【新唐人2012年11月10日讯】总书记胡锦涛在中共十八大报告中说：建设中国特色社会主义的“总依据是社会主义初级阶段，总布局是五位一体，总任务是实现社会主义现代化和中华民族伟大复兴”，其中“五位一体”的新提法引人关注。但分析人士指出，中共历来重视“提法”并且不断翻新，但维护中共独裁统治的本质永远不会变。
胡锦涛在2005年17大报告曾提出社会主义经济建设、政治建设、文化建设与社会建设“四位一体”的说法，在今年7月23号的“中央党校”讲话中首次加入“生态文明”，成为“五位一体”。十八大报告中首次提出生态文明建设，“要建设美丽中国，实现中华民族永续发展。”
从最早邓小平提出物质文明建设、精神文明建设，到现在的“五位一体”，中共在提法上不断创新。
时事评论员蓝述：“中共这次新的提法，所谓生态、经济、文化、社会、政治五个合在一起，不是新的东西。如果是在一个西方正常的民主国家里面，这四项它可以跟党是分开的，可是它不分开，把它搞在一起，实际上可能还是走以前的那种老路，也就是所谓政治挂帅。”
蓝述认为，中共虽然不断变换着说法，实质上还是新瓶装旧酒，不能解决党的独裁问题，还是要坚持党的绝对领导。
不过，中共声称推进生态文明建设，受到了不少人的欢迎。
“中国社会民主党”中央委员会主持人刘因全：“五位一体的提法，与以前的提法相比是一个进步，它主要是更加关心社会问题、关心文化问题、关心生态问题。”
“中国社会民主党”中央委员会主持人刘因全欢迎中共开始重视生态问题。他表示，“中国社会民主党”一直非常关心生态问题，因为人类只有一个地球，对生态的破坏就是对整个全人类的破坏。
事实上，从中共环保部的资料显示，近年来中国因环境问题引发的群体性事件，年均增速约为30％，仅今年7月以来，四川甚邡、江苏启东、浙江镇海，陆续发生民众因担心环境被破坏而发生群体事件。
中国社科院有学者将环境问题与违法征地拆迁、劳资纠纷一起，称为中国当下引发群体事件的“三驾马车”。
目前，全世界媒体都在预测18大后中共下一步如何走的问题。
《唐山大地震》一书作者、现任“香港大学–新闻及传媒研究中心”中国传媒研究计划主任的钱钢，通过对胡锦涛18大报告的关键字语分析后，得出的初步结论是：保守势力依然强大。按照十八大报告所确定的路线，中国政治体制改革难有实质推进。美国中文媒体《博讯》也指出，从十八大的报告看，近期传闻的大幅度改革大打折扣。
刘因全：“18大是江泽民和胡锦涛、习近平他们各个派别妥协的一个结果，就是还保留着中共的体制，但是又搞一点党内的民主，或者基层的民主的选举、差额选举，这一种小的改革。”
王储习近平在参加党的十八大上海代表团讨论时承认，胡锦涛所作的报告就是充分发扬民主、集中全党智慧的结晶。他同时强调，党的十八大主题，向党内外、国内外宣示了我们党将举什么旗、走什么路、以什么样的精神状态、朝着什么样的目标继续前进的重大问题。
刘因全指出，18大改革的步子太小就是因为江泽民、李鹏这一帮极端保守势力的破坏作用。

5 in 1: No New Meaning
At 18th National People’s Congress (NPC) General Secretary
Hu Jintao spoke of the basis to build socialism with Chinese
characteristics being in the primary stage of socialism,
the general layout is 5 in 1.
“The general task is to achieve the socialist modernization
and revival of the Chinese."
The 5 in 1 is a new phrase which causes attention.
But, analysts pointed out that
the Chinese Communist Party (CCP) has always created
ever-changing phrases but its nature to maintain its dictatorship never changed.
In 2005, in his report on the 17thNPC, Hu Jintao raised 4 in 1,
namely socialist economic construction, political construction,
cultural construction and social construction.
In his speech at the Central CCP School on July 23rd, he first
introduced ecological civilization and it became 5 in 1.
In his report on the 18th NPC,
Hu proposed construction of ecological civilization,
“to build a beautiful China, and achieve the
sustainable development of the nation."
From the earliest construction of material civilization and
spiritual civilization proposed by Deng Xiaoping,
to the present 5 in 1,
the CCP continuously created new wordings.
Political commentator Lan Shu: “This new CCP wording
the so-called ecological, economic, cultural, social, political,
5 in 1, is not a new thing. In a normal Western democratic
country, these four items can be separated from the party.
With the CCP it mingles together. It actually still goes the old
way, that is the so- called politics in command."
Lan Shu believes that although the CCP continually changes
its wordings, it is just the same old old wine in a new bottle.
This cannot solve the one- party authoritarian,
but adheres to the CCP’s absolute leadership.
However, the CCP claims to promote the construction of
ecological civilization, which is welcomed by many people.
Liu Yinquan, the host of the Chinese Social Democratic Party
Central Committee: “The wording of 5 in 1 improves on the previous wordings,
it is more concerned about social issues,
cultural issues, and ecological issues."
Liu Yinquan welcomed the CCP to pay attention to ecological
problems. He said, “China’s Social Democratic Party has been very concerned about the ecology for a long time.
Because there is only one earth, the ecological destruction is
the destruction of all of humanity as a whole.
From data of the Ministry of Environmental
Protection of the CCP,
mass incidents in recent years due to environmental issues
grew by approximately 30%.
Since July this year, Shifang in Sichuan Province, Qidong in
Jiangsu Province and Zhenhai in Zhejiang Province,
had many mass incidents related to environmental destruction.
A scholar in the Chinese Academy of Social Sciences, called
environmental problems, illegal land acquisition,
resettlement and labor disputes the
‘troika’ of China ‘s current mass events.
At present, the media all over the world are predicting
where the CCP will go after the 18th NPC.
Tangshan Earthquake author, current director of the Media
Studies Program in News and Media Research Center of the
University of Hong Kong, Qian Gang, analyzed keyword of
Hu Jintao’s report on the 18th NPC.
He preliminarily concluded conservative forces are still powerful.
Accordance with policies decided in the 18th NPC,
China is finding it difficult to have political reforms.
Chinese media Boxun in US pointed out that from the report
of the 18th NPC, the recent rumors of a substantial reform is greatly reduced.
Liu Yinquan: “18th NPC is the compromise of Jiang Zemin,
Hu Jintao and Xi Jinping, that is to keep the CCP system,
with a little inner-party democracy, or grass-roots democratic
elections and competitive election. It’s just a small reform."
Xi Jinping, successor of president, admitted in the
discussion with Shanghai delegation of the 18th NPC,
Hu Jintao’s report is the result of a full play of democracy
and the concentration of the wisdom of the whole CCP.
He also stressed the theme of the 18th NPC, stated China’s
home, international flag, route, spiritual status, and targets.
Liu Yinquan said the reform is too small in the 18th NPC due
to Jiang Zemin and Li Peng, the extreme conservative forces.
