【新唐人2012年9月5日讯】据日本《共同社》9月2号消息,中共今年秋季召开的党代会,胡锦涛的亲信,内蒙古书记胡春华,将被提拔为政治局委员,并接任重庆市委书记。分析认为,重庆是薄熙来对胡温公开叫板的“国中国”,胡春华这次入主重庆,为胡锦涛除去了一块伤疤。
中共“十八大”召开的日子越来越近,中共内部人事变动的脚步,也异常加快。中共喉舌《新华社》9月1号公布,原中央办公厅主任令计划仍担任中央书记处书记,并兼任中央统战部部长,中央办公厅主任一职,由原贵州省委书记栗战书接任。
另外,据日本《共同社》消息,内蒙古书记胡春华将于今秋的中共“十八大”后,进入政治局,并接任重庆市委书记。
胡春华1963年出生,现年49岁。按照中共政治局委员退休的规定,他足以担任4届政治局委员。香港《明报》分析说,若传言为真,胡春华将创下改革开放后中共权力交接的先例。
时事评论员 林子旭:“(重庆)是薄熙来和胡温公开叫板的一个‘国中国’,也是胡锦涛内心的一块伤疤,尽管薄熙来已经下台,但是,在重庆,薄熙来时期留下的影响还在,胡锦涛把自己最相信的人派到重庆,或许也是想要清除薄熙来时代留下的余毒,同时消除自己内心的阴影。”
时事评论员林子旭还指出,重庆是个很特别的地方。
林子旭:“胡春华入主重庆的话也就意味着,他能够进入政治局委员的行列,因为重庆的近几任巿委书记,都是政治局委员,一旦进入政治局的话,胡春华后面的仕途就不可限量,以他的年龄优势和胡锦涛的支持,其很有可能成为,继习近平之后的中共第六代领导核心。”
《路透社》8月预测,胡春华可能直接成为政治局“常委”。
不过,时事评论员邢天行认为,胡春华是否是胡锦涛的又一个“隔代指定”,她有不同的看法。
时事评论员 邢天行:“按照中共习惯的思维,是这样,好像说以前有‘隔代’培养。但是,从目前来看,我想,胡锦涛就是想培养胡春华,像以前那种‘隔代’接班人,这个可能性不是很大。因为他也不具备像邓小平那样隔代接班人这样一个实力。”
众所周知,“北戴河会议”结束后,当局一直避而不谈,但是,当局却在不断的忙碌着,为“十八大”之前人事安排造势,同时,还有失利派系的搅局,就使得各种传言更加扑朔迷离。
据华文媒体报导,中央办公厅主任令计划调任统战部长后,将出任政协副主席,但无望进入政治局。而上海市长韩正将接替上海市委书记一职,常务副市长杨雄则接任上海市长。报导说,如果消息为真,韩正也将进入政治局。
为什么中共“十八大”之前的人事安排,会让外媒,和一些华文媒体猜测呢?
时政评论员曹长青认为,中共的“十八大”全部是黑箱作业,虽然最能体现共产党的特点,但由于完全在桌子底下进行,外界也就无法窥探变化多端的权力斗争,只能进行各种可能的猜测。
时政评论员 曹长青:“美国正在进行两党,党的代表大会,要正式推出自己的本党的总统候选人,你看美国总统候选人权力的转移,完全是透明的,全部的党代表大会,全部是上千名的记者来报导,在聚光灯下进行的,他的政见,他的人事安排。”
曹长青表示,不管中共的十八大产生什么样的人事安排,与以往的党代表大会一样,都是以保证中共一党专制的权力为目地。他说,十八大的结局,绝不是在为老百姓谋利益。

Hu Chunhua to Take Post in Chongqing, Removing Hu’s Scar?
According to Japan’s Kyodo News on September 2,
Hu Chuanhua, who is Hu Jintao’s crony and the Communist
Party Secretary of the Inner Mongolia Autonomous Region’s
top political office, will be receiving a promotion.
Hu Chuanhua is said to become a member of the Political
Bureau of the Chinese Communist Party (CCP) Central Committee,
and also take the position of CCP Secretary
in Chongqing.
Reports say Chongqing had been a “state within a state”,
led by Bo Xilai in going against Hu Jintao and Wen Jiabao.
Hu Chuanhua’s new position in Chongqing may remove
Hu Jintao’s scar created by Bo Xilai.
As the Chinese Communist Party (CCP) moves
closer to its 18th National Congress,
the pace of its change in personnel
is also becoming extremely accelerated.
The CCP mouthpiece, Xinhua News Agency,
released on September 1 that,
Ling Jihua, the former director of the CCP
Central Committee’s General Office
is still serving as the secretary of the
Secretariat of the CCP Central Committee.
Reports say Ling Jihua is also holding the position of Minister
of the Central Committee’s United Front Work Department.
Li Zhanshu, the former CCP Committee secretary of Guizhou
Province had taken over the role of Central Office Director.
Japan’s Kyodo News says Hu Chuanhua,
the CCP Secretary of Inner Mongolia, will be entering the CCP Central Committee Political Bureau,
and will also be taking the position of CCP Secretary
in Chongqing after the 18th CCP National Congress.
Hu Chuanhua is 49 yrs old (born 1963); according to the CCP
Central Committee Political Bureau’s retirement provisions,
age allows him to serve in the Political Bureau for 4 terms.
Hong Kong’s Ming Pao analyzes that, if the news is true,
Hu Chuanhua may set a precedent for the power
handover in the CCP, in later opening up reform.
[Lin ZiXu, Commentator]: “Chongqing was a ‘state within a state’ controlled by Bo Xilai
in going against Hu and Wen, and it’s also a scar to Hu Jintao.
Although Bo Xilai stepped down, his influence is still there,
so Hu Jintao sent his most trusted man to Chongqing to clear
the vestiges of Bo Xilai and eliminate his inner shadow.”
Lin Zixu also says, Chongqing is a special area.
[Lin Zixu]: “If Hu Chunhua took the position in Chongqing,
it means that he will enter the CCP Central Committee’s Political Bureau.
As we know, all the recent CCP secretaries of
Chongqing are Politburo members,
so if Hu Chunhua entered the Political Bureau,
his future career would be limitless.
Based on the advantage of his age and
the support from Hu Jintao,
he may become the sixth generation of the
CCP Leadership’s core, after Xi Jinping.”
Reuters forecasted in August that, Hu Chunhua may
join the Political Bureau Standing Committee directly.
However, commentator Xing Tianxing expresses differently—
she says the question is whether Hu Chunhua can be
inter-generational, as specified by Hu Jintao.
[Xing Tianxing, Commentator]:
“In view of the CCP’s habit of thought, the news maybe true;
there’s been a similar case of inter-generational designation.
However, judging from the current situation,
I think if it is true that Hu Jintao wants to bring
Hu Chunhua up as the CCP inter-generational designation,
this possibility is not great—Hu Jintao doesn’t have
the same strength as Deng Xiaoping.”
As many may know, after the ‘Beidaihe meeting’, the CCP
authorities have been keeping busy with rearrangements of its personnel,
before the 18th CCP National Congress,
without announcing anything.
At the same time, the losing factions continue to make
various rumors, which are even more bewildering.
Chinese media say, since becoming Minister of the Central
Committee’s United Front Work Dept.,
Ling Jihua will be Vice Chairman of the Chinese
People’s Political Consultative Committee (CPPCC), but cannot enter the Political Bureau.
And Han Zheng, the current Shanghai Mayor will be serving
as the CCP secretary of Shanghai;
with Yang Xiong, deputy mayor of Shanghai taking up
the post of Shanghai Mayor.
It has been reported that, Shanghai Mayor Han Zheng
may enter the Political Bureau, if the news is true.
the personnel rearrangement before the 18th
National Congress trigger speculation from both international media and some Chinese media?
Commentator Cao Changqing says, every arrangement of
the 18th CCP National Congress is done behind closed doors.
It reflects the CCP’s characteristics, but because of their
under-the-table arrangements,
the outside world will not be able to understand
the CCP’s power struggles.
[Cao Changqing, Commentator]:
“In the U.S., the national congresses of two parties are
undertaken for launching the party’s presidential candidate.
We can see that in the U.S., their process of power handover
is totally transparent, with both Party Congresses being placed under the spotlight.
Thousands of journalists have reported on the different
political views and personnel arrangements.”
Cao Changqing says, after the 18th CCP National Congress,
regardless of the personnel arrangements, the target will be,
as usual, to ensure the CCP’s one-party authoritarian power;
the ultimate goal of the congress is not for public interests.
