【禁闻】军官申报财产新规 胡辣手整肃军队

【新唐人2012年6月23日讯】中共军方日前发布新规定,首度要求将军队领导干部的收入情况、房产情况和投资情况纳入报告范围。有评论说,十八大前的“强政治吏”风暴,已经从官场扫到军队。也有分析认为,这是中共总书记胡锦涛继续利用反腐利刃清除军中不听话的人马。

据中共军方《解放军报》报导,这份由中共中央军委批准的《关于军队领导干部报告个人有关事项的规定》,要求将军队领导干部的收入情况、房产情况和投资情况纳入报告范围,并要求他们报告个人有关事项的材料必须经过审签,以及增加了对报告材料进行调查核实的规定等等。

报导配发的评论员文章声称,新的财产申报规定,将有利于推动贯彻中共军委主席胡锦涛从严治党、从严治军、从严治官的指示。

新加坡《联合早报》引述北京有关分析人士的消息指出,《规定》所说的军队党员领导干部一般是指团级以上军官。

“中国大陆政治避难者美西协会”主席莫逢杰指出,这个举动显示当局对军队不放心,要清洗有二心的人。

莫逢杰:“有军则有权,枪杆子里出政权。所以他们对于控制军队看成是控制自己的生命线一样。他们最怕的是军队的高级将领不是一条心,他们也不能够用其他名义来清洗。怎么样清洗呢﹖就是查你的财产,看看你有没有贪污。实际上人人都贪污。”

自从江泽民担任中共军委主席后,中共官场就出现了“大官大贪、小官小贪、无官不贪”的局面。“反腐败亡党,不反腐败亡国”甚至成了中共官员私下常说的一句话。因此,“反贪”这个口号对中共来说并不新奇。

时政评论专家伍凡指出,用“反贪”的手段来清除异己才是目地。

伍凡:“用经济手段制裁他们,恐吓他们,也就是用各个击破。把军队(里)反对胡锦涛的,开始收拾他们。你听话的,放你一马,你不听话的,我要收拾你,让你上军事法庭。这是整顿军队的非常辣手的一个手段。这是他目前的政治形势需要。”

《解放军报》提出,将以“严明”的纪律确保《规定》贯彻落实。

《联合早报》消息则说,并不是所有人的报告都会受到调查核实,只有那些被上级认定有违纪嫌疑的干部,军队纪检部门才会去核实他们报告的真实性。

无独有偶,江泽民、江绵恒父子贪污洗钱事迹近来不断登上国际版面。据了解,国际清算银行2002年发现无人认账的20多亿外流美金,是江泽民十六大前为自己准备后路而转移到海外的。因此,也有观察认为,新《规定》可能与胡锦涛“清除军中江系残余”有关。

伍凡:“他(胡)可能是有点把握。他把这些人先调开,先调离军队,你已经不在军队的关键位置上了,他再给你双规。这个时候他先下手为强。他把几个大头头搞掉以后,这种威吓作用非常大的。他内部通报,下面你敢动吗?不敢动的。现在你要听命,不听命,就要你的命,就是这么个状况。”

今年年初,解放军总后勤部副部长谷俊山也因腐败罪名落马,因此,也有舆论认为这项新《规定》与谷俊山案所牵涉的情况有关。

此后一段时间,中共军方高级将领纷纷公开表态拥护胡锦涛指挥,《解放军报》也在随后多次发表评论员文章,并且有“部队干部要避免亚忠诚,政治上要清醒”等意味深长的言论。

Hu Purges Military Officials With New Regulation

The Chinese Communist Party’s (CCP) military recently
issued a new regulation,
that for the first time demands that senior military officers
report their income, assets and investments.
According to some analysts, before the arrival
of the 18th Congress,
the storm of rigorous official control systems is already
sweeping through from officials to military.
Some other analysis believes that this move by
President Hu Jintao
is a tactic to remove people within the army who oppose Him,
under the banner of anti-corruption.

According to reports by official CCP military media, the
People’s Liberation Army Daily (PLA Daily),
the asset-reporting regulation was approved by
the Central Military Commission.
It requires senior military officers to report their income,
assets and investments. Their reports will go through investigation and be verified.

An article by a PLA Daily commentator said that the new
regulation will help carry out Hu Jintao’s command to run the Party, state and army with strict discipline.

Singapore media “Lianhe Zaobao” quoted Beijing analysts
who pointed out that
the military officials referred to by the new regulation
are usually those above the regiment level.

Mo Fengjie, President of the West Coast Chapter of the
Chinese Political Refugee Association, said that
this move shows the central government’s lack of trust in army
and their intent to remove those who are disloyal.

Mo Fengjie: “Political power comes out of the barrel of a gun.

Thus the authorities see the army as their lifeblood and
what they fear most is military officers’ disloyalty.
But they cannot purge the army with other excuses.

Therefore they check your property, to see if you are corrupt.
But actually every officer is corrupt.”

Since Jiang Zemin took over the Central Military Commission
as the chair, all the officials in CCP’s regime started to become corrupt.
“Combat corruption and the Party will perish;
if corruption isn’t combated, the nation perish.”
This is often by CCP officials in private. Therefore,
“anti-corruption” is not a new slogan to the CCP.

Wu Fan, current affairs commentator, said that to wipe off
dissidents is the real purpose of the “anti-corruption” slogan.

Wu Fan: “It is to punish or threaten the officers using
economic means, and crush them one by one,
to sort out those who disagree with Hu Jintao.
‘If you are obedient, I will let you go, otherwise I will send you to the military court.’
This is a ruthless means,
though required by current political situation.”

PLA Daily said that the new regulation will be carried out
strictly.

According to Lianhe Zaobao, however, not every officer’s
report will be investigated.
Only those who are suspected by higher superiors,
will have their report investigated by military disciplinary inspection departments.

Similarly, the major corruption scandals of Jiang Zemin and
his son Jiang Mianheng were widely reported by foreign media.
It is reported that the Switzerland-based Bank for
International Settlements,
found an unclaimed outflow of money originating from China
in 2002 worth over USD$2 billion,
which was transferred overseas by Jiang Zemin
before the 16th Congress.
Therefore, some observers believe that Hu Jintao might
remove Jiang’s faction from army using the new regulation.

Wu Fan: “Hu may be quite confident. He can first transfer
those military officers from their current significant posts,
and then put them under detention and interrogation.
He strikes first to gain the advantage.
After several high-level officials get removed,
it will have a huge deterrent effect in the army.
If he makes an announcement inside the Party,
who’d dare to disobey?
Now you have to obey, otherwise you
are a dead man. That is the case now.”

At the beginning of this year, Gu Junshan, the former deputy
chief of the PLA’s General Logistics Department, was dismissed from his post for corruption.
Therefore, some believe that this new regulation
has something to do with Gu’s case.

Shortly afterwards, many high military officers claimed
to be loyal to Hu Jintao.
Later, PLA Daily also published editorials, saying that
“military officers should avoid sub-loyalty and keep awake politically.”
