【新唐人2012年2月18日讯】王立军案件爆发后，薄熙来的盘中棋危及到中共高层。权力争夺的战火一度让中共内部出现了恐慌。加上中共十八大的临近，近几天，传出中共军队发起了一系列整肃军纪、军风的新动作。中共总政治部、总后勤部分别发文，严令部队“听从指挥”。评论人士认为，中共害怕十八大出事，必须维稳。
香港《明报》报导，中共总政治部日前下发2012年军事训练指示，严令部队“听从指挥”。与此同时，中共总后勤部决定在2月中下旬展开军队学习教育活动。
大陆某空军后勤部上校蔡先生表示，十八大要换届，当局害怕出事，尤其怕军队出事。
蔡先生：“这属于敏感时期，敏感时期要出点事，反正追查下来，领导责任都是……主要是在十八大之前不要出事。”
当薄熙来的打黑心腹王立军，出逃到美国驻四川成都领事馆被曝光后。网上盛传，跟薄熙来的妻子谷开来同姓的总后勤部副部长谷俊山也被查处，在军中引起不小的震撼。
2月13号，中共喉舌《新华社》报导，中共中央军委副主席徐才厚、海军司令员吴胜利、空军司令员许其亮等多名高层奔赴广州军区，进行政治宣讲。外界揣测，徐才厚紧急南下，是为了平息军队波动。
军事评论员文昭表示，军队内部本身也存在权力斗争。
评论员文昭：“本身共产党军队里面自己就有政治斗争，但是军队里的人在第十七届（中共）中央委员会里面，他们没有人进入政治局常委。所以，有传闻说，在十八上会有军方的人进入政治局常委。他要进入政治局常委，本身在这个时候，像徐才厚、郭伯雄这些人都面临着退休，那么有人就要涉及到要上，要填补空缺。”
文昭表示，十八大会上涉及的军方人事调动，在一定阶层的军官中，就会造成军心的躁动不安。而王立军事件发生以后，中共整个的人事布局也被打乱了。
文昭：“薄熙来他的前途去留关系十八大共产党的人事布局，因为现在他在一个比较敏感的时间点上，今年下半年（中共）要开十八大，应该是在今年8月份，夏天之前基本上十八大上的政治局委员和政治局常委的名单应该底定。薄熙来一直有传闻，也一直有人想把他捧进政治局常委这个位置上去，但如果他突然出了问题，就等于整个涉及到整体人事。”
文昭还表示，随着薄熙来出事，很可能跟他有交往的将领也会感到不安全，也都是造成军心可能摇摆不安的原因。
外界认为，王立军、薄熙来事件出现后，中共高调的军队维稳，影射出中共高层极度的混乱和恐慌。

CCP Ordered Army Rectification
After Wang Lijun was taken away by Beijing government,
Bo Xilai’s situation risks the stability of the Chinese Communist Party’s (CCP) leadership.
The power struggling has panicked the CCP.
It was reported that with the 18th Nation Congress
approaching, the People’s Liberation Army (PLA) has had a series of rectifications.
The PLA’s General Political Department and Logistics
Department demanded that the troops “obey the orders.”
Commentators believe the CCP is afraid something will
happen during the 18th National Congress, so it is taking measures to maintain stability.
Department issued 2012 Military Training Instructions recently,
which states that the troops must “obey the orders.”
At the same time, the PLA’s General Logistics Department
decided to hold political education for the troops
during the last twenty days of February.
Mr. Cai, an Air Force Logistics Colonel, said the CCP’s
leadership will change during the 18th National Congress,
and the regime is afraid that
the army will have some accidents.
Mr. Cai: “This is a sensitive period. If any accidents happen during
this period, all the leaders will need to take some responsibility.
So the administration requires no accidents transpire before
the 18th National Congress.”
Just after Bo Xilai’s henchman, Wang Lijun, fled to the U.S.
Consulate in Chengdu, the vice minister of the PLA’s General Logistics Department,
Gu Junshan, who shares the same surname with Bo’s wife Gu Kailai,
has been under investigation, causing the military a small shock.
On February 13th, CCP’s mouthpiece, Xinhua News Agency,
reported that Xu Caihou, the Vice Chairman of CCP Central
Military Commission, Wu Shengli, the Navy Commander,
Xu Qiliang, the Air Force Commander and other senior
military leaders went to the Guangzhou Military Region
to conduct political education.
The public speculated that the purpose of the visit was to
pacify the army’s fluctuations.
Commentator Wenzhao said that there’s a power struggle
within the army, too.
Wenzhao, Commentator: ”The CCP’s army has political struggling,
but they have no representative in CCP’s 17th Central Committee
and neither within the Politburo.
There’s rumor that a military’s representative will
enter the Politburo.
Also at this point in time, Xu Caihou and Guo Boxiong are
facing retirement, which will open positions to others as well.”
Wenzhao said the 18th Nation Congress will announce
the mobilization of military personnel, which will cause instability within certain levels.
Wang Lijun’s incident broke the CCP’s leaderships’ arrangement.
Wenzhao: ”Bo Xilai’s arrangement will impact the personnel
arrangement of 18th National Congress.
Now is a very sensitive time, CCP will hold Congress during
the second half of this year. It’s mostly in August.
Before the summer, CCP will finalize the list of Politburo’s
members and Politburo’s Standing Committee.
Bo Xilai was said to have guaranteed entry to the Standing
Committee for a long time.
Now, he was involved in a scandal, which will change the
whole arrangement.”
Wenzhao said that Bo Xilai’s loss of power made the generals
who have contact with him feel insecure, and this contributed to the instability of the army.
After Wang Lijun and Bo Xilai’s incident, the CCP tried
to maintain the army’s stability in a high-profile way.
This action is a reflection of extreme confusion and panic
within the CCP’s leadership.
