【新唐人2013年01月08日讯】河南兰考县一家民间弃婴收养所发生火灾,造成7人死亡。事发后,兰考官方宣称当事人袁厉害属于非法收养,企图推卸责任。但这一做法引发众怒,也遭到媒体的批驳。有分析指出,在中国不断发生的“毒奶粉”等恶性事件说明,儿童已经成为中国社会败坏的最主要受害者。
火灾发生后,素有“爱心妈妈”之称的袁厉害一下子成为外界关注的焦点。 5号深夜,袁厉害在被警方带走盘问之后,在一临时住处接受了媒体采访,讲述了失火时的情形和收养弃婴的初衷。
袁厉害回忆,4号一早她出门送孩子上学,家里没有大人,后来就接到女儿电话,说着火了。虽然邻居们帮助扑救,消防车也来了,但因为房间过火很快,多名孩子被现场烧死。
袁厉害介绍,她从1989年就开始收养弃婴,20多年来已累积收养100名左右的弃婴。
袁厉害说:“兰考没有儿童福利院,她在县医院门口做生意,看着有些小孩没人要,很可怜,为了让孩子活命,于是就开始收养弃婴。”
但随着这一火灾惨剧的发生,袁厉害除了要承受火灾本身的灾难之外,还要面对多方的不解和压力。
有传言说﹕袁厉害收养弃婴卖掉赚钱,对此袁厉害坦言:“谁要养活得比我好,我就把孩子给你。”并且表白说:“如果我真是卖小孩,逮住了把我枪毙。”
海外作家盛雪:“在任何一个社会,至少这种行为(收养弃婴)是会被大家去称赞的。而且当一个政府它发现社会上有被遗弃的孩子被热心人士收养的话,那么政府肯定要去表彰这样的行为。”
火灾之后,兰考官方曾指称袁厉害属于非法收养,但这一说法被批驳为有意推卸责任。
上海交通大学教授熊丙奇在博客发文指出,袁厉害的存在,只能说明当地政府在孤儿收养方面是失职的。如果是“非法收养”,早就该治理,为何当地政府一直没有出面取缔?现在出事,就认为她非法,把原本属于政府的责任完全推给袁厉害,这样的做法让人寒心,只是在掩盖问题。熊丙奇质问有关部门,如果不是袁厉害,那些弃婴的命运会如何?
作家盛雪向《新唐人》表示,兰考弃婴事件反映了中国社会的制度性问题。民主、法制健全的国家都拥有完善的福利保障体系,不可能出现这样的事情。
盛雪:“儿童在中国社会成为最主要的受害者。我们可以看到,这么多年当中,中国发生了多少针对儿童的事件,比如说:毒奶粉事件、儿童被拐卖事件、然后儿童被残害等等,这些事情从来没有消失过。”
盛雪分析指出,这些事件都说明中国目前现有的政治体制非常败坏。
盛雪:“整个公权力是完全掌握在极少数中共权力核心、利益集团手上,而他们这伙人本身就是黑社会的头头们。那么整个中国社会层层叠叠、每一个社会阶层实际上都在仿照最高权力阶层的这种犯罪行为。”
报导说,袁厉害并不是个案,在兰考还有其他一些类似的民间收养所。
权利运动网站创始人胡军:“我觉得民政部门,特别是中央,(调拨)维稳费用的时候就是应该考虑到这些问题。你们为什么不去救助那些孩子呢?你花那么多维稳费用,为什么不花点钱去救助这些被遗弃的孩子?”
在外界压力下,兰考当局被迫改口,改称袁厉害是私自收养,并受到官方默许。

Orphanage Fire Triggers Nationwide Outrage
Recently, an orphanage in Lankao County,
Henan Province, was on fire, where 7 people died.
Local authorities tried to shift responsibility, saying
this orphanage was private, and was unregistered and illegal.
Their words caused public anger,
media also criticized the authorities.
Analysts said that constant incidents, like those with tainted
milk powder, indicate that children had become the main victims of the corrupt society.
After the fire accident, the orphanage owner Yuan Lihai,
called “mother with a loving heart,” came under the spotlight.
On Jan. 5, she was taken away by the police for investigation,
and was interviewed by media in a temporary place.
She described the fire accident,
and the reasons for housing orphans.
Yuan recalled that on the morning of Jan. 4, she took
some of the children to school, as no adult was at home.
Later her daughter called her that the house was on fire.
Neighbors came to help, as well as the fire fighters.
The blaze spread swiftly over the house,
and several children died in the fire.
Yuan said that she has taken care of orphans since 1989.
She helped nearly 100 orphans over the past 20 years.
She said that there was no child welfare agency
in Lankao County.
She worked as a street vendor in front of a hospital,
and saw abandoned children, felt pity for them, and to help them survive, she began to adopt them.
After the fire accident, Yuan had to face many
misunderstandings and pressure, apart from the fire incident.
Rumors said, Yuan adopts the children to sell them.
Yuan’s response was: “If anyone can take better care of them, I will pass them over.”
She added: “If I sell them, you can shoot me
when you see me doing that.”
Sheng Xue (overseas writer): “In any society,
to adopt abandoned children will be praised.
In addition, if a government finds out that someone does so,
they would issue a recognition for such a behavior.”
After the fire accident, Lankao government alleged
Yuan housing children was illegal.
Yet their words were criticized
for shirking responsibilities.
Prof. Xiong Bingqi in Shanghai Jiao Tong University
posted articles on this topic in a microblog.
He said that Yuan’s behavior proved the government
didn’t take its responsibility on the orphanage issue.
If it is illegal, they should correct it earlier,
why haven’t the government stopped it?
After the accident occurred, they alleged Yuan’s actions
were illegal, shirking the responsibility to Yuan.
It’s painful; they want to cover up problems.
Xiong questioned, without Yuan, what would
the fate of those abandoned children have been?
Sheng Xue told NTD that the accident reflects problems
of China’s social system.
Countries with democracy and thorough legal system
have comprehensive welfare structures.
It is impossible to have
such things happening there.
Sheng Xue: “Children in China
became the main victims of the society.
We can tell that over the past several years,
many tragedies have happened to children.
Like the tainted milk powder incidents, kids trafficking,
and even killing of kids, the incidents are endless.”
Sheng Xue analyzed that these indicate,
the current political system is very corrupt.
Sheng Xue: “The power is in the hands of a few people
and interests’ groups, who are heads of gangs.
The entire society and each social class
are copying the top-level’s criminal behavior.”
The report said that Yuan’s case is not isolated;
similar orphanages exist in other places in Lankao County.
Hu Jun (founder, website Human Rights Campaign in China):
“I think the civil affairs department, especially the central government, should consider these issues.
Particularly when assigning maintaining stability fees.
Why didn’t they help those children? Spending so much
maintaining stability fees, why didn’t they allocate some money to help abandoned children?”
Being under strong public pressure,
Lankao government has changed its stance.
Now it is turning a blind eye on the case, saying
Yuan had privately adopted these abandoned children.
