【新唐人2013年04月24日讯】前中共中央军委主席江泽民掌管军队期间，军队日益腐败。习近平上台后，下令开展整顿军队运动。日前又传出最新举措，要求军队领导“下连当兵，蹲连住班”，与士兵同吃同住，一起操练和劳动。习近平的各种新招能解决江泽民遗留的军队腐败问题吗？他对军队的控制能否如愿？请看我们的报导。
中共中央军委主席习近平去年11月接掌党、军大权后，实施一连串的治党、治军举措。日前，解放军总政治部再下发《规定》，要求全军和武警部队中，55岁以下的团级以上领导和机关干部、以及没有在基层任职经历的干部，和连职以下的机关干部，必须“当兵”。
《规定》中，旅团级单位的机关干部，每3年应安排当兵或“蹲连”1次。而军师级单位的是每4年、总部和军区级单位的则每5年。《规定》还强调，当兵和“蹲连”人员要自备个人生活用品，按标准交纳伙食费，不得接受宴请，不得游山玩水，不得收受礼品，不得插手基层敏感事务。
针对军队腐败问题，去年12月，中央军委下发通知，要求执行《中央军委加强自身作风建设十项规定》。其中禁止中高层军官送礼、饮酒、办大型宴会。
《大纪元》新闻网报导，在中国，军队成了中共谋取一党私利的工具。中共前军委主席江泽民，因为在军中毫无威望，“腐败牌”成了他收买官、商、学、兵各界的工具。
早前有不少军中高级将领被爆出丑闻。其中包括海军副司令王守业中将、和总后勤部副部长谷俊山中将，他们被控道德败坏、包养情妇、滥用职权、贪污受贿。报导说，目前，中共的军心涣散、腐败严重、缺乏战斗力。
此外，江泽民纵容各军种的走私贪污行为，导致军中分赃不均而互相残杀。
外界分析，习近平希望通过整军，来解决江泽民在军队中所遗留下来的腐败问题，并借此巩固自己对军队的控制。那么，习近平的各种新招，真的能如其所愿吗？
美国“哥伦比亚大学”政治学博士王军涛表示，这些做法都是传统的共产党作风，对军队现代化，并没有太多的好处。
美国“哥伦比亚大学”政治学博士王军涛：“在中国现在这个情况，有两个原因导致习近平这个政策，他很难在军队有效的实行，一个是如果军队已经烂了，你用这种方式只会走形式，还有另外一个原因，军队中像有些专业思想的，想搞好军队的人来说，他也会有抵触情绪。”
毕业于“复旦大学”的美国侨界人士——“中国基督徒民主党”发言人陆东则认为，这种方式只能起到军队干部和士兵打成一片的宣传作用。
美国“中国基督徒民主党”发言人陆东：“不管它施行的如何，从宣传效果来讲，给老百姓会造成一个印象，好像现在军队干部应该跟士兵打成一片，它起这么个宣传效果，至于它真的能实行怎么样，很多事情都是个未知数而已。”
王军涛认为，虽然习近平“上有政策”，但是中共官员仍“下有对策”。
王军涛：“中央发了文件说不许大吃大喝，但是我们可以看到，他可以用一些小吃小喝替代大吃大喝，到一些所谓的外表简朴的小餐馆或者私家餐馆，这些你没有办法监督的地方，或者表面上把饭局搞的标准不高，但是实际上仍然还是一种变相的吃喝。在这种情况下，还有他们的车，说不可以挂什么车牌，但是可以挂别的牌子。”
中国虽然作为全世界军队数量最大的国家，但中共军队在最新的“全球性国防建制腐败指数”中的得分，却是“高风险”。

Xi Jinping Tries Hard To Clean Up Military Corruption Left By Jiang Zemin
The Chinese Communist Party’s (CCP) military became
increasingly corrupt during the rule of Jiang Zemin,
former Chairman of the Central Military Commission.
After taking over as military chief, Xi Jinping launched
measures to make changes in the military.
Recently, rumors said that new issued orders requested military
leaders to “live, eat, train and work with junior soldiers.”
Can Xi’s various methods resolve the corruption problems
that Jiang Zemin has left over?
Can Xi control the army as he wishes?
Let’s take a look.
After Xi Jinping took over the military in November, 2012,
he implemented a series of measures to change
the CCP and the military.
Recently, People’s Liberation Army (PLA) General
Political Department issued new “Orders”.
The “Orders” request that leaders be under 55 years old,
above regimental level in the military, armed forces,
and that cadres, as well as those cadres
who have no work experience,
serve as the lowest-ranking soldiers, as an essential rule.

Political Department issued new “Orders”.
The “Order” requests that leaders under 55 years old, above
the regimental level in the military, armed forces and cadres,
as well as those cadres who have no work experiences,
serve as the lowest-ranking soldiers as an essential rule.
The “Orders” say that leaders of regimental and Brigade–
level have to serve on the front line once every 3 years.
Division and army-level commanders
must serve once per 4 years.
Top leaders from army headquarters and
military districts will do so once per 5 years.
The “Orders” stressed that “they need to provide
for themselves and pay for their own food.
They must not accept any banquet invitation, join any
sight-seeing tours, accept gifts or interfere with local affairs.”
In order to resolve military corruption problems,
in Dec. 2012, CMC issued a notice.
It requests the implementation of CMC’s 10 rules to
strengthen the military’s discipline construction.
One of the rules is that senior officials above
middle-level in the military,
are not allowed to send gifts, neither are they allowed
to drink and hold banquets.
The Epoch Times website reported that, in China, the military
has become a tool to serve the CCP’s interests and gain.
Jiang Zemin initially had no respect from the military,
but used corruption as a tool to bribe officials,
also to bribe entrepreneurs, scholars,
and officials at a military command level.
Earlier, many senior army generals’ scandals
were exposed.
Including those of Wang Shouye,
deputy commander of the Navy;
and Gu Junshan, vice minister of the
General Logistics Department.
They have been accused of moral turpitude, improper
relations with women, abuse of power and bribery.
The report said that, at present, military morale
is too loose, severely corrupt, and not capable of fighting.
In addition, Jiang Zemin indulged in smuggling,
corruption and other crimes,
causing military personnel to fight each other
over inequality in interests and illicit gains.
Outsiders have analyzed that, Xi hopes,
via changing the military,
to solve the corruption issues that Jiang Zemin
left behind him.
Xi has seized his chance to strengthen his
control of the military.
Can Xi’s goal be achieved as he wishes
by using different methods?
Dr. Wang Juntao, in political science at
Columbia University, US, has made comments.
He said that these measures are the CCP’s
traditional strategy.
He says that they won’t benefit the
military’s modernization too much.
Wang Juntao: “In the current situation in China,
there are two reasons that have led Xi Jinping
to make such moves.
These moves will be difficult to
carry out effectively in the military.
One reason is, if corruption in the military
has reached serious extremes,
these moves will be nothing more than
a mere formality.
Another reason is that, some people in the military
have professional thinking, and want to do a good job,
they will have the mentality to resist Xi’s efforts.”
Overseas Chinese Lu Dong, spokesman for the Chinese
Christian Democratic Party believes that
these changes can only play a propaganda role,
to show unity among cadres and military personnel.
Lu Dong: “Regardless of how it is implemented,
from the propaganda effect on the public,
it will seem to say that military cadres and soldiers
should merge together.
It will just have the effect of propaganda. In reality,
whether it can be implemented or not is still not known.”
Wang Juntao believes that, although Xi Jinping has issued
highest level orders, CCP officials will have their own way of dealing with it.
Wang Juntao: “The central CCP has issued document
saying that no luxury eating and drinking are allowed.
However, we know that they can hold small scale dinners
to replace the big ones.
They will go to small or private restaurants in which surface
decoration is very plain, and that are beyond supervision.
On the surface, the dinner served might be below standard,
although it is still a disguised form of banquet.
Under the same ruling, no military license plates
will be allowed on officials’ cars.
However, they can use other official license plates instead.”
Although China has the world’s largest military forces,
its score in the Global Defense Sector Corruption Index
is in a “high risk” band.
