》总编辑伍凡:“中国的北方地区近30年来,安定下来了,那么今后的30年会不会有动荡呢,不知道,但是从俄国人这么一个提防,他们有更深远的战略打算,也有情报,就使得他们要这样做,要突然的准备有人打进来,我用最快速的调动军人保卫他们的地区,武器已经存在那里了。”
俄罗斯媒体说,今年上半年,俄军三个军区受到突然检查,并举行军事演习,但那些演习的规模都无法同这次相提并论。一名俄罗斯高级将领曾表示,俄罗斯的军事重心正从欧洲转移到亚太地区。

Are Russia’s Military Drills Aimed At China?
Joint naval drills between China and Russia have just finished.
The Chinese Communist Party’s (CCP) mouthpiece media
reported that the drills badly threatened the Japan.
However, Russia has begun its own largest-ever
military exercises near China’s border.
Russian president Vladimir Putin says the exercise is to have
the military be fully alert in Russia’s Eastern Military District.
Why is Russia conducting military drills immediately after
it’s joint-drills with China’s Navy?
What’s the aim of the exercise?
Our reporter has more on the story.
On July 12, China’s Navy finished joint military exercises
with Russia, leaving Russia’s Pacific Fleet base in Vladivostok.
On July 13, Russia began military exercises
involving 160,000 troops.
This is Russia’s biggest military exercise since Soviet times,
and will continue until July 20.
The drill is taking place near China’s border in Chita Oblast.
It’s been reported that the main goal of the drill is to check
the ability of Russia’s European and central districts
to transport military forces on a large scale to the regions
of China’s far eastern border and Eastern Siberia.
One military officer says that during the drill,
some matters are being practiced for the first time.
For example, units from Russia’s European military region
that were dispatched to the Far Eastern region will need to use
the Far Eastern region’s equipment, such as artillery, tanks, etc.,
and be able to suddenly engage in combat.
There are 5 bodies of armed forces taking part the drills:
Russia’s entire Pacific Fleet, Naval Air Force,
long-range aviation corps, air transport troops
and airborne troops.
The drills involved up to 160,000 troops with thousands
of tanks and armored vehicles; 130 aircraft and 70 ships.
Before the drills, Putin told Defense Minister Sergei Shoigu
that the purpose of this exercise is to keep
the Eastern Military District fully alert.
Russian military commentators say that the goal of the
exercises is to show Russia’s military might
to it’s increasingly powerful neighbor.
Wen Zhao, a North American military and political
commentator, says that Sino-Russia holds joint drills based on
its mutual interests, which aims at the US and Japan.
However, Russia’s individual drill aims at the CCP.
Wen says that Russia feels deeply cautious of the CCP.
Wen Zhao, military and political commentator:
“The military drills aim at China.
It shows the world that the earlier joint naval drills
were only to facilitate mutual interests in some regards,
but it doesn’tt mean both countries are in alliance.”
Wen says that apart from being connected by a long border,
and China’s increasing economic and military power,
the reason for Russia is cautious of China is that
it isn’t transparent about it’s military goals.
Although disputes exist between Russia, the U.S. and Japan,
they can communicate via positive channels to avoid direct conflict.
Wen Zhao: “The CCP develops military with opaque intentions.
Others don’tt know China’s stance, purpose and rules
for using it’s military.
These make Russia feel disturbed, as the CCP can always
change according to its political needs.”
Russia also worries Chinese immigrants will take up their lands.
Wu Fan, Chief Editor of US-based China Affairs magazine
says that Russia worries that Chinese illegal immigrants
will go to Siberia during China’s unrest, taking back
the land that has already given away to Russia.
Thus, Russia reserves a large amount of weapons in Siberia.
Wu Fan: “China’s northern region has settled down
for three decades.
It’s unclear what will happen in the next three decades.
Russia’s precaution shows they have a far-reaching
strategic plan.
They likely hold some intelligence about China,
thus they have to do as such.
In case someone starts a war, they can immediately defend,
weapons are already stored there.”
Media reports in Russia say that in the past six months
this year,
Russia’s three military region were suddenly being checked,
and held such military exercises.
However, the scale at that time can’t compare with this one.
A senior Russian general says that Russia’s defense strategy
is moving from Europe to the Asia-Pacific region.
