【新唐人2012年3月29日讯】前重庆市委书记薄熙来被免职之前，原重庆副市长王立军的死党——重庆渝北区副区长兼区公安局长王鹏飞，已被薄熙来带走调查。王鹏飞被视为王立军的马前卒，王鹏飞曾任重庆市公安局技侦总队总队长，这个职务在王立军出走美国驻成都领事馆的第二天，被薄熙来指示秘密解除。薄熙来认定，王立军去成都美领馆的汽车和临时通讯设备是王鹏飞提供，于是，王鹏飞的行踪立即被薄熙来秘密控制。
根据大陆媒体《财新网》的报导，在王立军出事后，王鹏飞随即被控制，在今年渝北区“两会”上，区政府领导换届时，王鹏飞的名字被悄然抹去，新选出的副区长里面也没有王鹏飞。
王鹏飞是在王立军就职辽宁铁岭公安局长期间，被提拔为铁岭公安局副局长，主管技术侦察和刑侦工作。 2010年，王鹏飞又随王立军调往重庆市公安局任职。
《博讯网》来自重庆深喉的介绍说，薄熙来绑架王鹏飞后，想尽一切办法、软硬兼施让王鹏飞交代是否参与了王立军事件，并交代王立军出走的具体细节。尤其是王立军究竟交给美国领事馆哪些不利于自己政治生命的材料，这些材料除了王立军以外，还有哪些人有备份。王立军还掌握哪些能致薄熙来于死地的绝密材料。
美国华府中国问题专家石藏山：“我相信对薄熙来来讲，他最担心的是王立军到了美领馆，然后被北京带走之后，他交上去的材料里，他拿出去的证据里边，有多少是跟他在内部的权力斗争，或者是争取进一步上位的时候，所做的这些事情。因为这些事情可能直接针对的就是胡温，甚至是习近平。”
《亚洲周刊》第13期报导，令中南海高层最为震怒的，是重庆当局监听、窃听中央领导人的行踪和私下谈话。甚至王立军还与中央警卫局攀上关系，私底下获知中央主要领导人的行踪和私密。而王鹏飞则是监听方面的主要执行人。
分析认为，王立军只是跟随薄熙来的打手，恐怕还没有那个能力自己背着薄熙来和中央警卫局攀上关系，那些做法显然是薄熙来和周永康指使，尤其是和中央警卫局攀上关系，必定是周永康从中安排。
石藏山：“王立军和中央警备局的人的关系，很明显，王立军没有这个能力，也没必要去和中央警备局的人去拉关系。很明显是薄熙来的原因，甚至是周永康的原因，这是一个非常明显的，一个必然的逻辑关系。起码是一个相当高级的人物，在中间穿针引线才能达成这样一个局面。”
《中华评述新闻网》主编纪晓峰也认为，周永康难脱干系。
纪晓峰：“王鹏飞窃听应该不是王立军的受命，应该是薄熙来的受命，王立军只是执行人，从现在的情况发展来看，薄熙来和周永康是一条线上的，现在不是中共搞了政法系统的学习班，这个学习班的目地，我想就是让周永康底下的这些小特务头子们，跟周永康划清界限，万一周永康叫这些小特务去搞警变的时候，让你弄不起来。”
《博讯》的报导说，已经完全不受薄熙来控制的重庆当局有关领导，很可能考虑从大局出发，在近期恢复王鹏飞的工作。

Wang Lijun Loyalist Kidnapped by Bo Xilai?
Just before Bo Xilai was removed from his post of Chinese
Communist Party (CCP) Chongqing Secretary,
he kidnapped Wang Pengfei, who is the former deputy secretary
of public security bureau in Yubei district Chongqing city.
Wang Pengfei, a loyalist of Wang Lijun, is the former
vice mayor of Chongqing and Wang Lijun’s assistant.
He was the technical investigation leader of Chongqing
public security bureau, but was removed by Bo Xilai the day after Wang Lijun attempted to defect at the U.S. consulate.
Bo Xilai secretly tracked down Wang Pengfei by tracing the car
Wang Lijun drove and the cell phone he used.
According to China media “Financial News", Wang Pengfei
was immediately controlled after the Wang Lijun incident.
In this year’s Yubei district’s two sessions, district leadership
was changed.
Wang Pengfei’s name was removed off the old leader list,
and wasn’t added to the new list.
Wang Pengfei was promoted to be the deputy leader
of Tieling public security bureau with Wang Lijun’s help, who was the leader of the bureau at that time.
Then, Wang Pengfei took on responsibility for
technical investigation and criminal investigation.
In 2010, he followed Wang Lijun to Chongqing.
Boxun Net quoted Shen Hou from Chongqing as saying
Bo Xilai kidnapped Wang Pengfei, and attempted all methods
to get him to admit his involvement Wang Lijun’s case,
as well as the details of the Wang Lijun incident.
Also, Bo attempted to discern whether the documents
Wang Lijun delivered to the U.S. consulate will impact Bo’s
political future, if any other’s have a copy of
those documents besides Wang Lijun.
Furthermore, Bo wanted to know whether Wang Lijun has
other confidential documents that might impact his future.
Shi Cangshan, the China issue expert in Washing DC:
“I believe that Bo Xilai’s biggest concern is whether
Wang Lijun was brought to Beijing from the U.S. consulate,
How many documents Wang Lijun delivered relating to
his power struggles, and how many documents were related
to his ambition to enter the CCP’s higher leadership.
Those documents may directly go against Hu Jintao,
Wen Jiabao, and even Xi Jinping."
The 13th edition of “Asia Week" reported that
the CCP core leadership is very angered that
the Chongqing authority monitored the agenda and tapped
the private conversation of CCP’s central leadership.
Even Wang Lijun built a relationship with the central guard
bureau to obtain access to and track the leaders’private secrets.
Wang Pengfei is the main executor of the spying.
Analysts think Wang Lijun just followed Bo Xilai as a thug.
Wang Lijun didn’t have the capability to establish contact
with the central guard bureau without Bo Xilai’s support.
It’s very clear that those actions were arranged by Bo Xilai
and Zhou Yongkang, especially contacting the central guard bureau – it must have been arranged by Zhou Yongkang.
Shi Cangshan: “Wang Lijun built the relationship
with the central guard bureau?
It’s obvious that Wang Lijun doesn’t have the capability,
and didn’t have the need.
It’s clearly that the reason is Bo Xilai, even Zhou Yongkang.
This is a very clear and has an inevitable logic.
At least there’s a very senior level person to build that kind
of relationship that can achieve the final situation."
Ji Xiaofeng, the chief editor of “China Review News,"
also thinks Zhou Yongkang can’t flee.
Ji Xiaofeng: “Wang Pengfei did the tapping,
it should not have been arranged by Wang Lijun,
it should have been ordered by Bo Xilai.
Wang Lijun is an executor.
From the current situation, Bo Xilai is in the same group
with Zhou Yongkang.
Now CCP has organized a class for Political and
Legal system officials.
I think the purpose of this class is to separate those small spy
chiefs from Zhou Yongkang, in case Zhou Yongkang wants to use them to launch a coup in future, he couldn’t."
“Boxun Net" reported that without Bo Xilai’s leadership,
the related leaders of Chongqing authority may restore
Wang Pengfei to his post in the short future when they take
into consideration the overall situation.
