【新唐人2012年12月08日讯】目前正在莫斯科出席“中俄能源谈判”的中方副代表,中共国家能源局局长刘铁男,被《财经》杂志副主编罗昌平实名举报﹕涉嫌收受巨额汇款、学历造假、为情人谋职等。其中,刘铁男涉嫌收受巨额汇款已不是第一次被揭发,因此,更受到各界的瞩目。
6号上午,《财经》杂志副主编罗昌平,在两家微博连续发出三则微博,实名向中纪委举报刘铁男涉嫌学历造假。罗昌平说,刘铁男在日本做经济参赞时,经由情人的帮助,获得名古屋市立大学“修士学位”的荣誉证书,但并非学位证书﹔刘曾经请校方在证书上加“学位”字样,并将“可以评价等同”改为“特殊培养授予学位”,但被拒。
罗昌平举报之二,是刘铁男与商人倪日涛结成官商同盟,刘铁男任处级职位的妻子郭静华、儿子刘德成,在倪日涛的公司持有股份﹔而且涉及境外收购骗贷国内银行﹔以及多次收受倪日涛公司巨额汇款。另外,罗昌平举报刘铁男与情人徐某在日本相识,刘曾亲自为徐出函介绍工作。双方因利益关系反目后,女方多次受到死亡威胁。
罗昌平在微博发出的贴子都附有相关材料、参见报导联结以及刘徐的合照。三条微博分别引起一百多万网友的关注,数千条转发和评论。
当天下午3点之后,中共国家能源局新闻办公室相关负责人向媒体说,罗昌平所言“纯属污蔑造谣”,“能源局正在联系有关网路管理部门和公安部门,正在报案、报警。将采取正式的法律手段处理此事”。并且声称,刘铁男已经得知此事。
有不少律师在微博回贴关心此事。北京“才良律师事务所”律师朱孝顶7号向《新唐人》表示,公民实名举报,是宪法权力,举报是否属实,应当由有权机关来作认定。
北京“才良律师事务所”律师朱孝顶:“包括公安机关、检察院、纪检监察都有权力去查处。但是,国家能源局做为下级单位,是没有权力断然否定,直接就草率的说是纯属污蔑。对于,现在他们国家能源局新闻发言人的这种答复,我认为过于草率,它已经属于越位。”
北京《冰点》周刊主编、原《中国青年报》资深记者李大同也指出,中共国家能源局新闻办的作法是护短。罗昌平的举报有根据,刘铁男必须提出说明。
北京《冰点》周刊主编李大同:“要没事你怕什么,还动用警力、还报警还抓人?开什么玩笑。现在舆论的压力是很大的。我觉得抓不了,故作气势汹汹、气急败坏,其实心里很着急。如果你什么问题都没有你何必这么光火,还是有问题。”
不过,7号一早,网友“布衣老叟”发的贴子已经引起了大家的关注。贴子说:【号外】国家能源局官方网站,已撤下刘铁男所有的头版图片和活动新闻。
事实上,《财经》杂志曾做过一篇名为《中国式收购:一名部级高官与裙带商人的跨国骗贷》的报导。当时,《法国国际广播电台》曾跟进报导,并引述举报人的网路材料,点出涉案人正是刘铁男。但中共纪检监察部门没有任何反应;网路上的举报材料则一次次被删除。
李大同认为,目前,中国就缺罗昌平这样的人,大家都应该声援他。
李大同:“这样的年轻人越多越好,就像牛虻嘛,专门盯你(贪腐的高官),这就是要盯的你浑身不自在。”
据报导,罗昌平是资深调查记者,曾公布公共情妇《李薇调查》,其中涉及多名中共部级高官,至少涉及一名现任政治局常委。罗昌平在调查记者圈中颇有职业声望。许多法律人、媒体人呼吁,对罗的举报,中纪委应作严肃独立的调查。

New Chinese Official’ Scandal Going Viral
Liu Tienan is the director of China’s National Energy Bureau,
and a vice chief representative at the Sino-Russian energy negotiation held in Moscow.
Recently, Liu was exposed online by Luo Changping,
a vice chief editor of Finance magazine.
Using his real name, Luo disclosed that Liu was involved in
serious corruption, fake education background, arranging employment for his mistresses, etc..
This is not the first time when Liu’s corruption was exposed,
thus it attracted wide attention.
On December 6, vice chief editor of Finance magazine
Luo Changping issued three postings on two websites.
Luo used his real name to report on Liu Tienan’s
fake education background.
Luo said, Liu obtained honorary certificate of monks degree
in Nagoya City University, Japan, with his mistress help, while working as economic counselor at Chinese embassy.
As certificate is not a diploma, Liu made an attempt
to ‘upgrade’ his education, Luo explains.
Liu asked the university to add “diploma” to his certificate,
and to change the certificate from “equivalent” to “granting degree for special education,” but was refused.
Secondly, Luo reported that Liu colluded with trader
Ni Ritao to organize an official business alliance.
Liu’s wife Guo Jinghua, a middle level officer,
and his son Liu Decheng held shares in Ni’s company.
They are involved in fraudulent loans from domestic banks
for buying companies abroad.
Also, Liu received huge sums of money
from Ni’s company.
Additionally, Luo reported that Liu met his mistress Xu
in Japan and tried to find a job for Xu in Ni’s company.
However, this led to them becoming economic enemies
and Xu receiving death threats several times.
To this posting Luo has attached related materials,
reports’ links and pictures of Liu.
The three publications attracted about one million netizens,
with several thousand forwards and comments.
At 3 pm that day, a National Energy Bureau’ representative
spoke to the media, saying that Luo is spreading rumors.
And that they are contacting the relevant internal
management and security department to report the case.
They would take legal actions to deal with this situation.
And claimed Liu has been informed about the matter.
Many attorneys commented on the case.
On December 7, attorney of Cai Liang Law Firm in Beijing,
Zhu Xiaoxiang said to NTDTV that the author using his real name in the publication is a constitutional right.
Whether the disclosed information is true or not,
is up to the relevant departments to decide, Zhu said.
Zhu Xiaoxiang: “These include security departments,
Procuratorate, and discipline inspection and supervision departments, which have the right to investigate.
However, being a subordinate to those, the National Energy
Bureau has no right to directly say is this a rumor or not.
I think the response of the Energy Bureau’ spokesman
is too hasty.”
Chief editor of Ice Point Weekly, and former senior reporter
of China Youth Daily, Li Datong points out that this action of National Energy Bureau is to cover things up.
Luo’s report offers too much evidence,
Liu has no choice but to reply.
Li Datong: “If you have no problem, there is no need to
worry about it and to dispatch police to arrest the messenger.
The public pressure is big, all the actions are bogus, and they
are very worried. This just proves that Liu’s problem is true.”
However, in the morning of December 7, a comment
by netizen “Buyilaosou” caught the attention again.
It said that the National Energy Bureau’ official website
had removed all front page pictures and news of Liu.
In fact, Finance magazine published an article, titled, “China
– acquisition: a ministerial officials and crony businessmen, and their multinational fraudulent loans."
Radio France Internationale also reported on this, quoting
materials from its reporter, who’s name was Liu Tienan.
However, there was no response to this by relevant discipline
departments of the Chinese Communist Party (CCP).
The materials on the internet
were just deleted repeatedly.
Li Datong thinks that currently, there are not many people
in China like Luo, thus people should support him.
Li Datong: “It will be great if more and more people
can act like this young man.
Like a gadfly, selectively biting corrupted senior officials,
which will bring them discomfort.”
According to reports, Luo is a senior investigative reporter.
He publicized the mistresses case, “Li Wei investigation."
Many ministerial level officials were involved in it, including
a current member of CCP’s top Standing Committee.
As an investigative journalist,
Luo has a high occupational reputation.
Many legal and media people called for Luo’s reports,
thus CCP’s Central Commission should investigate the case.
