【禁闻】中共退休官员要求高层公布财产

【新唐人2012年5月21日讯】日前,三名退休的中共前官员发表公开信向中共高层呼吁,要求他们在中共十八大召开前公布个人和家人的财产,不过并没有得到高层的直接回复。有学者认为,中共正是靠腐败来凝聚党员,这也是中共迟迟不肯公布官员财产的根本原因。

发表公开信的三名老党员,分别是曾任中央统战部机关党委副书记的马晓力、曾任中组部青年干部局常务副局长的任小彬、以及曾在中组部任职的崔武年。

三人呼吁,中共十八大代表,中央委员和候补中央委员、中央纪委委员的候选人,应该向全体党员公布个人和家庭财产状况。

时事分析家曹长青表示,以前只是老百姓发发怨气,现在连中共前省委书记一级的官员也要求高官公布财产,说明中共的腐败程度已经让很多人忍无可忍。

曹长青:“高层官员公布资产这在西方国家是很普遍的,这是民主社会的一个特点。像今天中国的话,高层官员的资产老百姓都是不知道的,因为这种制度决定了它没有一个定期的选举,更没有公布资产的可能性。”

三人在信中透露,这封公开信为今年2月15号所写,并在17号分别寄给中共中央办公厅、中央纪律检查委员会和组织部。但时间已经过去三个多月了,他们没有得到任何答复,因此决定公开此信。

北京“思源社科学研究中心”主任曹思源认为,中国现有的体制下,这种内容和形式的信件通常不可能得到回复,但对于三人的做法表示充分肯定。

曹思源:“这三个人很不错,也很勇敢。提这个问题,根据以往提的不好就要倒楣,但他们不怕倒楣,勇敢提出来,是有宽阔的胸怀,也是为了国家和人民的利益。”

美国“乔治梅森大学”客座教授章天亮表示,中共不回复这封信的根本原因,是为了避免更大的执政危机。

章天亮:“中共的官员是不是真的能公开财产,这个我倒不乐观。因为中共官员96%以上都是贪污的,这是胡燿邦的儿子胡德平讲的。所以公布财产的话就会有很多问题说不清楚了,民间肯定会引起非常大的反弹。”

公开信的附记中还特别提到薄熙来案,形容“这个事件尤其刺激了广大的普通中共党员们。中共高层能出这种远超于“天方夜谭”的恶性案件,这个党已经不成样子了!”

英国《卫报》报导说,这封公开信是薄熙来倒台所带来的又一次余震。中国民众已经充分认识到了广泛存在的中共官员及他们家人涉及的权钱交易问题,他们利用手中的权力聚敛了惊人财富。

中共党校主办的《学习时报》在5月15号刊文称,乐观估计实施官员财产申报至少还需要10年时间。

章天亮:“官员们入党并不是真的信共产党,而是因为入了党之后就可以当上干部,就有贪污腐败的机会。它实际上是靠腐败来凝聚共产党员对组织的效忠,对社会制度的维护。它当然不能认真反腐败,一直反腐败的话它连共产党的凝聚力都没有了,所以它不公布(财产)的话里面确实有很复杂的原因。”

党报认为,实施官员财产申报至少需10年的说法,引起了民间的强烈不满。《南方都市报》在5月16号的社评中也说:公众对于官员财产申报与公开的呼吁和期待,已经远不止过去了一个十年。

Retired Chinese Communist Party (CCP) officials write open
letter calling for wealth declaration from the leader group

Recently, three retired CCP officials announced in an open
letter that CCP leaders should declare their family’s wealth.
The declaration was to be done before the commencement of
the 18th CCP Congress but the letter did not get any response.
Scholars since remarked that the CCP is attracting all its
members by using corruption as a financial incentive.
They feel this is why it is so unwilling to declare its officials’
wealth.

The three retired CCP officials who wrote the open letter are;
Ma Xiaoli, former vice party secretary of CCP’s United Front,
Ren Xiaobin, former routine vice director of young official
bureau of Organization Department,
and Cui Wunian, former official of Organization Department.

In their letter, they called for representatives of 18th CCP
Congress, Central Committee members, alternate members
and candidates of Central Commission of Discipline Inspection
to declare personal and family wealth to all party members.

Political commentator Cao Changqing remarked that usually
it is ordinary civilians who require the CCP to declare its officials’ wealth;
now even retired provincial-level officials
are doing the same,
This indicates that the degree of the CCP’s corruption has
reached the end of many insiders’ patience.

(Cao Changqing) says: ”As one of the characteristics of a
democratic society, it’s quite usual for high-level officials to declare their wealth in western countries.
But in China, assets of high-level officials are kept secret
from the Chinese people.
There is no routine election under the non-democratic regime,
making it unnecessary for officials to declare their wealth.”

The three retired officials revealed that they wrote the letter
on February 15th and sent it to General Office of the CCP,
the Central Commission of Discipline Inspection, and the
Organization Department on February 17th.
Since then three months have passed and they have received
no reply.
Therefore they decided to announce the letter to the public.

Cao Siyuan, director of the Siyuan Social Science Research
Center in Beijing, believes that under the current CCP regime,
letters with such contents and forms have no chance to
receive a reply. However, he still thought highly of them doing this.

(Cao Siyuan) says: “Those three (retired officials) are good
and brave persons.
According to past experience, you might get punished if you
don’t handle this sort of letter writing well.
They are not afraid of this and still present the issue bravely.

This suggests that they have a broad mind and are doing it
for the benefits of our people and country.”

Zhang Tianliang, a visiting professor at George Mason
University, remarked that
the real reason for the CCP leaders ignoring the letter
is to avoid an even worse political crisis.

(Zhang Tianliang) says: ”I am not optimistic on whether
the CCP officials will declare their wealth.
This is because over 96% of CCP officials are corrupt
according to Hu Yaobang’s son Hu Deping’s words.
If they really declare their wealth, many questions will be
asked, which they are not able to answer in a satisfying way.
Furthermore, you can also expect a very strong reaction
from the Chinese citizens in such case.”

The open letter has mentioned Bo Xilai’s case specifically,
saying that “this incident has widely shocked normal CCP members”,
that “such unimaginably bad case can happen among
the CCP leader group; what bad shape the party is in!”

The UK newspaper Guardian’s report described the open
letter as another aftermath of Bo Xilai’s dismissal.
The Chinese people have learned the extensive problem of
power-money trading by CCP officials and family members,
as well as the astounding wealth they accumulated by abusing
their power.

The Study Times published by the CCP Central Party School
published an article on May 15th, which wrote that
as an optimistic estimate, it would take another 10 years
for wealth declarations by CCP officials to become a reality.

(Zhang Tianliang) says: ”Most people join the CCP not
because they believe in its principles.
They join the party because they can become officials and
then get the chance to be involved with corruption.
In fact the CCP protects its regime and wins the loyalty of
its members through the “privilege” of corruption.
Therefore it certainly cannot eliminate the corruption
seriously; otherwise the party itself will lose its cohesiveness.
In fact there are complex reasons behind why the CCP is not
able to declare the officials’ wealth.”

Consequently, many civilians strongly reacted to the party
mouthpiece’s article.
They expressed their discontent on “another 10 years” waiting.

Southern Metropolitan Daily’s editorial the next day also wrote
that,
even now the public had been longing and waiting for the
officials to declare their wealth for more than ten years already.
