【禁闻】陈光诚第二 中共耗百万拘禁冯正虎

【新唐人2012年5月12日讯】上海维权人士冯正虎自今年两会前夕被当局软禁在家中,至今已经70多天。冯正虎透露,当局软禁他已经花费了超过百万的维稳经费。上海访民给冯正虎送去食物,都要经过看守警察查收,并由他们送去,访民们只能隔窗探望。冯正虎曾向温家宝发过信,控告地方势力非法监禁他,但在陈光诚事件后,他受到更严密的监控。对于当局的这种严防死守,是否会担心再有“第二个陈光诚”出现,让我们一起去看看大陆民众的反应。

上海维权人士冯正虎已被上海国保软禁在家长达三个月,连出门购买食品、日用品都受限制,只能靠亲属朋友和许多善良市民赠送救济。还要通过看守人员转交,外人无法靠近冯正虎。

上海访民沈佩兰:“现在他被囚禁在家里,一个人,经常缺食品之类的,等于是家庭监狱啦!他现在要吃一点东西都是访民送,送也送不进去,访民提供,然后他们警察检查以后,再由他们(警察)给他。”

冯正虎曾向温家宝发出“控告信”,控告地方势力非法监禁他,在“控告信”里他希望温家宝能管住为非作歹的地方政府。如今,冯正虎的电脑已经被当局抄走了,他和外界的联系,只剩下电话。但电话很难打进去,打通后,立即就被截断。

沈佩兰:“冯正虎的电话没换,但是经常打不通,因为它里面可能被他们切断。”

5月7号下午4点左右,14名访民前去看望冯正虎,遭到警察和看守的阻拦。同一天上海市100多名访民再次到上海市人大集会抗议,呼吁还冯正虎的人身自由权,揭露当局为了打压维权人士,不惜耗费巨大财力、人力来维护统治。

上海访民王扣玛:“好多案子法院不给受理,尤其是拆迁这个方面,就是说法院既不立案也不受理,它又不给裁定又不给立案,这样就使很多老百姓房子被拆迁了,却没有地方打官司。”

王扣玛指出,在大陆律师不敢讲话的情况下,冯正虎帮老百姓打官司,而受政府不断打压。王扣玛因看望冯正虎曾经被抓,但他表示,仍然会去声援,直到冯正虎自由。

大陆民主人士恩广:“它(当局)对民众的这种行为,其实民众在心里慢慢就增加了对它的抵触。最终(中共)越来越失去民心。”

冯正虎透露,两年来,上海当局为了控制他一个人已经花费了超过两百多万元人民币的维稳经费。而4月27号,陈光诚在呼吁温家宝查办非法拘禁他的指使者时揭露,中共政法委在他身上一年花费的维稳经费超过3000万人民币。因此,外界认为冯正虎是第二个陈光诚。

王扣玛:“这些钱都是从哪里来的?都是纳税人的钱,拿纳税人的钱来看着纳税人,养活了他们这些贪官污吏,腐败分子。”

总部位于美国华盛顿《中国信息中心》的杨莉藜对《美国之音》表示,冯正虎的情况和陈光诚的情况有所关系,因为在中国这种案例很多,当局担心会有更多的人奔向外国使馆,中共丑陋的人权状况就会被国际社会了解。陈光诚事件出来之后,相信中共内部应该有指令,对于有名的异议人士要进行严防死守。

Another Chen Guangcheng? CCP Spent Millions to Keep Feng Zhenghu Under House Arrest

Shanghai activist Feng Zhenghu was put under house arrest
by the authorities before the Two Meetings this year.
He has been under house arrest for over 70 days.

Feng Zhenghu said that authorities spent more than one
million RMB to house arrest him.
When Shanghai petitioners brought food to Feng,
they had to give it to the police who were keeping guard.
Then the police sent the food to Feng after checking.
The petitioners could only see Feng though the window.
Feng Zhenghu wrote a letter to Wen Jiabao in an effort to
sue the local forces who illegally imprisoned him.
The monitoring grew tighter after Chen Guangcheng escaped
from his house arrest.
Is the reason authorities tightened up monitoring because
they are worried about a second Chen Guangcheng?

Shanghai activist Feng Zhenghu has been under house arrest
for more than 3 months by Shanghai national security.
He is allowed out only under very limited circumstances,
not even for daily shopping.
He has to rely on his relatives, friends, and kind local people
to bring him his necessities.
Still, they cannot get close to Feng; all items are transferred
by the guards.

Shen Peilan, a Shanghai petitioner: “He is under house arrest.
He’s all by himself.
He lacks food and other things. It’s a home jail. No matter
what he wants to eat, he has to rely on our petitioners.
But we can’t give it to him directly, we give the items
to the police. Then the police give it to him after checking.”

Feng Zhenghu wrote a complaint letter to Wen Jiabao,
detailing the illegal nature of the his imprisonment by local forces.
He hopes Wen Jiabao can control the local outlaw
government.
Feng’s computer was then taken away by authorities,
and he only has a telephone to contact the outside world,
but its very difficult to get through on the line because
it cuts off immediately after the connection is established.

Shen Peilan: “No, Feng Zhenghu didn’t change his phone,
but is hard to dial in on the phone because the authority cuts the connection off.”

Around 4pm on May 7, 14 petitioners went to visit Feng
Zhenghu, but were blocked by police and guards.
On the same day, more than 100 petitioners went to Shanghai
Municipal People’s Congress to ask for Feng Zhenghu’s freedom.
They challenged the authority for suppressing human rights
activists, maintaining its rule without regard for the money and human resources being wasted.

Wang Kouma, a Shanghai petitioner: “There’s a lot of cases
that the court didn’t handle, especially related to demolition.
I mean, the court accepted the cases but didn’t handle them.

It is not given ruling to file it, which meant that many houses
were demolished, but the owners have no place to ask for fair treatment.”

Wang Kouma pointed out that at a time when most Chinese
lawyers don’t dare to speak for people, Feng Zhenghu helps people but is continuously suppressed by the authority.
Wang Kouma had been arrested when he visited Feng Zhenghu,
but he said he will continue to support Feng Zhenghu until he is free.

En Guang, a Chinese democracy advocate: “The behavior
of the authority made the people go against it step by step.
Finally the Chinese Communist Party (CCP) government
will lose people’s support.”

Feng Zhenghu revealed that the Shanghai authority spent
more than 2 million RMB to control him.
On April 27 Chen Guangcheng said, when he called
on Wen Jiabao to investigate his illegal detention,
that the Political and Judiciary Committee spent
30 million RMB to control him in last year.
So, it’s thought that Feng Zhenghu is another
Chen Guangcheng.

Wang Kouma: “Where does that money come from?
It’s the taxpayers’ money.
The authority spends the taxpayers ‘money to control
the taxpayers, and to feed those corrupt officials.”

Lili Yang from China Information Center, which is
headquartered in Washington DC, told Voice of America
that Feng Zhenghu’s situation shares similarities with
Chen Guangcheng’s.
There are many similar cases in China, and the authority
is worried about many people going to foreign embassies
because then China’s ugly human rights situation
will be exposed to the international society.
After Chen Guangcheng’s case, I believe that the CCP
government gave an order to tighten control on the well-known dissidents.
