【新唐人2013年02月23日讯】日前,有美国的媒体预测,习近平有可能因为改革劳教制度,而获得“诺贝尔和平奖”。但有评论人士认为,劳教改革本身并没有为促使和平、人权与幸福做出任何贡献,因为被劳教制度迫害的最大团体——异议人士和宗教信仰人士依然还在被迫害中,没有得到任何自由和赔偿,因此完全不符合“诺贝尔和平奖”的宗旨和标准。
据美国财经媒体《国际商业时报》的中国版IBTimes报导说,有美媒预测诺贝尔委员会可能颁发诺贝尔和平奖给中共中央总书记习近平。理由是习近平推行改革诟病多年的劳教制度。这一改革被外媒称为“引领重大法律改革的第一步”和“人权在21世纪的光荣时刻”,但外媒的这些评论,也被中国的访民和维权人士认为“根本不了解中国劳教制度”、“不了解中国人权状况”、“不了解习近平劳教改革目地”的表现。
时事评论员蓝述:“中共即使停止了劳改制度,但也不能改变整个中国社会今天就是一个大监狱的事实,既不让中国民众合法得到信息,也不让民众有自由说话的权利,中国今天就是一个大劳改营,被中国边界线封起来、被中共的防火墙封起来的。只有真正逃离中国社会的人,才能获得真正意义上的自由。”
此外,曾有媒体报导,习近平推行劳教制度改革目地,并非是为了改善中国人权状况,而是和江派激烈内斗的结果。因为劳教所一直是江泽民、周永康、刘云山用来迫害异己的机构和敛财系统。
资深法学专家赵远明:“习近平实际上是要推行他的宪政,而且用废除劳教,打击背后支持劳教和利用劳教整治异见分子,整治不同信仰的人。”
据“维基百科”解释,评选诺贝尔和平奖得主的宗旨是:“为促进民族团结友好、取消或裁减常备军队,以及为和平会议的组织和宣传尽到最大努力或作出最大贡献的人。”对此,有评论人士认为,劳教制度的改革完全达不到和平奖的标准。
赵远明:“因为他这个只是一个改错,就是你这个劳改是错的,我给你改正过来。并没有对人类法制建设、对中国法制建设有什么大的贡献,实际上只是把错的改正了,也就是错的改成不错的,不错的就应该是正常社会的一种状态和法制,不存在你对社会、对国家,对人民有多大贡献的问题。”
原“中国人民公安大学”法律系讲师、资深法学专家赵远明还指出,如果习近平真的想为人权进步做出贡献,就应该通过废除劳教,释放所有被劳教制度迫害的人士,尤其是其中约70%,占最大比例的法轮功学员,以及大量访民、异议人士等,但目前看来,习近平完全没有这种打算。
赵远明:“劳教制度不应该存在改革,应该就是要求他对劳教制度整个废除,从它的立法、从它的出笼到执行都是违法的,那么违法行为应该予以彻底纠正,那么关押的人应该无条件释放,过去因为劳教造成人身、财产损失的应该予以补偿。”
但评论人士也表示,不排除习近平有获得诺贝尔和平奖的可能性,但获奖与否,说明不了中国目前的现状。
蓝述:“不管习近平最后会不会获得和平奖,但都不能够说明中共变成了一个人道的政党,共产主义运动在过去全世界一个多世纪里面,它给全人类带来的就是瘟疫、灾难和屠杀。所以诺贝尔奖无论给不给习近平,中共都是一个谎言加暴力的政党。”
蓝述指出,如果真的有一天,习近平能够让劳教制度迫害下的群体重获自由,冤情得以昭雪,那么就真正的具备了获得诺贝尔和平奖的资格。

Will Xi win Nobel Peace Prize? Expert: he is not up to standard
Recently, some American media predicted that Xi Jinping may
win a Nobel Peace Prize for his reforming labor camp system.
Some commentators think reforming labor camp system is
no contribution to promote peace, human right and happiness.
The biggest group being persecuted by labor camp are
dissidents and religious believers.
They are still being persecuted by the Chinese Communist
Party(CCP) and haven’t gained any freedom or compensation.
So, he doesn’t match the standard of the Nobel Peace Prize.
According to report from IBYtimes (Chinese version of U.S.
economy media “International Business Times”) some U.S.
media predicted that Xi would win the Nobel Peace Prize.
The reason is Xi reformed the criticized labor camps.
Overseas media called it “the first step of considerable reform
in the law” and “glory moment of human right in 21centry”.
However, Chinese petitioners and civil right persons think the
comments from the media show they don’t understand the
Chinese labor camp system and human right situations and
the aim of Xi’s reform.
Political commentator Lan Shu: “Even if the CCP abolished labor
camp, they can’t change the truth that China is a big prison.
It neither lets the Chinese people get legal information,
nor lets them have the right to speak freely.
Today’s China is a huge labor camp, which is surrounded by
the Chinese border and internet firewall.
Only by fleeing from China, man can gain real freedom.”
Additionally, some media reported that the purpose of Xi’s
reform is not for improving the human right situation in China.
His purpose is to fight with Jiang Zemin’s group.
Labor camp is a collecting money system and organization by
which Jiang and Zhou Yongkang’s group persecuted dissidents.
Senior law expert Zhao Yuanming: “ Xi tries to promote his
Constitutionalism by abolishing the labor camp system;
And to attack those who support labor camp and utilize the
system to persecute political dissidents or different believers.”
According to Wikipedia, the purpose to choose a Nobel Peace
Prize is: “having done the most or the best work for fraternity
between nations and for the abolition or reduction of standing
armies and for the holding and promotion of peace congresses.”
So, some commentators said the reforming
labor camp systems can’t match this standard.
Zhao Yuanming: “It only corrected the wrong,
because labor camp system is wrong, now Xi corrected it.
It doesn’t make any contribution for building human
legal system and for building the Chinese legal system.
It only corrected the wrong.
It’s also to say that the wrong is corrected into the right
which the normal statement and legal system of a society.
It doesn’t make any contribution for society,
nation and people.”
Former law teacher and senior legal expert of China
People’s Public Security University, Zhao Yuanming pointed out that Xi should do some real things for the people.
If Xi really want to do some contribution to improve human
rights, he should release those who are persecuted,
especially Falun Gong practitioners who make up 70% of
detainees in labor camps. But for now, Xi hasn’t got this plan.
Zhao Yuanming: “It should not reform labor camp system,
it should abolish the whole system.
From its legislation to carry it out is illegal. Then the
illegal actions should be completely corrected.
The prisoners should be released immediately and should be
compensated for personal suffering and property damage.”
However, some commentators also said that it does not
exclude the possibility of Xi winning the Nobel Peace Prize.
No mater if he wins the prize or not, it can’t explain the
Chinese human situation.
Lan Shu: “No mater he wins the prize or not,
it can’t show the CCP has become a humanity party.
In the past one hundred years of the Communist movement,
it was a plague, disaster and massacre for all human beings.
No mater if Xi wins the prize or not,
the CCP is a party of lies and violence.”
Lan Shu pointed out, if some day Xi could make all those
persecuted by the labor camp system get freedom and
the injustice vindicated, he really has eligibility to win
the Nobel Peace Prize.
