《法新社》透露,胡锦涛准备在2013年初,就交出所有目前担任的职务和权力,全部移交给现任副主席——被选为接班人的习近平。但前提是,他信赖的干将李克强在十八大后,担任军委副主席,习近平则在今年秋天举行的十八大,被指定为中共总书记,但要到明年3月,在人大全国会议上才能被选为国家主席。
而中共前任领导人江泽民,在退出国家主席和中共总书记职务以后,仍然担任中央军委主席长达两年时间。江泽民的这个做法,不仅引发众多中共党内干部的不满,也违背民众意愿。
报导还提到,胡锦涛希望李克强在明年出任总理的同时,出任中央军委副主席。这样,李克强的地位和权力要比现任总理温家宝强得多。
时政评论家文昭认为,如果胡锦涛以全退为砝码,换取阻止对手的势力进入下一届决策层,也是一种自保的策略。
薄熙来人大代表资格未取消?
中共全国人民代表大会常务委员会办公厅,31号在人民大会堂召开中外记者会,外媒询问是否针对薄熙来的人大代表资格进行认定。全国人大常委会办公厅新闻局长何绍仁介绍,有4名人大代表资格被终止,但“全国人大常委会没有收到刚才所念的这几个之外”的审查报告。
稍早前,美国《洛杉矶时报》引述分析人士的话指出,如果全国人大常委会的会议上,薄熙来的全国人大代表资格被取消,按照程序来讲,薄熙来将遭到刑事起诉。
港媒:薄熙来保留党籍 免受刑责
不过,根据香港《开放》杂志在9月1号出刊的专栏——“独家”报导,中共高层在北戴河会商中,已达成对薄熙来处理的共识,撤销他党内外一切职务,保留党籍,免于刑事处分。
这个共识与半年来主流舆论对中共处理薄熙来的分析相反,因为不少人相信他一定会被绳之以法,否则将后患无穷。
不过,这一消息还没有获得证实。
《开放》的报导还说,在时间安排上,对薄熙来的处理一定在十八大前完成。可能的步骤是,在目前正召开的政治局会议上作出结论,交给9月的17届七中全会确认。而公布处理结果将不会晚于9月。
不过,有分析指出,也不排除十八大后比照陈良宇案,重新处理薄熙来。

AFP: Hu’s Full Retreat
Agence France-Presse (AFP) revealed that Hu Jintao
is preparing to hand over all his power and duties to Xi Jinping,
the elected successor, and current chairman in early 2013,
with the premise that Li Keqiang, a go-getter trusted by Hu,
will serve as Vice Chairman of the Central Military Commission
after the 18th National People’s Congress (NPC).
Xi Jinping will be appointed as General Secretary of
the Chinese Communist Party (CCP) in the 18th NPC in fall.
However, Xi can only be elected as Chairman of China
in March 2013 during the National Conference of the NPC.
After CCP’s former leader Jiang Zemin no longer served
as the Chairman of China and the CCP’s General Secretary,
he remained as the Chairman of the Central Military
Commission for up to two years.
Jiang’s approach not only led to the dissatisfaction of many
CCP cadres, but also ran contrary to the people’s will.
AFP reports also mentioned that Hu Jintao wants Li Keqiang,
who will serve as Prime Minister in 2013, to serve as Vice
Chairman of the Central Military Commission in the meantime.
Thus, Li Keqiang’s status and power will be much stronger
than the current Prime Minister Wen Jiabao.
The political critic Wen Zhao believes Hu Jintao will fully
retreat in exchange for stopping the opponent’s forces from
entering the next level of decision-making, and this also
serves as a self-protection strategy.
Bo Still Qualified for NPC?
The General Office of the NPC Standing Committee of the CCP
held a press conference on August 31 at the Great Hall of the People.
Foreign media asked whether Bo qualifies as an NPC deputy.
He Shaoren, the Press Secretary of NPC Standing Committee
General Office, said four deputies’ eligibility has been terminated,
but NPC Standing Committee did not receive any other
investigation reports besides the few mentioned just now.
Los Angeles Times quoted analysts and pointed out
previously that if Bo’s NPC deputy eligibility has been terminated,
according to general procedures, he will face
criminal prosecution.
HK Media: Bo Kept CCP Membership, No Criminal Prosecution
According to exclusive reports from the Sept. 1 issue of Open
magazine,
the high-level CCP officials reached a consensus in Beidaihe
on how to deal with Bo Xilai,
and that is to dismiss him in all of his positions,
but keep his CCP membership.
Thus, he will remain free of criminal sanctions.
This consensus contradicts with mainstream media’s
assumption for the past six months that Bo would face termination.
Many believe Bo must be brought to justice.
Otherwise, it’ll lead to endless trouble.
The news has not yet been confirmed by independent sources.
The Open magazine report also said, regarding scheduling,
Bo Xilai’s removal must be completed before the 18th NPC.
Possible steps are to draw a conclusion on the Politburo
meeting currently being held,
and then sent the decision to the 17th VII Plenary
in September for confirmation.
An announcement of the results will be no later
than September.
However, some analysts pointed out it does not rule out
re-processing Bo’s case after the 18th NPC, like Chen Liangyu’s case.
