【新唐人2012年8月27日讯】重庆前公安局局长王立军出走美领馆,薄熙来图谋政变等中共高层权斗和犯罪内幕后被曝光之后,胡锦涛以反腐为名大力清洗军中江派势力。从去年12月到今年7月中旬,已经有162名副军级、师级将领提前“退役”,但是因为担心军中发生震荡,原计划清洗近400名将领的部署将缩小范围,原本今年9月初要完成的四总部、各军兵种、七大军区的换届换班工作,也延期到10月中旬。分析指出,中共腐败深植中共军队高层和内部,难以根除,中共高层担忧军队正在脱离中共的控制,恐怕军队发生哗变。
按照中央军委下达的“第916号决议”进行的清洗动作,已有162名副军级,师级将领被清洗出军队军事系统。包括27个省军委74名、北京卫戍区2名、三个直辖市警备区12名、18个集团军21名、空军12名、海军15名,其中海军航空兵5名副师级、中央军委隶属十二所军事院校11名、国防部隶属58所国防科研、生产单位15名。
史学教授,“中国社会民主党中央委员会”主持人刘因全指出,胡锦涛的主要目地是针对江派的贪腐官员。
“中国社会民主党中央委员会”主持人刘因全:“ 江泽民是中国共产党贪污腐败的一个老祖宗了,江泽民掌权以后,中国的官员不管是地方还是军队腐败一发不可收。 这些腐败分子可以说,都是在江泽民当权的时候提起来的,所以说清除这些将军,清除这些校官们,当然就是清除江泽民提起来的这些亲信和势力。”
这次军队系统对高级军官“清洗”、“开刀”,除了军队上层腐败堕落情况恶化外,还有深层原因。解放军上将郭伯雄在最近一次军方高层会议上道出隐情:军队“蜕化变质”,“丧失对党绝对忠诚和听从党的指挥”,是要害所在。
中共党内各派权斗激烈,军队内派系分明已经是公开的秘密。《中国事务》杂志总编辑伍凡指出,中共军队不是国家的军队,而是分属于不同利益派别。
《中国事务》杂志总编辑伍凡:“这些军队自成系统,不听共产党指挥,尤其不听胡锦涛指挥。过去他们长期听江泽民指挥,江泽民就是因为闷声发大财,用腐败的手段,让这些将领们跟着他走。”
香港《动向》杂志分析,中共意识形态体系指出的“四个危险”,就是“精神懈怠、能力不足、脱离群众、消极腐败”,这“四个危险”在军队中空前盛行。同时,军内基层蔓延着“战无胜”的悲观情绪。军队高层深恐战争爆发后,下级军官与士兵要藉反腐闹兵变。
刘因全:“部队的战斗力已经没法谈了,腐败分子,腐败军官一旦打起仗来,打起硬仗来,谁听他的?下级军官已经知道上级军官是一个腐败分子,战士们知道统帅他的这个是腐败分子,打起硬战的时候,谁能去卖命呢?”
最近总政提供的一份《近期中下级军官思想动态监测报告》,提醒中共高层,“在当前南海、中日诸问题极端复杂化的形势下”,应慎重对待“中下级军队干部的思想情绪波动。”
据报导,十八大前夕,军方空前加强了对官兵的行为控制。比如,开立“涉军博客”要报请师以上部门的批准,进行敏感内容审查;现役士兵上网聊天被严格禁止,更不允许使用微博。还有未经证实的消息指出:北京各大军事单位实行了网路派员制,监控以便装进入网吧的士兵。
香港《争鸣》杂志评论说,随着军队国家化的呼声在军队高中级干部越来越强烈,中共对军队的控制越来越力不从心。军队哗变之日,正是中共政权颠覆之时。

162 Military Senior Cadres Dismissed, Army Mutiny Suspected
After former Chongqing Public Security Bureau Wang Lijun
fled to the U.S. Consulate and exposed Bo Xilai’s coup attempt,
Hu has conducted a series of anti-corruption to clean
out the Jiang faction in the military.
Between last December and this mid-July,
there have been 162 commanders at the deputy corps level and division-level who retired.
Worrying about the after shock in the army, the number
of generals purged will be less than the 400originally planned,
and the scheduled early September shift among the People’s
Liberation Army (PLA) general departments, corps,
and 7 military regions has also been delayed to mid October.
It is analyzed that the CCP corruption is deeply rooted
in the army, and difficult to eradicate.
The CCP is losing control of the armed forces,
and army mutiny is likely to occur.
According to Resolution 916 issued by
the Central Military Commission,
there has been 162 commanders at deputy corps level and
division-level dismissed from the army military systems.
They included 74 members from 27 provincial
army commissions, 2 from the Beijing Garrison;
12 from the three municipalities garrison;
21 from corps, 12 from the Air Force, 15 from the Navy,
11 from the military academies subsidiary to the Central Military Commission,
and 15 from defense-related research and production units
under the Department of Defense.
Professor of History, Liu Yinchuan, who is also the Social
Democratic Party of China Central Committee moderator,
comments that Hu Jintao’s main target is
the corrupt officials of the Jiang faction.
Liu Yinchuan: “Jiang Zemin is a forefather of
the CCP corruption.
Since Jiang Zemin came to power, corruption
has been rampant from local officials to national army.
These corrupters have been brought up with
Jiang Zemin’s power lift.
To purge these commanders is to purge the cronies and
forces derived from Jiang."
This purging act to the high-ranking officers in the military
system was partly due to the worsened rottenness in the army.
The fundamental reason could be the hidden reality revealed
by General Guo Boxiong in a recent senior military officers’ meeting:
The army is experiencing the detrimental “degeneration",
and “loss of absolute loyalty and obedience to the command of the party."
It is an open secret that the fierce power struggle exists among
the CCP factions and the military is clearly divided into factions.
Wu Fan, editor-in-chief of China affairs magazine, pointed out
that the Chinese military does not belong to the nation but different factions.
Wu Fan: “The military has its own system. They do not take
the command from the CCP, in particular, Hu Jintao.
They have long in the past been obeying Jiang Zemin’s
command.
Jiang Zemin has made these generals follow him through
the profit of corruption."
Hong Kong Trends magazine analyzed CCP’s “four dangers."
They are “lack of spirit, lack of capacity,
divorced from the masses, passive corruption."
The “four dangers" has been unprecedented and
prevalent in the military.
The pessimistic feeling of “war without victory"
is widely sensed in the army.
The top military fear in the event of war,
the junior officers and soldiers might initiate mutiny in the name of anti-corruption.
LiuYinchuan: “There is no combat force in the army.
With these corrupt elements and officers,
who is going to the frontline of the battle?
Who’s going to risk his life for a corrupt commander
in a war?"
General Political Department provided a “Report of
recent dynamic investigation on junior officers’ thought"
to remind the top CCP, “under the extremely complex
situation in the South China Sea, the Sino-Japanese relations",
be cautious about “thought and emotional issues
in the lower-level military cadres."
Reportedly, as the 18th National Congress is approaching,
the military is tightening control on the behavior of the officers and men.
For example, opening a “blog" should be submitted to the
division above for approval and review of sensitive content;
soldiers in active service are strictly prohibited from
Internet chat and microblogging.
There are also unconfirmed reports that the Beijing major
military units implemented a system to monitor soldiers in plainclothes who enter Internet cafes.
Hong Kong based “Chengming" magazine commented that
with the intensified demand from high-ranking cadres
in the army to nationalize,
the CCP is losing power to control the armed forces.
The day of Army mutiny is the time
the CCP regime will destruct.
