【新唐人2012年10月24日讯】18大临近，中共各部委“大换血”的消息也开始传出，香港媒体得知中共两大主要部门——“中组部”和“中宣部”部长即将换人，公安部部长的人选也已确定。其中，没有了江泽民等所谓“血债派”的身影，也没有“太子党”的痕迹，而是全部从边疆上来的的新面孔。我们一块儿去了解一下。
香港《明报》23号引述北京的消息说，中共中央政治局通过了两大主要部门的人事异动案。中组部与中宣部部长即将换人，中组部部长由陕西省委书记赵乐际接任，中宣部部长由四川省委书记刘奇葆出任。接棒的赵乐际与刘奇葆，可望晋身18届中共中央政治局。而公安部长也有异动，由广西壮族自治区党委书记郭声琨接任。
55岁的赵乐际是出生于青海的陕西人，“北京大学”哲学系毕业，长期在西北省分工作。 而59岁的刘奇葆则是胡锦涛的安徽同乡，曾任共青团中央书记处书记8年，属于团派大将。另外， 58岁的郭声琨出身大陆国企，2004年弃商从政，转任中共广西副书记，2007年接替刘奇葆出任广西省委书记。
据美国“中国社会民主党中央委员会”主持人刘因全分析，新换上来的三个关键人物，和江泽民的“血债派”都没有太深的渊源，而且，四川省委书记刘奇葆在“王立军事件”上立下了汗马功劳。他说，如果当初四川当局向美领馆施压，今天中国的局面可能会被控制在薄熙来手里，中国可能遭受“二次文革”的大灾难。
至于即将接任公安部长一职的广西壮族自治区党委书记——郭声琨，他和血债累累的公安部也没有任何渊源。
“中国社会民主党中央委员会”主持人刘因全：“说明现在胡、温、习这些领导人对政法系统是彻底失望了，那里面选不出一个公安部长来，如果满意的话，会从政法系统选一个公安部长，来掌控政法系统最重要的部门，说明对周永康的彻底的否定，是对原来的公安部的一个彻底的否定。”
中宣部和公安部都是“镇压法轮功的急先锋”。刘因全说，中宣部在舆论上抹黑、丑化法轮功，而具体操刀抓人，及活摘法轮功学员器官的都是公安系统。
刘因全：“搞活摘的都是公安系统，这些坏事都是公安系统干的，我们希望18大以后，特别是这个新的公安部长上来以后会改变这种状况。”
时政评论家蓝述认为，胡锦涛、习近平把组织部、宣传部、统战部和公安部都换上了自己的人之后，进一步降低了江系的影响。蓝述说，这些动作表明胡锦涛和习近平已经把第四代到第五代的权力过渡，牢牢的控制住了。
时政评论家 蓝述：“孟建柱这个人上海帮的色彩是很重的，他现在不再兼任公安部部长，实际上是进一步淡化了江泽民和江系对公安系统的控制，中共在整个过去的十几年里面，由于这种维稳思想的发展，中国社会现在处在巨大的社会矛盾之中，政法系统他们每一年得到的维稳经费已经超过了军费。”
不过蓝述认为，习近平上台后能不能推动政改﹖还需要观察。
蓝述：“真正推动改革的动力在民间，只有民间及国际社会继续向中共施加巨大压力，中共才有可能变，无论是哪一派当权，中共目前所面临内部的纵横交错的各种利益集团，都在阻挡中共进行任何形式的改革。”
刘因全还表示，从这次中宣部、中组部和安全部大换血，没有看到太子党的影子来看，是按照胡锦涛重视提拔边疆地区干部的设想操作。刘因全认为，从边疆来的人，没那么容易飞扬跋扈。

New Key Faces, None From Jiang’s Faction
As the 18th Congress approaches, news of personnel changes
at the ministry level began to spread.
HK media said the ministers of two major central ministries,
the Organization’ and Propaganda’, will change.
Candidates of Public Security Ministry were also identified.
Jiang Zemin and his “bloody faction" are not among them.
There is also no trace of the “princelings."
They are all new faces from remote provinces.
HK Mingpao quoted Beijing’s news on October 23, that CCP’
(Chinese Communist Party) Central Politburo had passed personnel changes’ proposals for two main ministries.
They are the Central Organization’,
and the Propaganda Ministries.
Central Organization Ministry successor will be Zhao Yueji,
Shaanxi Provincial Party Secretary.
Central Propaganda Ministry successor will be Li Qibao,
Sichuan Provincial Party Secretary.
Zhao and Liu are expected to join this 18th Session
of the CCP Central Committee Politburo.
Public Security Minister will also change to Guo Shengkun,
Guangxi Zhuang Autonomous Region Party Secretary.
The 55-year-old Zhao Yueji was born in Qinghai.
His family was originally from Shaanxi Province.
He graduated from the Dept. of Philosophy, Peking University,
and have worked long-term in northwest provinces.
The 59-year-old Liu Qibao is from Anhui Province,
same as Hu Jintao.
He used to be the Youth League Central Committee Party
Secretary for eight years, a key Youth League’ figure.
And the 58-year-old Guo Shengkun
was involved in a state-owned enterprise business.
He abandoned business for politics in 2004,
and was transferred as the deputy party secretary of Guangxi.
In 2007, he became Guangxi provincial party secretary,
successor or Li Qibao.
Liu Yiquan, chairman of Chinese Social Democratic Party’
Central Committee, spoke about these new faces.
Liu said, none of the three new figures has deep roots
within the Jiang Zemin’s “bloody group."
Sichuan Party Secretary Liu Qibao played a critical role
in the Wang Lijun event.
If the Sichuan government had pressured the U.S. consulate,
the current situation might’ve been controlled by Bo Xilai, and China might’ve suffered another Cultural Revolution.
As for the future Minister of Public Security Guo Shengkun,
he also seems to have no links with the current Public Security’ ministry, known for its bloody record’ profile.
Liu Yiquan: “It shows leaders such as Hu and Wen are
completely disappointed by the political and legal system.
They couldn’t select even one person from this system
to become the next Public Security’ minister.
If they were happy with them, they would have chosen
the new minister from the political and legal system to control the most important ministry of the system.
This shows a complete negate to Zhou Yongkang
and the current Ministry of Public Security."
These central ministries of the Propaganda and the Public
Security are the vanguards in the repression of Falun Gong.
Liu said that the Central Propaganda Ministry slanders
and discredits Falun Gong to the public,
and the Ministry of Public Security carries out the arrests,
killings and live organ harvesting.
Liu Yin: “Live organ harvesting were carried out by Public
Security’ Ministry, all these crimes were committed by them.
We hope after the 18th Congress, the new minister
of Public Security will change this situation."
Commentator Lan Shu thinks Hu Jintao and Xi Jinping
replaced the leaders of these ministries with their people, to further reduce Jiang Zemin’s faction influence.
Lan Shu said, these actions show Hu Jintao and Xi Jinping
have firm control over the power transition.
Lan Shu: “Meng Jianzhu has deep roots
within the Shanghai Gang.
With him being no longer the Public Security minister, Jiang
Zemin’s control over the public security is further diluted.
In the past decade, due to the policy to maintain stability and
the enormous social contradictions, the political and legal system got more funding than the military."
However, Lan Shu thinks more time is needed to see
whether Xi Jinping is able to carry out a political reform.
Lan Shu: “The true force to promote a reform
can come from the people.
Only under the pressure of the people and the international
community can the CCP change.
No matter which faction is in power, the internal interest
groups of the CCP would block reform in any form.
Not just the “blood group,”
many interest groups are blocking the changes."
Liu Yinquan also expressed that none of these
new ministers are from the “Princelings’” group,
and that the promotions show Hu Jintao’s will
to promote officials from remote provinces.
Liu Yinquan thinks the reason for that is officials
from remote provinces are less likely to be too domineering.
