【禁闻】学者:中国共产党面临的核心危机

【新唐人2012年10月19日讯】毕业于“中国人民大学马列发展史研究所”,攻读“马克思主义哲学史”专业的博士荣剑,在最近发表的一篇评论文章里指出,中国共产党目前面临的一系列重大问题,核心问题就是合法性产生的危机。什么是“执治的合法性”﹖下面就和本台记者一起去了解。

1957年出生于浙江定海的荣剑,1983年考入“中国人民大学马列发展史研究所”,攻读“马克思主义哲学史”专业,1986年攻读博士学位。荣剑曾发表文章——《中国还将跌倒在哪里?》,另外,还同美国“威斯康辛大学”政治学博士陈小平合著《左中右的博弈推动中国制度转型》等较为开明的文章。

10月17号,“中国民主党美国总部”刊登了荣剑的评论文章﹕《共产党面临的问题核心是合法性危机》。他在文章中写到,他认同大陆政治学者俞可平关于“执政合法性”的解释,就是:合法性来源于人民的授权,人民的支持。

文章指出,目前中国大陆执政党的执政地位,是通过暴力革命的方式取得后延续下来的,但是,政治的合法性,不能继续通过暴力或战争的方式来解决,需要走宪政民主之路。就目前来看,世界上的绝大多数国家,都是通过宪政民主制度,来解决执政的合法性问题。

文章进一步分析,中国的问题从形式上看,执政党每年开人民代表大会,名义上代表人民行使国家最高权力,实际上,人民对于国家公、权、力等没有实质性的关系,执政党的合法性是依靠“传统的统治手段、意识形态”和其他方式来维系。

文章质疑,在这样的制度下,执政党的统治能否长治久安,能否符合人民的根本利益和意愿﹖文章说,现在应该有结论了。

时事评论员林子旭表示,中共的政权在国民的心目中没有地位,国民对这样的政权很反感。

时事评论员林子旭:“在民主国家,他们有的时候也会对自己国家的领导人非常不满,说到最后,他们会自然的说这样一句:当时我怎么就把票投给他了呢?这说明不管 民众对政府多不满意,他们依然承认这个政府的合法性,同时知道,这个政府不好其中也有选民自己的责任。但是,很多中国人会说:如果一人一票选举,中共这些贪官污吏都得下台。”

“中国民主党”成员徐明也赞同荣剑的观点。他表示,现在的中国“怨声载道”﹗他认为﹕共产党不代表中国。

“中国民主党”成员徐明:“从我内心来说,我爱国,我不爱党,国家是强大的,但是党是独裁统治,我不欣赏,我的主张就是言论要自由,宗教自由,言论自由,一个国家都容纳不了,人家法轮功学员,你都容纳不了,你这个党还有什么用?”

林子旭说,中共现在处处与民众作对,如果这个政权能够收敛一些,或许还能维持一段时间。

而时事评论员刘铭认为,民众是国家的主人,统治国家的权力是民众给的,民众有权要执政党下台。

时事评论员刘铭:“中共对中国的统治,本质上是一种世袭制,政党世袭制,它不理会民众对你是不是满意,喜不喜欢我,我就是要坐在这个位置上当太上皇。”

今年年初,王立军、薄熙来事件导致中共政权陷入前所未有的动荡,党内的所谓“开明派”试图利用所谓的“改革、反腐”等措施,以挽救摇摇欲坠的独裁统治。但是,呼吁中共独裁统治“解体”的声浪,却越来越高…。刘铭说,今天的中共,民心失尽,“统治的根基”已经没有了。终有一天,中共会被人民抛弃﹗

Scholars: Governing Legality Presents Crisis for Chinese Communist Party.

Dr Rong Jian is an expert in the History of Marxist
Philosophy, from Institute of the History of Marxist Philosophy at Renmin University, China.
He highlighted in an article published recently that
currently the Chinese Community Party(CCP)
is facing a series of serious problems, and
the core problem is the crisis of its governing legality.
What is the governing legality?
We hear from our reporter.

Rong Jian was born in Dinghai, Zhejiang in 1957.

In 1983, he passed examinations, and entered
the “Institute of the History of Marxist Philosophy
of Renmin University of China”, as a student
of “the History of Marxist Philosophy”.
In 1986, he began his PhD researching the same subject.

Rong Jian published several open-minded articles,
entitled, ‘Where will China fall down?’
He has co-wrote an article with Dr Chen Xiaoping
of Wisconsin University,
entitled, ‘Struggling among the Leftists, Rightists and
Centrists Promotes the Transformation of China.’

On October 17, the U.S. headquarter of the China
Democratic Party published an article by Rong Jian.
The article was called Governing
Legality is Core Issue of the CCP’.
It stated in the article that he is in agreement with Chinese
political scholar Yu Keping’s opinion on “governing legality”.
Legality comes from the people’s
mandate and people’s support.

The article pointed out that the current Chinese ruling
party is obtained and maintained by violent revolution.
However, political legality cannot be solved by violence
or war, It can only be solved by constitutional democracy.
Taking a global perspective, the ruling government
of most countries use constitutional democracy to solve issues of governing legality.

The article further analyzes that it appears like the Chinese
ruling party holds a people’s conference every year.
It uses a name that represents
the people to control the country.
In fact, people have no real relationship
with national public power.
The legality of the ruling party is maintained by “traditional
controlling methods, ideologies and other means”.

The article also questions that using this domination, can
the ruling party maintain control over a long period of time?
Can this meet people’s basic needs and have their support?
The article stated that this should now have a conclusion.

Lin Zixu is a political commentator. He said that
the CCP regime has no reputation with Chinese people.
Chinese people are very disgusted with this regime.

Lin Zixu: “In democratic countries, people
may be dissatisfied with the leader.
However, they will ask themselves why they voted for him?

This means that no matter how dissatisfied people are,
they still recognize the legality of the government.
At the same time, they know that they also have
the responsibility to choose this government.
But in China, many people say that if everybody could vote,
all the CCP corrupted officials will have to step down.”

Xu Ming is a member of China Democracy Party.
Xu agree’s with Rong Jian.
Xu Ming said that Chinese people are complaining
a lot now, and he thinks the CCP can’t represent China.

Xu Ming: “From my heart, I love my country,
but I do not love the party. The country is strong.
The party is a dictatorship, which I do not appreciate.
My proposition is freedom of speech and religious freedom.
If a country cannot allow people to practice
Falun Gong, does it need this party?”

Lin Zixu said that the CCP is against Chinese everywhere.

If the regime can restrain itself,
it might maintain itself for a while.

Political commentator Liu Ming thinks that
people are the owners of a country.
The power to rule the country is given by people.
People have the power to ask the ruling party to step down.

Liu Ming: “In China, CCP rule is a hereditary system in fact.

It’s a hereditary party, and doesn’t care whether people
are satisfied or not, whether people like it or not. It just sits at the top.”

At the beginning of this year, the Wang Lijun and Bo Xilai
cases led the CCP regime into unprecedented turmoil.
The so-called CCP “liberal faction" tried to use innovation
and anti-corruption to save the crumbling dictatorship.
But the call for the CCP’s disintegration
is becoming louder and louder.
Liu Ming said that the CCP has lost the people now,
and doesn’t have the foundation to rule.
Sooner or later, it will be rejected by the people.
