1月7号上午，中共中央政法委书记孟建柱宣布：今年将“停止使用劳教制度”。
不过，大陆几大门户网站把“停止使用劳教制度”的新闻删除，改称“进一步改革劳教制度”。外界分析，这一切都表明，中国局势在大变之中，习江两派搏击升级。
习近平上任后，首先拿下周永康亲信李春城，原四川省长蒋巨峰1月5号正式辞职。时事评论员夏小强表示，蒋巨峰与李春城一样，都是周永康的人马，四川被视为周的“后院”。而现在，《南都》事件和宣布“停止劳教”等事件，都和高层博弈有关。
时事评论员夏小强：“习近平一上台，高调提出的‘宪政’，其实他目地就是希望在共产党的领导下，实现最基本的法律秩序。但是，这个最简单的目地和所谓的‘梦想’，对于中共内部，那些迫害民众，手中沾满民众血债的人来说，可以说是灭顶之灾，那些所有积极参与迫害民众的政法系统的中共官员，都将面临着清算，这就是中共体制内，担心罪行被清算的人，阻挠‘宪政’的原因。”
根据大陆官方的数据显示，中国目前有350个劳教所，关押16万人。不过一些民间机构认为，大陆在押的被劳教人员总数约为100万人。
时事评论员刘国华表示，自从80年代开始，法律学者和人权倡导者就在敦促终结劳教制度。那么，坚持不废除劳教的原因是什么呢？
时事评论员刘国华：“劳教制度实际上是江泽民，他用这个东西来迫害法轮功，变成他的一个工具，也就是说，在江泽民执政时期，他把中国最黑暗的、最不合理的劳教制度，它一直延续到现在。”
那么，习近平为什么叫停“劳教”，是直撬江泽民的老根呢？
时事评论员林子旭：“大家都知道法轮功问题是江泽民的死穴，劳教所可以说是迫害法轮功最主要的机构，如果劳教制度废除了，迫害就很难维持下去了。不管劳教制度能不能被真正废除，单就这种舆论被炒作的本身，都足以让江泽民心惊肉跳了。”
1999年7月，江泽民下达“名誉上搞臭、经济上截断、肉体上消灭”、“打死算自杀”的打压法轮功政策。大批法轮功学员被非法劳教。据不完全统计，有数百万法轮功学员曾被非法关押在劳教所。而可查证死亡的3634名法轮功学员，大多都是在劳教所被迫害后致死的。
林子旭分析，现在法轮功被活摘器官的事情越来越受关注，对法轮功的迫害，很快就要维持不下去了。一旦活摘器官的事实真相被大面积曝光出来的时候，参与迫害的中共党羽都将被清算。作为习近平来讲，他能不考虑自己的未来吗？
而且多年来，劳教制度一直受到各方的指责，呼吁废除劳教制度的声音也越来越大。因此，林子旭认为，习近平现在就算不敢实际改革，这样的一个表态和动作，对于他的将来也有好处。
不过，林子旭还指出，习近平只不过是中共的一颗棋子，目前对于劳教制度废除的相关报导，很难说不是欺骗百姓的又一伎俩，事态接下来将会如何发展﹖还有待观察。

Xi Jinping Proposes Abolishing Re-education Through Labor
The Chinese Communist Party (CCP) claimed to abolish
its Re-education Through Labor (RTL) system this year.
However, the mainland’s portal websites changed the news of
“stopping RTL” to “improving RTL”.
But analysts say, whether the RTL system will actually be
abolished or not, eventually it will frighten Jiang Zemin.
Why is that? Let’s see the report.
Secretary of the Central Political and Law Commission,
Meng Jianzhu, claimed on the morning of January 7,
that China’s RTL system will be abolished in 2013.
However, the mainland’s portal websites changed
the news of “stopping RTL” to “improving RTL”.
Outsiders analyze that the situation can be seen as
an update on the fight between Xi and Jiang.
After taking power, Xi had first dismissed
Zhou Yongkang’s cowboy Li Chuncheng.
Then former governor of Sichuan Province, Jiang Jufeng,
formally resigned on January 5.
Political commentator Xia Xiaoqiang says, Jiang and Li
are both Zhou Yongkang’s cronies and Sichuan Province had been labeled ‘Zhou’s backyard’.
The Sichuan events and the recent claims to abolish the RTL
system are creating infighting among senior CCP officials.
[Xia Xiaoqiang, Political Commentator]:
“Xi proposed constitutional reform right after taking power;
he expects to create basic legal order under CCP leadership.
But this so-called ‘dream’ is a nightmare in the eyes of
the officials who are involved in brutally persecuting people.
Officials who are caught actively participating in persecuting
and torturing the public are all facing liquidation,
which is why they are obstructing constitutional reform.”
According to CCP official data, China has 350 labor camps
holding 160,000 detainees.
Yet some organizations claim that the number detained
in RTL camps are estimated at one-million.
Political commentator Liu Guohua says, legal scholars
and human rights advocates have been appealing to abolish
the RTL system since the 1980’s, so why has the CCP kept it
until now?
[Liu Guohua, Political commentator]:
“Actually the RTL system is a tool that Jiang Zemin used
to persecute Falun Gong practitioners—that’s why Jiang had
prolonged this most dark and irrational system until now.”
Then, how does abolishing the RTL system help Xi
eliminate Jiang’s rooted power?
[Lin Zixu, Political Commentator]: “Everyone knows
that the issue of Falun Gong is Jiang’s top concern—
his ‘Achilles heel’—and labor camps play the most
significant part in his persecution of Falun Gong.
If this system is abolished, the persecution of Falun Gong
will not be able to continue.
So whether the RTL system will actually be abolished or not,
the mention of it will frighten Jiang Zemin.”
In July 1999, Jiang Zemin had directed a crack-down on
Falun Gong practitioners, ordering to “destroy them physically,
mentally and financially” and that any deaths
through torture would be “counted as suicide”.
Several million Falun Gong practitioners were illegally
detained in labor camps, according to incomplete statistics.
And 3,634 practitioners are confirmed to have been
tortured to death through the RTL system.
Lin analyzes that, with the current forced organ-harvesting of
Falun Gong practitioners attracting increasing attention,
the persecution cannot continue—as for Xi Jinping,
he should also consider his future.
Once the organ-harvesting issue draws worldwide attention,
all participants will face retribution.
The international community has condemned the RTL system
over the years and more people are appealing to abolish it.
If Xi would dare to reform the system, his action
and declaration would indeed be good for his future.
Yet, Lin also points out that, since Xi is only one of the CCP
members and cannot speak on unanimous grounds,
right now, the report of abolishing the RTL system
may be a trick—the issue remains under observation.
