【新唐人2013年06月15日讯】5月的最后一天,中国储备粮管理总公司所属黑龙江林甸直属库,发生了一场大火。这场特大火灾让中储粮遭受重大损失,更烧出了这家巨型央企的种种问题。日前,大陆媒体一篇有关中储粮黑幕的报导,更是引起了海内外关注,报导直接点名中储粮不受纪检监管,而且粮库主任动辄贪腐千万。
5月31号,黑龙江这座北大仓发生的一场火灾,让中储粮遭受重大损失。而大火前一天,恰逢中共中央第一巡视组进驻中国储备粮管理总公司。这其中隐藏的种种猫腻和背后原因,让外界猜测纷纷。
6月13号,中国各大媒体纷纷转载了广东《时代周报》的一篇报导,除了分析“中储粮”储备粮安全隐忧、收储灰色地带、和“中储粮”备受争议的官商双重身份等问题之外,报导更指称,中储粮的粮库主任动辄贪腐千万。
前重庆市粮食系统粮食检验员梁明远:“这种事情太多,包括我们这里也一样,一个小的粮镇站长都贪污上百万,都很正常。中国就是这样。别说那大坝型粮库,就是这里的小型粮库都这样,还大型粮库﹗﹖”
报导说,尽管成立只有13年,但中储粮系统内部,腐败一直是个无法忽视的问题。
河南省一位市级粮库的主任告诉《时代周报》记者:“中储粮在河南省随便一个直属库,每年仅保管费都是千万元以上。”而屡屡发生的粮库贪腐案件,也表明了“中储粮”这个巨无霸,在资金运转方面存在漏洞。
时事评论员林子旭:“因为粮食是百姓生活的必需品,这里面丰厚的利益可想而知,粮库本身要起到什么作用对中共官员来讲并不重要,如何绞尽脑汁、变着法儿的利用国家的粮库充实自己的小金库,才是他们最关心的问题。”
时事评论员林子旭还说,粮库这些大大小小的贪官,正是一只只吞噬民众血汗的硕鼠。
林子旭:“报导的题目说,粮库主任动辄贪腐千万,一个粮库主任就敢几千万的贪污,那一级一级上去就不知道要贪污到什么程度了,而且大家要清楚这是国内媒体的报导,国内媒体的报导绝不会给出真实的贪腐数据的,真正的数据要是出来一定会让大家瞠目结舌的。”
另外,报导指出,由于中储粮属国资委直管,各个直属库基本免于纪检、工商、税务、卫生等部门的外部直接监管,整个“中储粮”系统来自外界的监管显得十分有限。
梁明远:“这说不好就是里面有很多东西…因为国家储备里很多烂账,太多了,他有意自己造成的事,他有意的马上就抹掉了。这谁也不知道,因为现在这个官僚体制把这些都封闭了。老百姓基本上都不知道。”
而对于中储粮的损失,中共当局先是宣称损失过亿,到后来却改口为直接经济损失307万元。
梁明远:“他们自己在估算,他们怎么说就听他们怎么说吧,反正他们数字出来很好笑,一天就几变。粮食这个问题看起来是个数字,但是如果真的有问题的时候,那就不是个数字了。那就是老百姓要吃饭的问题了,没饭吃老百姓要做什么,大家都该清楚。”
据报导,多位业内人士强烈建议中共中央巡视组清查中储粮仓库。不过,林子旭表示,在中国,不只中储粮,包括石油、电信、水利、电力、交通等所有的垄断企业都是一个比一个黑,而且这些行业背后,最黑的都是中共最高层的腐败家族,再往下追下去就是中共这个腐败的制度。所以,只要中共这个体制在,一切都没有办法改变,更惊人的事情也还会一件件的发生。

Sinograin operator embezzled millions, Chinese media unveils more of the inside story
On the last day of May, Heilongjiang Lindian Granary, owned
by China Grain Reserves Corporation(Sinograin), caught fire.
Sinograin suffered significant loss, and the event exposed
many problems within this big state-owned enterprise.
Recently, another Sinograin inside story reported
by Chinese media attracted concerns at home and abroad.
The report directly pointed out that Sinograin isn’t
monitored and controlled by the Central Discipline
Inspection Commission (CCDI), and each embezzlement
amount by its operator was over tens of millions of RMB.
On May 31, the Big North Granary in Heilongjiang
province caught fire, causing Sinograin significant loss.
Just one day before the fire, the CCP Central Committee
inspection team had arrived at Sinograin.
Speculators suspect an ulterior motive
behind these two events.
On June 13, each major Chinese media republished
a Guangdong Times Weekly report in which safety concerns,
gray areas of receiving and storing, and the dual political
and economic status of Sinograin were analyzed.
Furthermore, the report pointed out that the operator
of the granary embezzled tens of millions RMB in each case.
Liang Mingyuan, former grain inspector for Chongqing Grain
System: “This kind of thing happens a lot, including to us.
A chief of a small granary in a small town laundered more
than one million RMB, which is very common in China.
This is China. Don’t talk about that kind of big granary,
even for the tiny one here it is like that. It is worse at a larger granary.”
It’s reported that despite Sinograin having been operating
for only 13 years, corruption has been an unignorable problem from the beginning.
A director of a city-level granary in Henan province
told Times Weekly,
“The annual storage fee is more than ten million RMB
in each of Sinograin’s granaries in Henan.”
The frequent corruption within Sinograin’s granary shows
that Sinograin has weaknesses in its capital operations.
Lin Zixu, political commentator: “Because grain is a staple
in people’s daily lives, you can imagine the enormous profit.
Which function the granary should take
isn’t an important thing in the CCP officials’ minds.
The thing they most care about is how to personally profit
from the state-owned granary via all kinds of means.”
Lin Zixu, political commentator, also said that all the big
and small corrupt officials in these granaries are the “huge rats” that eat and drink people’s blood.
Lin Zixu: ”The report said the granary operator
embezzled ten million RMB each time.
A director of a granary dares to embezzle ten million RMB,
we don’t know how corrupt the senior level one step above is.
All of us are clear that this report is done by Chinese media.
Chinese media has never reported truthful corruption data.
The real data must be an enormously shocking figure.”
In addition, the report pointed out that
because Sinograin reports directly to the State-owned
Assets Supervision and Administration Commission (SASAC),
each of its granaries are not monitored by the discipline
inspection, trade and industry, tax, and public health departments.
Outside regulation is very limited.
Liang Mingyuan: “It’s the result of too many
internal problems.
Because there are many, too many, bad debts in the state
reserve systems, they purposely created a problem,
and then intentionally destroyed the records.
Nobody knows it.
Because the current bureaucracy system covers up this
information, people have no way of knowing.”
The CCP had initially claimed a loss of than a hundred
million RMB, but it has since changed the figure to 3.07 million.
Liang Mingyuan: “They were estimating the loss.
It’s just what they say, and the number is ridiculous,
it was changed several times within a day.
The grain issue looks a number, but it won’t be a figure
when something happens. It’s related to people’s food.
If there’s no food, what people will do?
Everybody should know it clearly.”
According to the report, many insiders strongly urged
the CCP Central Committee Inspection Team to check Sinograin’s granaries.
However Lin Zixu said that in China, the monoplies
such as petrol, telecommunication, water conservancy,
electric, power and transportation enterprises
are very corrupt.
Behind these monopolies are the dirtiest, corrupt
families of senior CCP leaders.
If we check further, it’s the corrupt CCP system.
So, once CCP system is here, nothing can be changed.
Furthermore, more and more surprising events
will take place one by one.
