【新唐人2012年10月24日讯】中共的“十八大”即将召开，当局的安保工作已经延续到网络方面。中共工信部声称，为确保“十八大”期间电信网络安全，将从11月7号开始，到“十八大”会议结束这段期间，进行全国性的“封网”。有分析指出，中共目前释放这个消息，也是在试探民间对于断网的反应。“封网”名义上是在保证网络的畅通，实质上是加强了对网络的监控。
据《中国IDC圈》网站的消息，工信部这次“封网”，做出了多项具体要求，首先是要求各单位要落实安全责任人，各级相关负责人、联络员和信息员，确保24小时联络畅通，如有事故要及时向上级汇报。
此外，还要求各省、自治区、直辖市通信管理局，要加强辖区内电信网络运行安全，和安全生产，以及互联互通的监督管理，对影响网络运行安全和互联互通的各类违规事件予以从严、从重查处。
对此，《权利运动》网站负责人胡军表示，“封网”美其名是保持网络畅通，实际上是加强网路监督。
《权利运动》网站负责人胡军：“就开这么几天会就封网，你害怕什么吗？老百姓网上正常的沟通，你害怕什么？到底谁是你的敌人？你保卫十八大，为什么要去保卫呢？你中国共产党建党初期到现在，开个会都紧紧张张、偷偷摸摸，如果你要是合法的党你就不怕公开，你也不会恐惧。”
胡军认为，“十八大”是一个权力交接大会，只有见不得光的事情才会怕民众知道。
《权利运动》网站负责人胡军：“本身权力的交接，本身也牵扯到一个利益再瓜分的问题，这是个非常清晰的问题，重新瓜分中国老百姓的血汗，非常血腥的进行抢夺，这个过程就跟黑帮的形式没有任何差别，像薄熙来这样贪腐的财产被剥夺以后，这些财产将怎样处置，没有公开过。”
美国“哥伦比亚大学”访问学者古川表示，中共对网路的封锁，属于常态性，“十八大”期间，只会更加强封锁力度。
美“哥伦比亚大学”访问学者古川：“封网的报导里面不是说24小时连络畅通，包括其他网站，网站他都要求他们24小时做好应急准备，但是他(中共)肯定会在十八大期间，肯定会加强网路封锁，他加强封锁是因为他(中共)不想在十八大召开期间，不想让大陆民众知道那个海外对十八大的看法。”
古川还表示，中国没有“真相”，“真相”都被中共官员垄断，在网路上流传的真相讯息很快就被删掉了。
美“哥伦比亚大学”访问学者古川：“包括镇压法轮功的真相，还有其他镇压民主人士的真相，而且还有包括他(中共)政治斗争，太子党、或者团派或者江派他们之间的斗争，还有包括周永康和薄熙来这些勾结，这些他们不想让民众知道，所以他对这方面资讯会加强封锁。”
有分析指出，“封网”消息并非从《新华社》或《人民网》正式披露出来，而是由半官方的《21世纪财经网》报导，估计中共当局是在试探民众的反应。但是无论如何，只要“十八大”期间有重大事件发生，将影响“十八大”的召开，中共势必会采取一些手段，也就是将电话、电讯、网络等民众传播的工具“断掉”。

blockade from MIIT has made certain requirements.

Hu Jun said that the 18th Congress is an assembly

Hu Jun: “The handover of power itself involves the issue
of dividing up interest.
This is a very clear problem, re-dividing the blood
and sweat of the Chinese people.
This process is not any different than the mafia’s style.
No one knows yet so far what would happen to the wealth
from Xilai’s corruption.”
Columbia University visiting scholar Gu Chuan said that
the CCP Internet blockade is normal.
It strengthens the blockade during the 18th Congress.
Gu Chuan: “In the report, it states maintaining smooth
contact 24 hours a day, including with other websites.
They asked the websites to be ready for 24-hour emergency.
However, the CCP will certainly strengthen
network blockade during the 18th Congress.
Its purpose is to prevent people from knowing what people
overseas think of the 18th Congress.”
Gu Chuan also added that there is no truth in China
and “truth" is monopolized by the CCP officials.
The messages of truth circulating on the network
will be quickly deleted.
Gu Chuan: “In addition to the truth about the persecution
of Falun Gong and the repression of democracy activists,
there is also the political struggles within the Party, princelings,
and factions, including the collusion between Zhou Yongkang and Bo Xilai.
The CCP does not want people to know any of these,
so during the two sessions it will strengthen the blockade."
Some analysts pointed out, the news of the “network blockade"
was not disclosed by “Xinhua News Agency" or “People’s Daily."
