北京市长郭金龙在暴雨四天之后辞职,引发各界猜测,究竟是及早抽身推诿责任,或者“引咎辞职”,还是所谓正常权力交接?
这起被网友称为“三分天灾、七分人祸”的北京暴雨死人事件,中共当局不顾民怨,不向负责官员问责,仍然按照既定升迁方针办理,让郭金龙成为下届政治局委员人选的“北京市委书记”。
北京退武军人王卫平:“中国是一个神州嘛,它什么事情都神奇,你看世界各个地方,只有中国是两套班子,纳税人要养一个党,还要养一个政府,这个党是领导一切的,中国这个仕途根据人来画线,你只要是我的人,跟对了,你出多大的错都没事,而且即便是给免去这个地方的职务了,他过一段时间给你换一个地方,也许职务还更高。”
另外,针对北京暴雨伤亡数字受到各界质疑,市防汛抗旱指挥部举行新闻发布会,解释有三个原因,第一,北京市发布遇难者的统计资料力求准确和严谨。第二,北京在此次特大自然灾害中全面受灾,搜救面非常广。第三,遇难者身份确认也需要经过反复调查核实。
而中共新闻办主任王惠也声称,经过SARS的考验,北京市政府深深懂得透明的道理,相信在死伤数字上绝不会有隐瞒。
王卫平:“三大原因不能公布数字,这是中国特色,我们都觉得奇怪,这么一个天灾,他隐瞒这个数字干什么, 今天统计死亡人数77人,数字上升了,那他为什么不把失踪的人数报一报呢,通过这次北京的灾害,它折射出来这个政府根本就不想这些老百姓,特别是中央的,你看北京遭这么大的难,中央那几个常委,没有一个露面的。”
居民表示,在中国民众微博都要实名制了,中共当局却无法在第一时间公布遇难者人数,新闻播出的都是民众赞扬政府的。
北京维权人士吴田丽:“他们说的都不可信,老百姓都不信,那个网站说市民高度赞扬政府怎么样,高度是谁啊?哪个市民赞扬了?一片骂声,他说老百姓都在捐款,哪个老百姓在捐?现在还有捐的吗?谁还捐?捐也不够他们贪污的。”
同样是灾难,美国校园发生枪击案,总统亲临现场,慰问每个受害者的家庭,全美降旗一周悼念死难者。反观中国,北京暴雨死伤惨重,政府没有人出来道歉,九位常委完全失声,军队、武警没有出来救援。
全球自由信息运动创办人 张新宇:“养活了那么多人搞宣传,搞形象工程,所谓那些伟、光、正工程,他就搞表面的,包括地下那些东西,这次最大的问题就是地下工程,地下工程更好掩盖,因为别人不知道,豆腐渣都在下面。”
《美联社》报导, 这次水灾,受灾最严重的是房山区,当地民众开始自己搜集资料,统计死亡人数,虽然数字还没公布,但一些网民说,光是房山地区,死亡人数超过3百人。

Flood Killed 77 in Beijing? The Former Mayor Entered Politburo
Guo Jinlong, the former Beijing mayor, resigned
after the flood,
but was promoted to be a member of the
Chinese Communist Party’s (CCP) politburo.
On July 27, the seventh day after the flood, Guo Jinlong
mourned for the victims of the flood in Fangshan district as CCP Beijing secretary.
The CCP mouthpiece reported that the flood death toll
is 77, but society is concerned about this data
and speculates the reason for the mayor’s resignation
is to transfer public focus which may reduce public anger about the rescue job led by the government.
Guo Jinlong, the former Beijing mayor, resigned on the 4th
day after the heavy rain. It sparked public speculation.
People wonder, “is his resignation a trick by Guo Jinlong
to release himself of responsibility,
did he resigning in an effort to take responsibility,
or is this a routine power transfer?”
Netizens say this deadly flood is 30% natural
and 70% man made.
During the whole process, the CCP authority hasn’t
taken care of public grievances,
hasn’t asked the related officials to take responsibility,
but kept up with its promoting philosophy.
They promoted Guo Jinlong to be the CCP Beijing secretary
which is also a member of politburo in the next general.
Wang Weiping, a veteran: ”Look at the world,
only China has two systems.
The taxpayers need to feed the party, as well as pay
for the government. The party leads everything.
The party promotes officials based on faction affiliation,
which means, ‘I will promote you if you are my follower’.
It doesn’t matter whether you have done wrong.
Even if you are removed from one position due to bad
behavior, it will assign you another even higher position in another city.”
In addition, the death toll of the flood is in question.
Beijing Flood Control and Drought Relief Headquarters
organized a media conference to explain three factors behind the death toll, as follows.
1. The statistics of the death toll have to be accurate
and rigorous.
2. The disaster happened all around Beijing which means
the relieving area is big.
3. The victim’s identification needs to be twice verified.
Wang Hui, the director of CCP news office claimed that
after the experience of SARS, Beijing city government knows how important transparency is.
He believes that Beijing city government will not lie about
the death toll.
Wang Weiping: “(These are) three reasons why
the government can not publish accurate data.
This is (related to) the Chinese character.
We feel very strange when the flood is a natural disaster,
the CCP hides the death toll.
CCP reported 77 died today,
but will give you an increased number tomorrow.
Why hasn’t the CCP reported the number of missing people?
The flood reflects that the government, especially the central
government, doesn’t take care of the people.
See how big the flood is! But none of politburo standing
committee members showed out.”
Beijing residents remark that the CCP government controls
microblogs, and users must be registered with their real names,
but it couldn’t deliver the death toll the first time.
All the news broadcasts praise the government.
Wu Tianli, a Beijing human rights’ activist: ”All the words
by media are untrusted. People don’t believe it.
The website reported residents highly praised government.
Who praised it? All the people condemn the government.
It’s reported that the people are donating.
Who is donating? Is there donation now?
All the donation will be used for corruption by the officials.”
A disaster took place on a U.S. campus. The U.S. president went
to the site and gave condolences to the families of each victim.
The whole nation is lowering the flag for one week to mourn
the victims.
In China, the disaster killed many,
but no government officials went out for acknowledgement.
All 9 members of the politburo standing committee said nothing.
Nobody from the military or security went out to rescue.
Zhang Xinyu, founder of Global Information Freedom
Movement: ”The country feeds so many people
to participate in the propaganda, to engage in advocacy,
in order to create the image of Great, Bright and Correct.
CCP only takes cares about the surface and dark things.
The biggest problem in this flood is the sewer system.
The sewer system is easy to hide from the public.
People don’t know it’s as a jerry-built project.”
The Associated Press reported that the Fangshan district
is the worst hit area in this flood.
The local people are collecting data themselves,
including the death toll.
So far, the statistics aren’t complete, however, netizens
say the death toll is more than 300 in Fangshan district.
