【禁闻】电话订票收信息费 铁道部被批抢钱

【新唐人2012年1月13日讯】2012年新年返乡运输,大陆铁道部推出了“网络实名制”订票和“电话购票”方式,但民众购票仍面临困难,不仅不容易登入订票网页,拨打购票电话也经常出现繁忙的讯息而自动断线,最近又有“铁路信息费”一说,民众拨打电话订票,在不知情的情况下被扣取“铁路信息费”。民众纷纷指责:铁道部欠债穷疯了,出来抢钱了。

中共喉舌《新华网》报导,在95105105电话订票系统开通前后,济南铁路局发布消息:“电话订票通信运营商仅收取普通市话费”。但拨打这支电话,除了收取普通市话费之外,还要收取每分钟0.9元的“铁路信息费”。

自1月8号大陆“新年运输”开始,不断有人网上抱怨电话购票拨打上百次屡试屡败;订票网站几近瘫痪,购票不成反被扣款;目前又曝出民众在不知情下,电话订票每分钟被扣取0.9元“铁路信息费”,民众纷纷发帖痛责铁道部。

北京网友说,丧尽天良,那麽多人回不了家过年,它却在那开心的数钱!

广西网友说: 铁道部抢起钱来一点不含糊,除了贪污,豆腐渣工程,草菅人命还能办点人事不?

大陆律师李天天指出,这是一种变相抢劫。

大陆律师李天天:“这是它们快疯狂的快完蛋的标志,没钱了吗,去抢了吗,我没告诉你,但是我从你提包里拿钱了,然后我自己给自己编个理由,你到我这来我就有权力从你包里拿钱,哪有这种理由啊。”

深圳小果:“我这几天拨了无数次95105105,火车票价才108块,结果电话费就扣掉我200多,太坑爹了。”

一名南通网友在论坛里写道:铁道部比黄牛党更可怕,用手机打了3天订票电话,一张票没订到不说,话费还花了300多,早知当初直接找黄牛订票了,“铁盗部”啊,真是让我们这些屁民无语。

东北网友:“ 7号那天至少打了3个小时电话,最后还是一张票都没订到,刚充值的200多块钱的话费也没了,太可恨了。”

记者多次拨打12306全国铁路客服号码,人工服务一直不能接通。

致电中国移动客服,工作人员表示:自去年电话订票开通后,就一直收取“铁路信息费”。

大陆律师李天天:“从法律上来说你没有告诉我的这个收费项目你收了那种费,是不合理的,你还有另外的收费,你要提前通知,然后别人决定打不打这个电话,是吧,这才是合理的。他们这种收费应该是违法的,法律上严格的分析是违法的。”

去年11月,媒体曝光铁道部因为债台高筑,造成国内在建项目9成以上停工。紧接着,一份《铁道部拖欠上市公司账款单》被媒体曝光,有36家上市公司向铁道部追讨2400亿元的债务。

Chinese Ministry of Railway Accused of Stealing Money

In the busy travel season before the Chinese New Year, the
Chinese Ministry of Railway has introduced new services.
Passengers can now purchase tickets online and over the
phone, but many people still faced difficulties.
There were reports that it’s hard to log into the ticket ordering
website, and the phone order line is often busy or cuts off.
In addition, there seems to be “Railway information
charge” associated with phone ordering.
Those who call the phone ordering number are
unknowingly charged a fee.
This led to many complaints that the Ministry of Railways is
going mad due to all its debts, and now it’s robbing money.

The regime Xinhua media reported that the phone ordering
number 95105105 is now live.
Also Jinan Ministry of Railway stated that the “Phone
ordering hotline will be charged the same as local calls.”
However, aside from the local call rate, there is also
a 0.9 yuan/min ($0.14/min) “Railway information charge”.

The Chinese New Year travel officially started on Jan 8.

Many people complained that the phone ordering service
failed after hundreds of attempts.
The online system is nearly paralyzed, and money is
charged without giving tickets.
And as mentioned, many people were unknowingly
charged the railway information charge of 0.9 yuan/min.

A Beijing resident commented on this issue online.

“A lack of conscience, so many people can’t get back
home; it [ministry of railway] is happy counting money!”

A Guangxi netizen wrote, “Ministry of Railway is so good at
robbing money.
Except for corruption, tofu construction, disregard for
human life, what else can it do?”

Mainland Lawyer Li Tiantian points out that this is
considered robbery in disguise.

Li Tiantian: “This is sign that it’s almost broke, so with no
more money, is it going to rob?
I (Ministry of Railway) didn’t tell you, but I’m taking
your money, then I will make up an excuse.
If you come to me, I have the right to take your money.
What kind of excuse is this?”

Netizen ‘Shenzhenxiaguo’ highlighted this point.

“I dialed 95105105 countless times, the ticket was only 108
yuan, but the phone call cost me 200+, such scammers.”

Another netizen from Nantong wrote, “Ministry of Railway is
scarier than ticket scalpers.
I called the ordering number for three days, but didn’t get
any tickets, only a 300+ phone bill.
If I had known, I would have bought them from a scalper.
Railway robbers, make us worthless citizens speechless.”

A netizen from Dongbei added their comment. “I called the
ordering number for 3+ hours on the 7th, didn’t get any ticket.
However, it used up my phone card with 200+ yuan on it,
so despicable.”

Our reporter tried to call the Ministry of Rail service number,
but wasn’t able to reach a service representative.

A service representative at China Mobile commented.

“Phone ordering always charged the railway information fee
since it opened last year.”

Lawyer Li Tiantian, “From a legal perspective, charging
without telling us is unreasonable.
If you have an additional fee, you have to announce it,
then people can decide. That’s the right way to do it.
The way they charged people is illegal, strictly illegal
from a legal perspective.”

During Nov of last year, media revealed that the Ministry of
Railway was overwhelmed with debt.
This had caused 90% of its constructions to stop.

A report revealed 36 different companies seeking payment
of 240 billion yuan ($38 billion) from Ministry of Railway.

A resident from Northeast China: “Didn’t media report last
year that Ministry of Railway owns 2 trillion yuan in debt?
I think Ministry of Railway is going insane, this is robbing
money, making people pay for its debts.”

Wu Zhifeng, a Mainland financial commentator wrote an
article on his micro-blog.
It was entitled “How does Ministry of Railway pay for the
2 trillion debt?”
His conclusion was that perhaps we all end up paying for it.
