【新唐人2012年8月14日讯】安徽省芜湖市看守所厕所多了一项功能，就是在押人员可以在里面秘密书写投诉信，再悄悄的投入“投诉信箱”。据说这是针对警方“刑讯逼供”所做的预防制度。另外，大陆《刑诉法》规定重大案件需要全程录影，可是，不少律师都说：警察“打时不录，录时不打”。现在这种由侦查人员主动录影的方式，也要改为“被动录像”，让侦查人员无法控制录像。不过，这些做法就能减少中共“刑讯逼供”的暴力本质吗？听听下面这些人怎么说：
中国1988年批准的《联合国反酷刑公约》，它的全名为“禁止酷刑和其他残忍、不人道或有辱人格的待遇或处罚公约”
这项国际人权公约，要求各个缔约国，必须在管辖的领域内，采取各种有效的方法，避免酷刑的存在与发生。
而每年的6月26号，是“国际反酷刑日”，今年的这一天，欧洲议会副议长艾德华•麦克米兰•史考特，在一场“国际酷刑日聚焦中国”的会议上，播放了一段影像，影片里，一名曾被关押在北京女子监狱的中国女子张连英，发表了她对中共政权的控诉。
张连英：“我叫张连英，今年51岁，是北京一家大公司的注册会计师，我和丈夫牛进平都是法轮功修炼者，因为中共迫害法轮功，从99年到2011年我先后被抓了9次，被关了7年，我和丈夫的朋友，就有20多人被迫害致死，我们没有做任何违法的事，仅仅是因为我们不放弃修炼。在被关押期间我曾遭受过几十种非人的酷刑………”
斯考特在布鲁塞尔表示：“中国仍然是酷刑折磨它自己人民的最恶劣的罪犯。大多数受害者都完全是无辜的，都是因为他们的宗教或政治信仰而受到惩罚。”
被称为“诉江第一人”的法轮功学员朱科民，因为控告发起镇压法轮功的江泽民，被北京海淀区法院秘密开庭，判刑5年。朱柯明在狱中受尽了酷刑和折磨，牙齿被打掉了9颗。
“诉江第一人”朱科民：“你看我在监狱，因为‘诉江’，在中共的监狱里待了5年，我也是受尽了各种酷刑，这个酷刑在共产党里面，在监狱里面，不是警察自己的个人行为，是从上贯穿下来的，他就知道你是冤枉的，他就故意把你投入监狱，你说他怎么能是公正的呢？到监狱以后他不打、不进行酷刑，又达不到你认罪和被他整治的目地，他这是一种流氓欺骗伎俩（反酷刑），愚弄欺骗舆论和欺骗国际社会。”
朱科民强调，中共以“反酷刑”的行动来迷惑世人，实际中国的监狱如同地狱一样邪恶。
朱科民：“表面是看不出来的，现在有很多国际社会和中国老百姓还不一定相信呢！所以它现在‘反酷刑’可能也能迷惑一些人，但是通过共产党历史上邪恶的行为，大家应该能够认识到它本身就是酷刑和邪恶的制造者。这无以计数的法轮功学员现在都有冤无处申，就是被各种酷刑折磨死了以后，连尸体都找不到，这些事情摆在这儿都不去说，不去讲，却大谈其什么反酷刑，简直就是一种…流氓都耍到头了！”
朱柯明被中共残酷迫害的消息，通过互联网传出，震惊了海内外，国际多家媒体进行了报导。2006年，朱柯明被成功营救。
而曾与张连英丈夫牛进平一起会见麦克米兰•史考特的曹东，今年6月8 号再次被抓，史考特说，恐怕他现在不知道在何处再度受到酷刑？！
另外，曾在监狱待过，体验过中共酷刑的新疆维权人士胡军，也向《新唐人》表示，他目前被当局监视，并且经常被电话恐吓。
新疆维权人士胡军：“派出所的、国保，经常登门恐吓、威胁，经常性的，随便就闯入家里来，这是周永康这些屠夫们所喊的法制中国？这个体制就是一个绞肉机！政法委还有高院那法官，都是应该送进监狱的，他作报告、做反酷刑，不是开的玩笑吗？”
胡军呼吁中国大陆民众选择抛弃独裁体制，还政于民，走民主自由的道路！

Comment: CCP Anti Torture Law Deceiving Public
Toilets at a detention center in Wuhu City, Anhui Province,
have developed a feature in which detainees can secretly
write a complaint letter and quietly put into a complaints box.
This is said to be a way of preventing torture by police.
In addition, major court cases must be filmed,
as stipulated by Criminal Procedure Law in Mainland China.
However, many lawyers said that
when there is no torture, they record.
When they are torturing, there’s no recording.
Now the method using recordings for investigators are fake,
and so the investigators find it difficult to control.
However, can these practices really reduce violent
torture in the Chinese Communist system?
（The United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment）。
In 1988, China joined The United Nations Convention
against Torture and Other Cruel,
Inhuman or Degrading Treatment or Punishment.
This international convention for human rights requires
each government to take effective measures to avoid the existence of torture occurring in their area of jurisdiction.
June 26 each year is International Anti-Torture Day.
This year, Edward McMillan-Scott, Vice-Chairman
of the European Parliament, screened images in a meeting of “The International Torture Focus on China".
The video featured, Zhan Lianying, a Chinese woman
detained in Beijing Women’s Prison.
Zhang Lianying: “My name is Zhang Lianying.
I’m 51 years old.
I was working as a certified public accountant
in a big company in Beijing.
Both my husband Niu Jinping and I
are Falun Gong practitioners.
Because of Chinese Communist regime’s persecution
of Falun Gong, from 1999 to 2011,
I was illegally arrested 9 times,
and imprisoned for the total of 7 years.
My husband and I have more than 20 friends
who have been persecuted to death because they practiced Falun Gong.
We did nothing illegal,
we just do not give up our practice of Falun Gong.
During the time period when I was imprisoned,
I suffered from many kinds of inhuman torture…”
Edward McMillan-Scott said in Brussels that the Chinese
regime are still the worst criminals, torturing their own people.
Most of the victims are completely innocent, who are
punished because of their religious or political beliefs."
Zhu Keming is a Falun Gong practitioner, and known
as the first person to bring indictments against Jiang Zemin.
Zhu accused Jiang Zemin, who
initiated the persecution of Falun Gong.
He was secretly sentenced to five years
imprisonment by Beijing Haidian District Court.
Zhu Keming was subjected to torture in prison,
and nine of his teeth were knocked out.
Zhu Keming: “Because of accusing Jiang,
I was detained in prison for five years.
I suffered lots of bloody tortures in prison.
Torture within the Party system and in prison
were not the personal action of the police.
It comes from higher levels. Actually the police know that
you are innocent, but they still put you into prison.
How can you say that this is fair?
If they don’t beat you and don’t torture you,
they can’t reach their aim to make you plead guilty.
The so-called ‘anti-torture’ measures is a rogue
deception to fool and deceive the international community.”
Zhu Kemin stressed that the Chinese Communists were
confusing the world with the action of “anti-torture".
The actual Chinese prison system is as evil as hell.
Zhu Keming: “You can’t see the torture from the surface.
Now a lot of the international community,
and Chinese people, may not believe
the existence of torture in Chinese prisons!
The so-called" anti-torture" can confuse many people.
However, from the evil acts in the history of the Chinese
Communist Party, we should be able to recognize that it is a system of torture and evil.
Now the grievances of countless Falun Gong practitioners
have no place to accuse, and it is hard to find their bodies after they were tortured to death.
All these things are what the Chinese regime
don’t say and don’t talk about.
But their talk about anti-torture is simply a …absolute rogue!"
The information about Zhu Keming’s torture by
the Chinese regime was spread throughout the internet.
This shocked the domestic and international community
with a lot of international media coverage.
In 2006, Zhu Keming was successfully
rescued, and escaped overseas.
During a trip by Edward McMillan-Scott to China,
he met with Cao Dong and Zhang Lianying’s husband Niu Jinping.
Cao Dong was arrested again on June 8 this year.
Mr.Scott said he didn’t know whether he was
being subjected to torture again somewhere.
Hu Jun is a human rights activist in Xinjiang Province.
He spent a period of time in prison,
during which time he was tortured.
Hu Jun told NTD Television that he is currently monitored
by the authorities, and often intimidated on the phone.
Hu Jun: “The police and National Security Personnel
repeatedly came to my home to intimidate and threaten me.
They can freely break into my room. Is this what Zhou
Yongkang’s butchers said is the legal system of China?
This system is a meat grinder!
Politics and Law Committee officials and Supreme Court
judges, they should be sent to prison.
They state that they carry out ‘anti-torture’.
Isn’t it a joke?”
Hu Jun calls on Chinese Mainland people to abandon
the authoritarian system. They should take the path of democracy and freedom!
