【新唐人2013年01月28日讯】重庆官员不雅视频案不断给重庆官场带来冲击。继原北碚区委书记雷政富被免职之后,最近又有10名涉案官员落马。其中有5人在重庆国资体系中担任重要职位,现任重庆市长黄奇帆长期主管的国资部门成为重灾区。外界分析,这些官员被处理,很可能与薄熙来案即将开审有关,而处境尴尬的黄奇帆是否会受到影响,还有待观察。
1月24号深夜,重庆官方发布消息,对10名涉及重庆不雅视频案的官员、国企负责人进行免职。这包括:九龙坡区委书记彭智勇、长寿区区长韩树明、重庆国际信托投资有限公司董事长何玉柏、重庆机电控股公司董事长谢华骏,重庆市地产集团董事长周天云,西南证券董事长罗广、重庆市城建投资集团副总经理粟志光等人。
大陆媒体《中国经营报》以“重庆国资集权酿祸”为题指出,重庆国资系统沦为此次官场大地震的重灾区。 10名落马官员中有5人在重庆国资体系中担任重要职位。而这5人中,又有4人曾担任过重庆市政府副秘书长。
对此,原“首都师范大学”教育科学学院副教授,中国历史学专家李元华,向《新唐人》分析了重庆国资成为贪腐重灾区的原因。他认为,中共本性好斗,各级官员也互相争斗。在激烈权斗当中,很多官员都在追逐利益最大化。
中国历史学专家 李元华:“他能升官,他可以通过别的手段捞取更多钱的时候,那他就往升官走。有时候仕途不畅,升官的人毕竟是少数,很多人升不上去。那他就想:我既然升官这条路走不了,我是不是就去国企。因为在国企他是一把手,所有企业的钱就可以变为他自己的。”
2008年至2009年间,重庆地产商肖烨等人为拿到政府项目,偷拍多名重庆官员的性丑闻视频。但这些官员得到时任重庆市委书记薄熙来、公安局长王立军的庇护。随着薄熙来垮台,这一不雅视频案再次被曝光。重庆北碚区委书记雷政富因此被免职。
现在,薄熙来案开审在即,重庆又有10名官员落马。外界因此推测,当局是想以此来为审判薄熙来造势。而在此之前曾被视为薄熙来左膀右臂的现任重庆市长黄奇帆,一直主抓国资系统并进行大力吹捧。现在重庆国资系统深陷“艳照门”,黄奇帆仕途是否会受到影响,也受到外界关注。
李元华:“应该说跟他(黄奇帆)直接有关系的。实际上这些都是他原来的部下。应该说有直接关系,只不过说他也不能罩那么多人,他自己的升迁也不是按正常途径去升迁的。”
李元华分析,重庆不雅视频案成为媒体焦点,又恰逢中共新领导人习近平大力反腐,因此这些官员很可能是中共中央指示处理的。
李元华:“现在处理重庆市(官员)的时候,也反映出薄熙来任政的时候,重庆是一片黑暗的、一塌糊涂的。这样的话,也可以给人造出一种声势:薄熙来是不值得同情的,实际上他手下的人都是贪官。”
北京时政观察人华颇则表示,黄奇帆作为重庆市市长遇到薄熙来,成为奴才,是一种悲哀。
北京时政观察人华颇:“这些官员倒台跟他(黄奇帆)没什么关系,只是清除薄熙来的余孽而已,所以黄奇帆现在只有老老实实的按中央的指示办事。”
据了解,2011年重庆市国资企业总资产已超过1.5万亿,是全国国资系统第4个跨进“万亿国资”的省市。去年(2012年)重庆国资系统就曾曝光一系列腐败案,其中重庆能源投资集团董事长侯行知受贿625万元,被判无期徒刑。

Chongqing’SASA Deeply Involved in the Sex Tapes Scandal
Chongqing’s sex tapes scandal continues to shock
the city’s official circles.
Following the removal of Lei Zhengfu, Beibei district’party
secretary, another 10 involved officials were also dismissed.
Five of them had been in key posts of the State-owned
Assets Supervision and Administration (SASA) system.
The SASA department, overseen by the current Chongqing
mayor Huang Qifan, thus became the mostly impacted governmental agency by the incident.
Outsiders believe the removal of these officials
is closely related to the upcoming trial of Bo Xilai.
Will the political career of Huang Qifan’s,
ex-Bo’right-hand man, be affected by this scandal too?
Late night January 24th, the Chongqing government made
an official announcement on the sex tapes scandal’dismissals.
It said that 10 officials or heads of state-owned companies
are removed from their post for involvement in the scandal.
The list includes Peng Zhiyong,
party secretary of Jiulongpo District;
Han Shuming, burgomaster of Changshou District;
He Yubai, president of Chongqing International Trust & Investment Corporation;
Xie Huajun, president of Chongqing Machinery & Electric
Co., Ltd; Zhou Tianyun, president of Chongqing Real Estate Group Co., Ltd;
Luo Guang, president of Southwest Securities Co., Ltd;
Su Zhiguang, vice president of Chongqing Urban Construction Group Co., Ltd, etc.
A mainland newspaper, China Business,
published an article titled,"Centralized power in Chongqing’s SASA system leads to disaster."
The article stated, Chongqing’s SASA system becomes
the mostly impacted area among the city’s official circles in the shocking event.
Five of the 10 dismissed officials
were in key positions within SASA’s framework.
In addition, four of them had worked
as the city’s deputy secretary general.
Li Yuanhua, former associate professor of Capital Normal
University and Chinese historian, discussed why corruption became so bad in Chongqing’s SASA system.
Li remarked that the Chinese Communist Party’s (CCP)
philosophy of struggle leads to internal fights among all levels of CCP officials.
Many of them pursue personal interests
as much as possible in the fierce power struggle.
Li Yuanhua:"If it is possible to get promotion and grab more
money from this, every CCP official will put efforts in it.
However, sometimes people fail to get promotion,
as only few can manage to do that.
Then they will think, it may be good to go to a state-owned
company, since they cannot have further political career.
But as a head of a state-owned company, one can at least
convert the ‘public properties" to his own possessions."
In 2008-2009, Xiao Ye and a few other Chongqing
contractors took sex videotapes of many municipal officials to win governmental construction projects.
Nevertheless, at that time these officials were under
protection of former Chongqing’s party secretary Bo Xilai and police chief Wang Lijun.
Since Bo was removed, the scandal was exposed again,
which finally caused Beibei district party secretary Lei Zhengfu to be dismissed.
Just as Bo Xilai’s case will be brought to trial very soon,
another 10 officials fell from posts in Chongqing.
Outsiders thus speculate that the authorities intend
to hype up the trial by this action.
In addition, the incumbent Chongqing’mayor Huang Qifan
was previously regarded as Bo Xilai’s right-hand man.
Huang was once the director of Chongqing’s SASA system,
and had boosted his work a lot.
Now as his department is deeply involved in the scandal,
outsiders also care about how Huang’s political career will be affected by the incident.
Li Yuanhua: “We should say the scandal is directly related
to Huang Qifan, because all those removed officials (in the SASA system) used to be his subordinates.
Although Huang should be directly responsible, he is simply
not able to cover that many people as his own promotion did not follow normal ways as well."
Li Yuanhua remarked that Chongqing’s sex tapes scandal
became the focus of media when the new CCP leader Xi Jinping spoke of strengthening anti-corruption.
Therefore the removal of those 10 officials was probably
commanded directly by the CCP Central Committee.
Li Yuanhua: “The punishment over those officials can give
a hint that Chongqing’s political circles were dark and in a complete mess under Bo Xilai’s governance.
This can give people the impression that Bo does not deserve
of sympathy, since his followers are all corrupt officials."
Beijing political observer Hua Po remarked that it was sad
for Huang Qifan to become Bo Xilai’s minion, despite his position as Chongqing mayor.
Hua Po:"The removal of those officials has nothing to do
with him (Huang Qifan), and it is simply to fully eliminate Bo Xilai’s influence in Chongqing.
So the only thing that Huang can do
is to honestly follow Beijing’s instructions."
Statistics show that the total property of Chongqing’s
state-owned companies exceeded 1.5 trillion Yuan in 2011.
It is China’s fourth provincial or municipal SASA system
that is worth over a trillion.
During 2012, a series of corruption cases were exposed
inside Chongqing’s SASA system.
As a consequence, Hou Xingzhi, president of Chongqing
Energy Investment Group, was sentenced to life imprisonment for taking 6.25 million Yuan in bribes.
