【新唐人2012年4月17日讯】4月15号是前中共领导人胡耀邦的忌日。大陆官媒当天发布预告,最新一期《求是》杂志刊登温家宝的文章《让权力在阳光下运行》。由于当前北京政治气氛异常紧张,又适逢胡耀邦忌日,温家宝的这篇文章引来各界关注。学者指出,这篇文章有纪念胡耀邦的含义,同时也是剑指中央政法委书记周永康。
4月16号,最新一期的中共中央机关刊物《求是》杂志发表了大陆国务院总理温家宝的文章:《让权力在阳光下运行》。
这篇文章是根据温家宝3月26号在国务院廉政会议上的讲话整理而成的。文章再次强调“反腐倡廉”的重要性,要求把反腐倡廉落到实处。温家宝表示“一个政府要让人民满意,必须做到为民、务实和清廉。”他呼吁推进政务公开,认为“公开透明、让权力在阳光下运行,是反腐倡廉的有效措施。”
对此,山东大学退休教授孙文广认为,温家宝的文章有纪念胡耀邦之意,另外也和当前形势联系密切。
孙文广:“他是在批评或者是对薄熙来这个案子爆发以后表示他的不满。他的矛头我认为是指向政法委的,是指向周永康的。”
孙文广分析指出,王立军作为直辖市公安局长,却无法保障自己的人身安全,而被迫出逃美领馆寻求庇护。这说明大陆现政权的运行非常缺乏法治基础,它的运行不是在阳光下,而是在黑暗中。孙文广认为,现在中国最大的问题就是司法不公,全国上下冤案遍朝野。
孙文广:“现在中国法制上的黑暗、司法的黑暗,都源于什么呢?源于政法委凌驾在公检法之上,凌驾在各地的领导人之上。”
此前媒体曾报导,周永康因为与前重庆市委书记薄熙来串通夺权的密谋被曝光,而日渐失势。各界对周永康和号称“第二权力中央”的政法委的未来也越发关注。
孙文广:“阳光下运行是什么呢?就是要法治啊。法律、司法要公开、公正,要透明,要独立。怎么独立呢?那就是要把政法委这一套应该撤掉。”
23年前(1989年)的4月15号,倾向于政治开明的前中共总书记胡耀邦病逝,引发一场声势浩大的民主运动,但最终在6月4号前后被当局血腥镇压。
《法国国际广播电台》认为,在目前这个特殊政治气氛和时间点上,“一心只有人民而不是只有党”的胡耀邦,更加令人怀念,并让那些只想“平稳过渡”中共权力的官员汗颜。报导指出,大陆民众已经对“反腐倡廉”这类口号麻木,如果没有真正的民主监督,反腐只是空谈。
大陆资深传媒人高瑜:“它这个就是一个公开化、接受群众监督的意思,这个‘阳光’。但是具体做得到做不到,另一回事。因为不管是中共的文件,还是中共某个领导人的讲话,往往都是说了,但是做得很差。”
高瑜认为,从陈希同到陈良宇,再到薄熙来,中共官员的贪腐犯罪越来越严重。如果不彻底改变制度,仍然继续一党专政,中共官员们只会越来越腐败。

Scholar: On Anniversary of Hu Yaobang’s Death Premier Wen’s Article Hints on Zhou Yongkang
April 15 is the date on which to commemorate Hu Yaobang,
who was a former Chinese Communist Party secretary.
The CCP’s media has informed us that the next issue of
Qiushi magazine will publish Wen Jiaobao’s article.
The current political atmosphere in Beijing is extremely tense,
Hu’s commemoration date is sensitive,
so Wen’s article is arousing the public’s attention.
Scholars have pointed out that Wen’s article has the
intention of commemorating Hu.
Meanwhile, it also hints on Zhou Yongkang.
On April 16, the latest CCP’s magazine Qiushi
published Premier Wen Jiabao’s article,
the title is “Let the Power Run in
the Sun (In an Aboveboard Way)”.
This article was reproduced according to the content of
Wen’s speech on March 26.
This article emphasized the importance of anti corruption,
requiring it to be implemented in a practical way.
Wen said that a government must serve the people and that
to satisfy them, it must be efficient and free from corruption.”
Wen has urged the improvement of administrative transparency,
“The open and the operation of power in an aboveboard way,
is an effective way of fighting corruption.”
Sun Wenguang, former Prof. of Shandong University
believes that Wen’s article has the purpose of commemorating Hu Yaobang.
it also relates, however, to the current situation.
Sun Wenguang says that, “Wen has shown his
dissatisfaction since Bo Xilai’s incident happened.
I think he is now directly pointing at the Central Political and
Legislative Committee, and pointing to their head, Zhou Yongkang.”
Sun Wenguang noted that although being the police chief
of a municipality,
Wang Lijun couldn’t even protect himself,
and had fled to the U.S. Consulate seeking asylum.
This indicates that the operation of government lacks
legislative foundation, it has not operated in a broad way but has been hidden.
Sun believes that the major problem in China is the number
of juridical injustices, cases of mistreatment are happening all over the place.
Sun Wenguang asks, “What is the major cause for the
corruption in today’s legal and juridical systems?
The major cause is the Political and Legislative Committee
(PLC) which is itself above the law, above the leaderships in each city.”
Media revealed recently, that Zhou and Bo’s conspiracy
had planned to seize power, but had gradually lost it’s grip.
Outsiders also are more concerned about Zhou
and the PLC’s future.
Sun Wenguang asks, “What does “run in the Sun” mean?
It means run according to legislation.
Law and judicature should be transparent, just and independent.
How to make it independent? The answer is to remove the PLC.”
23 years ago on April 15, Hu Yaobang, former party
secretary who was considered the most reform-minded, died.
His death caused the mass democracy movement. However
it was severely suppressed by the CCP before June 4, 1989.
Radio France Inernationale commented that in this
particular political atmosphere, the image of Hu Yaobang,
who “devoted himself completely to the people
but not to the party” is putting the shamefulness of the CCP officials in stark relief.
Report points out that the public don’t care much
for slogans like “fighting corruption and building a clean government”.
If there is no real democratic supervision,
anti-corruption is just idle talk.
Gao Yu (China senior journalist), has said: “What Wen has
said is: we need to open and to let the public supervise the government…that’s what he really meant.
However, whether it can be implemented or not,
that’s really another story.
Because no matter what the CCP’s document or
leadership’s speech says, the leaders always talk more but do less.”
Gao Yu believes that from Chen Xitong to Chen Yuliang,
then to Bo Xilai, the CCP officials’ corruption has become more severe.
Without complete changes of the system, to continue with one-man’s rule,
the corruption of CCP officials can only be worsening.
