【新唐人2013年02月01日讯】大陆《财经》杂志副主编罗昌平,向中纪委实名举报国家能源局局长刘铁男,事件再度发酵。罗昌平1月29号晚间在微博透露,中共当局已经对刘铁男立案调查。但是,刘铁男30号出现在《中央电视台》新闻联播中。刘铁男前途吉凶如何?事件扑朔迷离。知情人士透露,罗昌平现在受到有关方面监控,面临很大压力。
罗昌平1月29号晚上9点34分发布微博说:“中央有关部门已就本人实名举报一事立案调查,是立案调查而不止于受理。”罗昌平还表示,过去两个月来,他已尽举报人的义务,配合完成相应程序。
北京一名知情人士对《新唐人》透露,罗昌平实名举报现任部长级官员,目前承受各方面很大的压力,也面临着人身安全的风险。因为他是以个人名义在微博上实名举报,他的单位无法为他提供帮助。他现在受到有关方面的监控。
另一方面,《央视》30号的《新闻联播》中,刘铁男出现在“国务院总理温家宝29日到国家发展改革委调研”的座谈上。
而《新华社》“中国网事”栏目1月30号报导,针对微博反映的国家能源局局长刘铁男的有关情况,纪检部门仍在核实。另据《环球时报》英文网站报导,刘铁男正在接受中央当局“问话”。
《21世纪经济报导》指称,一位接近国家能源局的人士说,刘铁男被举报后较少出席外事活动,有关来访多由能源局副局长参与。而能源局官方网站信息也显示,最近,国家能源局副局长刘琦和吴吟,先后会见重要的外宾。
公民在网络上实名举报现任部长级官员,在中共建政以来似乎还是首次。罗昌平发布消息说“刘铁男被立案调查”,以及“刘铁男参加温家宝总理的调研会议”,发生在同一天。刘铁男的命运究竟如何?高层在进行什么样的博弈?现在还扑朔迷离。
北京一名不愿具名的大学教授分析说,如果媒体报导刘铁男被“立案调查”,是在他出现新闻联播之后,对他来说就不太妙。
北京某大学教授:“ 你知道中国官员一旦被调查,能够安全脱身的概率是很低的。”
同时他说,在中共体制下,说某人被立案调查几乎等于出事了。但是,刘铁男仍然在上班,这位教授认为并不奇怪。
北京某大学教授:“中国有几级行政体制,有不同的系统,这样一个副部级的官员,他要调查、要立案的话,要比较谨慎。这个条线系统太多了,层级太多了。”(请变音)
而北京一名媒体人也向《新唐人》表示,立案调查不一定马上抓人。他比喻前重庆市委书记薄熙来和副市长王立军的情况说,王立军逃亡美国领事馆之后,薄熙来还故作镇静的在昆明放鸽子。
罗昌平在微博上表示,实名举报刘铁男,在官方定论并公告之前“不表态、不回应”。
香港《明报》引述北京的消息来源说,罗昌平已与中纪委签订了“保密协议”,需对外界封口。目前中纪委已向国家能源局通报,开始对刘铁男立案调查。消息还说,由于刘铁男已接受调查,目前国家发改委和中组部已在考虑继任人选问题。
去年12月6号,罗昌平连发3条微博,向中纪委实名举报刘铁男与商人倪日涛结成官商同盟,刘铁男处级妻子郭静华、和儿子刘德成在倪的公司持有股份。而且,在境外收购、向国内银行骗取贷款。刘德成的银行账号多次收受倪日涛公司的巨额汇款。
罗昌平还指控刘铁男的日本学历作假,以及,对反目成仇的情人发出死亡威胁。

Liu Tienan Investigated and Luo Changping Monitored
Mainland “Finance" magazine deputy editor, Luo Changping
reported Liu Tienan, director of National Energy, to Central Commission for Discipline.
On January 29th Luo revealed on his microblog that
Liu Tienan was investigated by authorities.
However, Liu Tienan appeared on “CCTV" News Network
on January 30th.
Liu Tienan’s fate is uncertain. Reliable sources said Luo
was undergoing monitoring and facing great pressure.
On Luo’s microblog on January 29th, he said central
authorities had initiated criminal investigations regarding Liu.
They were investing him under his his real name reporting.
Luo also said that he had fulfilled his obligation and complied
with corresponding procedures in the past two months.
A reliable source from Beijing disclosed to NTD TV that
Luo Changping used his real name to report Liu.
Consequently he is facing pressure from many directions.
Luo’s personal safety is under risk.
Because he used his microblog with his real name, his unit can’t
provide him with any help. He is now monitored by authorities.
However, Liu Tienan appeared on the “CCTV" News
Network on January 30th.
It was during Premier Wen Jiabao’s discussion of
“National Development and Reform Commission research."
“Xinhua News Agency," reported the situation of Liu Tienan,
director of National Energy Board, is still under investigation.
According to the English website of the Global Times reports,
central authorities are “questioning" Liu Tienan.
“21st Century Business Herald" alleged that
a source close to the National Energy Board said Liu Tienan has attended fewer activities.
The Deputy Secretary for Energy has participated
in most activities.
The Energy Board official website reported recently,
Vice Secretary Liu Qi and Wu Yin of the National Energy Board met with foreign guests.
Citizens report the current trend of officials using their real
names on the network, are unprecedented under the Regime.
Luo Changping said on his blog that Liu Tienan was under
criminal investigation.
And on the same day, Liu Tienan participated in Premier
Wen Jiabao’s discussion. What will happen to Liu Tieman?
What is going on within the high levels of the Chinese
Communist Party (CCP)? It is still a mystery for now.
A Beijing professor said that if the media reported Liu Tienan
under investigation, then he appears on TV News, it’s not good.
Beijing professor: “You know that once a Chinese official is
being investigated, the possibility he can escape is very low."
At the same time, he said, “under the CCP,
if a person is under criminal investigation, he is in trouble.
However, Liu Tienan is still at work and that is not unusual.”
A Beijing University professor: “In China, they have
different systems for different administrative levels.
They are quite careful about ministerial officials, from
surveying or placing a case on file, due to too many hierarchies.”
A Beijing media person told NTD Television that criminal
investigation does not mean immediately arresting people.
He likens the former Chongqing Party Secretary Bo Xilai
and Vice Mayor Wang Lijun.
After Wang fled to the U.S. Consulate, Bo also pretended
to be calm and played with pigeons in Kunmin.
Luo Changping said on his microblog that he would not
make any statement before an official announcement.
Hong Kong’s Ming Pao Daily News
quoted sources in Beijing that
Luo Changping has signed an agreement with the Central
Commission for Discipline Inspection to keep things confidential.
The Central Commission has informed the National
Energy Board regarding investigation of Liu Tienan.
Sources also said that Liu Tienan was under investigation
and related departments are considering succession issues.
December 6th 2012, Luo Changping issued three microblogs.
They were about reporting Liu to Central Commission for
Discipline Inspection.
Liu Tienan made a business link with businessman Ni Re Tao.
Liu’s wife and son both own shares of Ni’s company with
many other improper business dealings from Liu’s son.
Luo Changping also accused Liu Tienan of phony Japanese
academic background, and death threats from Liu’s lover.
