【新唐人2012年11月27日讯】25号，中国大陆有近112万人参加了“国家公务员”考试，创下了历史新高。无疑，在巨大的就业压力下，“公务员”这一特殊职业以稳定的工作、可预期的福利待遇和特权，吸引了越来越多的人前来竞考。今年最热职位的报考比例甚至达到。而这一火爆现象，在美国等其他国家却看不到。
大陆媒体报导，2013年中央机关及直属机构计划录用公务员两万多人，总共有138万3千名考生通过资格审查。其中有109个职位的报名比例超过1000名录取1人，竞争最激烈职位的报名比例甚至高达9411名录取1人。25号进行的是《行政职业能力测验》和《申论》两门公共科目的笔试，共有111万7千人参加了笔试，比去年增加15万人，创下历史新高。
上海公民许正清向《新唐人》表示，目前中国大陆经济形势不好，很多大学生毕业后找不到工作，或者工作不稳定。
上海公民许正清：“公务员工作以前一直被称为铁饭碗，工资高、待遇好、各方面条件都比一般的工作稳定。考进公务员，他就觉得以后会有升迁的机会。”
许正清谈到，在当今中国大陆，升迁意味着手中会握有权力，有权力就会有钱，包括各种灰色收入。而且，一旦有了特权，官员的亲朋好友都会从中受益，这也是考生报考公务员的动力之一。
时事评论员蓝述也指出，报考公务员热的根本原因在于中国大陆的社会制度。
蓝述：“一党专政的体制下，政府公务员实际上基本是作为党的分支机构而存在的。所以他是拥有相当大的特权的。”
蓝述表示，这种公务员报考热在美国是看不到的，即使是2008年全球金融危机时期也看不到这种景象。
蓝述：“在西方，公务人员就是一个职业，它是没有特权的。它跟其他的职业是一样的。你在私营企业做工，或者是在公家机关里做工，只不过是不同的职业而已。它并没有多少的特权。”
蓝述谈到，在美国，一般来说，最优秀的人才往往首先选择经商。很多从政的人都是在商业上取得成功之后，才转而从政施展自己的理念，同时为公众服务。比如著名影星、前加州州长施瓦辛格，从政后年薪只有一美元。
报导说，竞考公务员的多数都是大学毕业生，有的班级甚至三分之二的学生都选择报考公务员。而因为中国高等教育的大规模扩张政策，2013年全国大学毕业生将比今年再增加19万，达到699万人。届时大学生就业将更加困难，也许明年的公务员报考会再破记录。
那么，对于大学生来说，在公务员考试中到底又有多少机会呢？
许正清：“很多人就是靠走后门、拉关系，早就内定下来了。考试只不过是一个表面现象。私底下的权钱交易都是存在的，很多被录取的公务员，你去查一下他的家庭背景，都是一些有权有势的。”
许正清谈到，这里面还牵扯到一个所谓“政治审查”的问题，对于没权没势的普通老百姓来说，根本就不可能通过“政审”。

9411:1, Acceptance Rate for China’s Hottest Civil Service Job
On November 25, a record-high nearly 1.12 million
applicants sat the annual civil service exam in China.
Under huge employment pressure, being a civil servant
means getting a stable job with good welfare benefits.
This year, the acceptance rate for the hottest job is 9411:1.
Such a mania, however, has never been found in the U.S.
China’s media reported that over 1.38 million people had Passed
preliminary selections for 20,000+ civil service jobs for 2013.
Among all vacancies available, the admission rate for 109
jobs is over 1000:1, with 9411:1 standing atop.
1.12 million candidates took the two exams held on
November 25, hitting a record high with an increase of 150,000 from 2011.
Shanghai citizen Xu Zhengqing affirms that due to China’s
weak economy, numerous college graduates are jobless or cannot find a secure job.
Xu Zhengqing: “Civil service is known as a permanent
rice bowl, well paid plus good welfare benefits.
The job is more stable than other jobs generally.
For an ordinary Chinese, admission to the civil service
is equal to having chances of being promoted.”
Xu Zhengqing explains that in today’s China, career
promotion can be vested with authority.
Authority will create money, including gray incomes that
come from a variety of sources.
Moreover, the civil servant’s friends and family can all
benefit from his/her privilege in hand.
This is one of the motives of application for civil service jobs,
according to Xu Zhengqing.
Critic Lan Shu analyzes that the root cause of civil service
applications can be traced to China’s establishment.
Lan Shu: “Working for the regime of one-party dictatorship,
the role of civil servants actually is the Party connection.
That is why they can be invested with considerable
power and privileges when they become civil servants.”
Such a mania for sitting a civil service exam cannot be
found in the U.S., even during the financial crisis of 2008, says Lan Shu.
Lan Shu: “In the West, civil servant is just a common
occupation, not privileged. It’s the same as other jobs in private businesses.”
Lan Shu comments that in the U.S., the most talented
people usually choose to go into business first.
And many renowned politicians actually were formerly
successful businessmen.
They turned to politics to achieve their political ideals and
to serve the community.
Such as former California Governor Arnold Schwarzenegger,
who made only $1 in his salary for the position.
Reportedly, the majority of candidates for China’s
civil service are college graduates. Encouraged by
official policy, China’s collegiate-level institutions
have massively expanded campus enrollment.
China’s media report said that in 2013, China will see
6.99 million college graduates, an increase of 190,000 from this year.
Therefore, in 2013, civil service applications
may hit record levels again.
For these college student applicants,
how big is their hope for civil service admission?
Xu Zhengqing: “The final admission list is actually pre-arranged,
through pull or influence. Exam is a mere formality.
Under-the-table deals have always existed. In reality,
lots of those accepted applicants have powerful families.”
Xu Zhengqing adds that political screening for loyalty
to the CCP is a part of civil servant selection process.
Therefore, it is impossible for an ordinary citizen to be
able to pass through this screening, says Xu
