中共11月19号宣布了十八大后的第一批人事变动,其中包括中央政法委书记由现任公安部部长孟建柱兼任。由于孟建柱只是政治局委员,而非政治局常委,因此,外界一致认为政法委被“降格”。
英国《泰晤士报》报导,中共政法委书记的替换及地位降级,主要与薄熙来案有关。
报导指出,薄熙来被认为透过与周永康的密切关系而抓紧权力,甚至试图削弱领导层。这使中共重新考量,防止担任政法委书记者权力过大。
《泰晤士报》驻北京记者说,周永康任内大大增强了他的团队,便衣公安估计增加到86000人,还有,他让城管数目以倍数增加。周永康的维稳经费每年递增12-15%, 比军费的11-13%增幅还要高。
美国《华尔街日报》也报导说,一些人认为,大陆这个安全机构的权力已过于庞大,几乎成了国中之国,作为安全机构负责人,可能会挑战中共新任总书记习近平的权威。
港媒:中共高层通过打击江决议
据香港《争鸣》杂志报导,今年10月上旬,中共政治局通过多项决议,由胡锦涛提议,温家宝、李克强和议。其中有一项未对外公开的决议是《关于中央政治局常委、总书记退离休后,一律不设专职办公室班子机构》的建议。有分析指出,这项决议明显针对前中共总书记江泽民。
江在2004年全退后,俨然以太上皇的姿态来左右中共政治局常委会的决策。这次,胡锦涛“全退”,希望以此结束这一局面。
在此之前,日本媒体也报导说,胡锦涛将以全退阻止江泽民干政,江泽民在中南海的办公室将撤除,并且废除“党重要事项须向江泽民报告”的内规。
十八大维稳造成多起死亡事件
位于香港的“中国人权民运中心”11月19号表示,十八大期间,数以千计的异议人士的行动自由受到限制,他们当中有的被捕,有的被送入劳改营,有的遭软禁。
而大陆《维权网》则报导,十八大期间,遭中共当局迫害的访民以及维权人士至少有10万人。
其中,死亡案例有两起。一起是河南平顶山市访民张耀东,11月6号在北京被截访人员打死。另一起是安徽黄山市潜口镇女访民徐晚霞,11月8 号到北京上访被捕,11月14 号死于合肥市拘留所,身上有多处伤痕,怀疑是被公安殴打致死。
另外,据《德国之声》报导,11月15号,一名女维权人士在联合国人权委员会驻北京办事处前点火自焚,抗议地方当局腐败。

The Bo Xilai Incident Downgrades Head Of Security
On Nov. 19, the Chinese Communist Party (CCP)
announced its first personnel change.
The list includes Meng Jianzhu, current Minister
of Public Security,
who is taking over the position of Secretary of the
Central Political and Legal Affairs Committee (PLAC).
As Meng is only a member of Politburo but not PLAC,
outsiders said that the PLAC has been downgraded.
The Times newspaper in Britain reported that this move
relates to the Bo Xilai affairs.
The report said that Bo Xilai attempted to use his connection
with Zhou Yongkang to cling to power and possibly even to undermine the leadership.
The CCP made the decision to prevent too much power
to fall into the hands of heads of security.
The Times reported that Zhou had greatly expanded
the number of people working under him.
The number of plainclothes police alone is estimated at 86,000,
and he allowed urban management to multiply.
Zhou’s budget for internal “stability” grew by 12% to 15%
per year, compared with 11% to 13% for the military.
The Wall Street Journal reported that some believed
this security apparatus is becoming so powerful.
It acts almost like a state-within-a-state.
Being a head of security, Zhou could have
challenged the new party leader, Xi Jinping.
Hong Kong Media: The Chinese Communist Party
Passed Proposal to Give Jiang Zemin the Boot
Hong Kong’s Cheng Ming magazine reported that the Central
Politburo passed many resolutions in October.
Hu Jintao created a proposal which Wen Jiabao
and Li Keqiang supported.
One of the resolutions hasn’t been publicized.
It suggests that after the members of the Standing Committee
and General Party Secretary retire, they won’t set up special offices.
Analysts said that this suggestion was obviously aimed
at Jiang Zemin.
Jiang retired in 2004, yet he has still acted behind the scenes.
However, this time, Hu Jintao hopes to end this situation
with his full retirement.
Prior to this, Japanese media reported that in order to prevent
Jiang from interfering in domestic affairs, Hu will step down.
Jiang’s office in Zhongnanhai will be removed.
In addition, the informal rule within the party, that every major
event must be reported to Jiang, will be repealed.
Death Toll Increased During The 18th Party Congress
On Nov. 19, Hong Kong’s Information Center
for Human Rights and Democracy reported that
during the 18th Party Congress, thousands of dissidents’
freedoms were limited.
They were detained, sent to labor camps,
or placed under house arrest.
China’s weiquanwang (Human Rights Defenders) website
reported that during the 18thParty Congress, at least 10,000 petitioners and activists were persecuted by the CCP.
There were two death cases.
One is Zhang Yaodong, from Pingdingshan city in Henan,
who was beaten to death in Beijing on Nov.6.
Another is Xu Wanxiao, from Qiankou town in Huangshan city,
Anhui province,
who was detained when she went for appeal in Beijing on Nov.8,
and died in a detention centre in Hefei city on Nov. 14.
Her body was found with many injury marks,
it was suspected she was beaten to death by police.
On Nov. 15, Deutsche Welle radio reported that a female
activist self-immolated in front of the UN Commission On Human Rights Beijing office.
She protested against her local authorities’ corruption.
