Does the Internet Fight Corruption?
Chongqing official Lei Zhengfu was nicknamed Lei Record
for being sacked in 63 hours after his corruption was reported.
Domestic media claimed it an evidence of the new
leadership’s determination to fight corruption.
The Internet became the hottest corruption-fighting tool.
However, People’s Daily issued a commentary entitled,
“Internet is not lawless," on the 18th.
On the same day, the netizen who informed against
Politburo member Li Jianguo was also arrested by the police.
Does the Internet really fight corruption?
Let’s find out.
Apple Daily reported on the 18th that Han Chongguang,
a netizen, who reported on new Politburo committee
Li Jianguo to the Central Commission for Discipline
Inspection to the public via Internet using real name,
has disappeared since local police arrested him.
On the same day, a commentary on People’s Daily,
entitled, “Internet is not Lawless" stated,
“Online speech can also accidentally violate the law,"
and “Be responsible to one’s own words and behaviors."
This statement by the Communist mouthpiece
is believed to be intentional.
Beijing Political observer Hua Po: “Corruption-fighting
with the Internet shocks the Communist regime.
People’s Daily was trying to cool down the effect
of fighting corruption with Internet.
CCTV also reported this commentary on their news
yesterday."
Prior to this, corrupt Chongqing official, Lei Zhengfu,
was sacked 63 hours after being reported.
He was the highest official at the departmental level
to be sacked in a short time and was thus nicknamed,"Lei Record."
He was considered the first anti-corruption feast offered
by Xi Jinping as the new leader of the regime.
However, following Lei, other officials such as Liu Tienan,
Secretary of the National Energy Board and Yi Junqin,
the Central Compilation and Translation Bureau, were also
reported, their cases involving unresolved corruption issues.
Han Chongguang, who reported on a new Politburo member,
was detained and seemed to touch the core power of the regime.
Netizens criticized that the officials
would not dare to touch the tiger.
Hua Po:"The Authorities takes an uncooperative attitude
towards the Internet informants.
The Commission for Discipline Inspection also stated that
those who were being informed on were good cadres
and needed to be protected.
They have not been treated like Lei Zhengfu was."
Dr. Wang Juntao of political science, Columbia University:
“Wang Qishan recently talked about fighting corruption gently.
Both the Chinese constitution and Communist Party
discipline claim to fight corruption sternly.
Now he wants it to go gently. Some official was recently
found to own a mansion worth hundreds of millions of dollars.
The Commission for Discipline Inspection actually claimed
that those are ones that need to be protected."
Anti-corruption was believed an excuse to cover up
the internal fights of the Communist regime.
The reason why Lei Zhengfu was sacked quickly was because
he was associated with Bo Xilai and Wang Lijun and thus used to hit Jiang faction.
People’s Daily article was a counterattack of the
conservative (Jiang) faction.
Well-known constitutional scholar Chen Yongmiao:"When
the new leader came to power, you see the Internet users’activities.
The central leadership fights corruption with the power
of the Internet.
Of course, People’s Daily article won’t have much effect
on the Internet users.
However, this article represents the Central,
some local forces, or corrupt officials interests.
It could serve to warn the Central."
Hua Po: “Anti-corruption is a weapon to all factions.
Xi Jinping may be the biggest winner.
Through fighting corruption, Xi Jinping will vacate
some positions for his own people. It helps to form his team."
Bo Xilai engaged in striking the gangs in Chongqing.
After he fell, overseas media revealed that
he was actually being struck by gangs.
For instance, he revenged He Guoqiang, secretary
of the Central Commission for Discipline Inspection,
who had detained and interrogated his follower, Wang Yi.
After Wang Lijun’s incident, the one who directed the
investigation of Gu Kailai’s murder case was He Guoqiang.
