【新唐人2012年2月23日讯】重庆副市长王立军逃亡美国领事馆寻求庇护，使薄熙来掀起文革式的“唱红打黑”运动，图谋十八大上位彻底失败。王立军并向美方爆料薄熙来、周永康等中共高层腐败和权力斗争的黑幕，这一国际丑闻持续延烧江泽民派系，导致江派十八大人事布局将面临重挫。
香港《明报》2月22号援引消息报导，薄熙来日前已向中共政治局请辞，辞去政治局委员和重庆市委书记的职务。由于政治局委员免职要由中央全会决定，可能要到七中全会才有定论。
而重庆市委宣传部发言人则否认薄熙来请辞。21号晚间，央视《新闻联播》播出薄熙来20号出席政治局会议的画面。
外界持续关注王立军躲避薄熙来的追杀逃亡美领馆事件的处理。香港《动向》杂志主编张伟国表示，这种叛逃丑闻在中共史上极为罕见，只有“林彪出逃”事件相似。
张伟国：“从理论上来讲，薄熙来的状况应该受到追究，因为他不是错误，是一种罪行，他的问题比陈希同、陈良宇要严重的多，事实上是一次未遂政变。如果不加以处理，共产党也差不多快完了。”
香港《人权民运信息中心》消息说，薄熙来会被调任全国人大。美国“乔治梅森大学”教授章天亮表示，这可能是胡锦涛查处薄的权宜之计，也可能是江派或薄熙来的放风。
章天亮：“这个我觉得只是薄熙来一厢情愿提出的一个筹码，因为薄熙来等于是和周永康搞政变，在这种情况下你只是说把权交出来就没事了，这种先例我觉得也不能开啊。”
香港《明镜网》消息披露，包括9常委在内的中共最高层一致认为，薄熙来除了涉及天文数字的贪腐丑闻外，他问题的性质是结党营私，搞独立王国；为了入常委不惜动用政治暗杀，裹挟群众、拉拢政治势力和军方向中央示威；纵容、支持毛派极左势力，是党内野心家。
美国官员透露，王立军跑进美领馆，向美方提供了中共高层腐败和权斗的材料，涉及周永康和薄熙来想整垮习近平。
也有消息说，王立军还向美方提供了中共活摘法轮功学员器官的内幕材料。接近中共高层的消息人士说，王立军、薄熙来内讧之火已烧到周永康，直逼江泽民，江派大乱。
薄熙来、王立军事件对江派十八大人事布局产生巨大冲击。目前25位政治局委员中，除去薄熙来，有10人符合常委的年龄限制，包括接班候选人习近平、李克强，以及团派汪洋、李源潮、刘延东，江系太子党王岐山、俞正声、张高丽、张德江、刘云山。
章天亮：“刘云山是管宣传的，他是跟江泽民一伙。张德江这个人一直名声不好，他在温州动车事故的时候民愤极大，当时就是他下令就地掩埋，我觉得他进常委的可能性不大。张高丽是名声很坏的一个人，他在天津当市委书记的时候，这个人很黑的。”
去年北戴河会议，江派力争王岐山取代李克强的下届总理之位失败。俞正声除了接近超龄，还涉及京沪高铁20亿贪污案、“公共情妇门”等案，而且受他兄长俞强声叛逃美国事件的困扰。由此，政治局委员中选出9人常委，面临人数不够。
章天亮：“中共政治局常委不见得从政治局委员里面选，他有可能从中央委员直接一步就提到政治局常委。像当时曾庆红就是这样，他一直是中共中央委员。”
美国“哥伦比亚大学”政治学博士李天笑指出，团派汪洋、李源潮、令计划等人很可能成为十八大领导层的黑马。薄熙来、王立军事件已成为胡锦涛决胜江派的利器，十八大人事安排江派面临重挫已成定局。

Jiang Faction Frustrated prior to the 18th National Congress
Bo Xilai’s intent to step up to the Central Committee of the
CCP through the campaigns to revive a Cultural Revolution
era “red culture" and crack down on “organized crime"
has completely failed after Chongqing Vice Mayor, Wang Lijun, sought asylum to the U.S. Consulate.
Wang Lijun’s incident exposed the CCP high-level corruption
and power struggle involving Bo Xilai, Zhou Yongkang and others.
This international scandal has spread to the Jiang Zemin
faction which will frustrate Jiang’s intended arrangement during the 18th National Congress.
Hong Kong’s Ming Pao Daily News reported on February 22 that Bo Xilai was said to have recently resigned from
his position as a Politburo member and Party chief of Chongqing from the Central Politburo of the CCP.
Removal of a Politburo member requires a Central Committee
plenary session, and is likely to conclude after the 7th plenary session.
However, Chongqing Municipal Party Committee
Propaganda Department spokesman denied Bo’s resignation.
CCTV’s evening news on the 21st showed Bo Xilai present
in the Politburo meeting on the 20th.
Wang Lijun’s escaping from Bo Xilai’s killing through the
U.S. Consulate continues to draw the public’s attention.
Hong Kong Chengming magazine editor Zhang Weiguo
indicated that
this type of defection scandal has rarely been seen in the
history of CCP, though it’s similar to Lin Biao’s fleeing.
Zhang Weiguo: “Theoretically, Bo Xilai is supposedly
to be held accountable for this incident because it’s not about a mistake, but a crime.
His problem is more serious than Chen Xitong or Chen Liangyu. In fact, it’s an attempted coup.
If it’s not taken care of, the Communist Party is likely done."
The Hong Kong-based Information Center for Human Rights
& Democracy reported that Bo Xilai will be transferred to the National People’s Congress.
Professor Tianliang Zhang of George Mason University said
that it could be a stopgap idea of Hu Jintao prior to punishing Bo, or it could be a tactic of Jiang faction or Bo Xilai.
Tianliang Zhang: “I feel Bo Xilai is just wishfully thinking it
as a bargaining chip. Bo Xilai and Zhou Yongkang have engaged in a coup.
In this case, he is only giving up his power in hopes that will take care of it. It is unprecedented and I don’t think it can be allowed."
Mingjing News of Hong Kong revealed that top CCP officials
including the 9 Standing Committee agreed that
other than the corruption scandal of astronomical value,
Bo Xilai has also engaged in forming cliques for private gain and independent state,
employed political assassination to obtain a seat in the
Standing Committee, threatening the Central by coercing the public, the political forces and military.
He has connived and supported the Maoists extreme left.
He is a careerist in the CCP.
The U.S. official revealed that while Wang Lijun went to the
U.S. Consulate, he has provided the U.S. documents pertaining
to corruption and power struggles of the high-level CCP
and information about Zhou Yongkang and Bo Xilai’s intention to defeat Xi Jinping.
There are also sources indicating that Wang Lijun has
provided information about live organ harvesting from Falun Gong practitioners.
Sources said that the infighting between Wang Lijun and Bo
Xilai has spread as far as to Zhou Yongkang,
and is pushing towards Jiang Zemin.
The Jiang faction is seriously disturbed.
The layout involving the Jiang faction at the 18th National
Congress has been greatly impacted by the incident involving Bo Xilai and Wang Lijun.
Among the 25 Political Bureau members,
excluding Bo Xilai,
there are 10 people qualified for the age cut-off of the
Standing Committee including succession candidates Xi inping and Li Keqiang.
Also, from the Communist Youth League faction Wang Yang,
Li Yuanchao, Liu Yandong qualify,
and of the Jiang faction Wang Qishan, Yu Zhengsheng,
Zhang Gaoli, Zhang Dejiang, Liu Yunshan as well.
Tianliang Zhang: “Liu Yunshan is into the propaganda,
and he is with Jiang Zemin; Zhang Dejiang has a bad reputation;
he caused great public anger over the Wenzhou railroad accident.
He is the one who ordered the immediate burial of the victims at the scene.
I don’t think he has much chance to get on the Standing Committee.
Zhang Gaoli has had a bad reputation since he was the
Tianjin municipal party secretary."
During the Beidaihe meeting last year, Jiang’s faction failed
to replace Li Keqiang with Wang Qishan as the next Prime Minister.
Yu Zhengsheng is nearing the age limit, and has also been
involved in cases such as the 20 million embezzled from
Beijing-Shanghai high-speed rail, mistresses, and
his brother Yu Qiangsheng’s defection to the U.S.
As a result, the nine Standing Committee quotas of the
Politburo members are facing insufficient candidates.
Tianliang Zhang: “CCP Politburo Standing Committee members
are not necessarily coming from the Politburo members.
He may step up directly from the Central Committee to the
Politburo Standing Committee.
For example, Zeng Qinghong was from the CCP Central
Committee."
Dr. Li Tianxiao of Columbia University political science
indicated that Wang Yang, Li Yuanchao, and Ling Jihua of the CYL faction,
are all likely the leadership dark horse of
18th National Congress.
The Bo Xilai vs. Wang Lijun incident has become the
decisive weapon of Hu Jintao against the Jiang faction.
It is a foregone conclusion for the seriously disturbed
Jiang faction at the 18th National Congress.
