【新唐人2012年10月15日讯】十八大前,一份中共内部机密文件曝光,其中明确界定“对于冲击外国驻华使领馆、国际机构等”的人,不许朝人开枪。而对于“冲击、占据省一级党政机要部门”的人,则可以对“为首分子”开枪。评论指出,这是中共内斗中处于败势的周永康势力,打出的所谓“维稳”牌,他们企图煽动事端到国际社会,从而操纵中共政局,求得十八大前的最后一搏。
最新一期香港《争鸣》杂志透露,中共中央政法委、中央综治委9月出台《关于防止、处置突发事件若干政策性指示》的12条文件,下达至省、地二级政法、公安、武警等部门。
据报导,这12条“政策性指示”包括:对于冲击、保卫外国驻华使领馆、商务机构、国际驻华机构等,不许朝人开枪;而对于有组织冲击、占据省一级党政机要部门,可对为首分子作出打击;对于有组织冲击、占据军事、国防部门、军事基地等,准动用武力处理。
这是中共首次对于“保障外国使馆安全”,与“保障党的自身安全”之间,作出的如此泾渭分明的界定,而背后的真实目地却令外界猜测。
自今年初以来,中共内斗高潮迭起,王立军出走美领馆,曝光薄熙来谋反以及活摘器官罪行,胡锦涛,习近平联手处置薄熙来。据报导,薄案将于10月15号开庭审判。与薄案紧密相关的周永康和江泽民势力担心自己遭清算,寝食难安。
时事评论员刘国华认为,这一内部维稳的规定实际上非常阴险,非常邪恶。他分析说,周永康放出所谓的12条指示,是中共内斗激烈的一个信号,也是他想在十八大前有意搅局,挽回失败命运的一个招数。
时事评论员刘国华:“前段时间钓鱼岛事件我们可以看出,就是周永康一伙人在背后煽动,那个警察把衣服脱了后,穿了便衣,然后上街打砸抢。国内的活动如果冲击到国外的使领馆,国内的混乱造成国际影响。目地就是让中共十八大不能如期召开,习近平就不能正常接班。周永康有可能把他的权力继续往后延伸。”
不过,因中共内斗不断曝光的江派罪行,近期已引发国际社会关注。
9月18号,由全球190多个国家和200多个人权组织代表参加的“联合国国际人权会”,讨论了中共活摘器官。10月10号美国国会发布“中国人权年度报告”,报告引述世界卫生组织专家的观点说,中共军方医院可能涉入“非法器官移植”。目前美国国会已经开始对中共活摘器官进行听证。
刘国华:“全世界对于中共这种倒行逆施,这种血腥和残忍,全世界人民都有新的认识。这个罪恶是谁造成的呢?就是江泽民。江泽民这一伙操纵下,中共犯下了淘天的罪行,他通过这个(活摘)事件后,下一步中共将面临巨大压力,这个压力不仅是美国,全世界欧洲各方面将面临巨大压力,那么江泽民、周永康等等一伙人他们的处境越来越不好过。”
《争鸣》杂志对政法委下达的文件还报导说,这份中共内部新公布的“维稳”、“安保”工作的“重中之重”,实际是 指最容易发生各种抗暴的地区。其中省一级包括北京、上海、新疆等8个地区,及45个地级地区。
在应对规模越来越大的群体抗议事件上,中共“维稳”机密文件作出有关直接“开枪”武力镇压的规定,网路作家吴建国认为,“中国社会目前的形势,一个小小的事件,就可能连成全国范围的抗议活动,导致中共解体。”

Leaked CCP Documents Expose Zhou Yongkang Internal Policies
Media recently exposed an internal confidential
document from the Chinese Communist Party (CCP).
The file contains statements forbidding firing at crowds
who attack foreign diplomatic units and foreign agencies.
However, it permits shooting at leaders of organized attacks
or occupations of Provincial-level authorities’ key departments.
Commentators say that this internal instruction was
issued by Zhou Yongkang forces to ‘maintain stability’.
This is an attempt to make a last-ditch effort
by stirring up trouble, to control China’s politics.
The latest issue of Hong Kong’s Cheng Ming
magazine exposed an internal CCP document.
It consists of 12 policy instructions on how
to prevent and respond to unexpected events.
The file was issued in September by the CCP Central
Political-Legal Committee, and Central Public Security Comprehensive Management Commission.
It was conveyed down to the political-legal departments,
public security bureaus and armed police organs at provincial and municipal levels.
Reportedly, the policy instructions cover the following points.
No shooting is allowed at crowds who attack foreign
diplomatic units, and foreign commercial agencies.
Permission is given to strike out against leaders
of organized attacks or occupations of crucial departments of Provincial-level authorities.
It is permissible to use force against organized
attacks and occupation of military sectors, defense departments or military bases.
This is the first time that the CCP has defined
the difference between safeguarding foreign diplomatic units and defending CCP authorities.
The clear distinction has raised public doubt
about its true intentions.
Since early this year, CCP infighting
has continued to create sensations.
It started when Wang Lijun fled to the U.S. Consulate.
Wang exposed Bo Xilai’s military coup plot and involvement
in the live organ harvesting of Falun Gong practitioners.
Afterwards, Hu Jintao teamed with
Xi Jinping to take down Bo Xilai.
Bo’s case is reported to have a hearing on October 15.
Now, it is a nightmare for Zhou Yongkang, who was
deeply implicated in Bo’s case, and Jiang Zemin’s clique.
They fear being brought to justice.
Critic Liu Guohua thinks this policy
instruction has evil intentions.
It signals that CCP infighting has intensified.
It is also a trick from Zhou Yongkang, who intends
to reverse his defeat before the 18th Party Congress.
Liu Guohua: “The force behind the Diaoyu Islands
violent protests was Zhou Yongkang and his men.
The policemen donned plain clothes
to ‘smash and grab’ on the streets.
By spreading domestic chaos to the foreign embassies
and consulates, they intentionally created a negative impact.
Their goal was to prevent the 18th Party
Congress from being held as scheduled.
In this way, Xi Jinping couldn’t have a smooth transition
into office, and Zhou Yongkang continues to keep power.”
The CCP infighting has triggered the exposure
of crimes committed by Jiang Zemin and his clique.
The disclosed atrocities have
become a focus of global attention.
On September 18, the CCP’s crimes of live
organ harvesting were discussed at the Conference of UN Human Rights Council.
Representatives from over 190 countries, and more than
200 human rights organizations, attended the meeting.
On October 10, U.S. Congress released
its annual report on China’s human rights.
The report quoted World Health Organization experts,
disclosing the CCP military hospitals’ probable implication in “illegal organ transplants”.
U.S. Congress has begun to hear allegations
of the CCP’s live organ harvesting.
Liu Guohua: “Now the whole world has a new
understanding of the CCP’s bloody violence and cruelty.
Who launched these monstrous crimes? It was Jiang Zemin.
With the exposure of live organ harvesting,
next, the CCP will face a huge pressure.
At the forefront of this huge pressure is not only
the U.S., but also Europe, and the whole world.
Jiang Zemin, Zhou Yongkang, and their forces
will then be mired into a worse situation."
Cheng Ming magazine revealed that the document
prioritizes targets in regions most prone to mass protests.
The scope includes Beijing, Shanghai, Xinjiang and
another 5 provincial-level and 45 municipal-level areas.
Internet writer Wu Jianguo comments on the CCP
permitting the use of force to suppress mass protests.
Wu says that, “currently in China, a small event may evolve
into a nationwide protest, leading to the CCP’s disintegration."
