【新唐人2011年12月14日讯】中国的校车接连发生重大事故。12月12号傍晚,江苏徐州市一辆满载学生的校车发生翻车事故,据媒体公布,死亡人数15人,中国校车安全的问题再度亮起红灯。
12号下午6点多,江苏徐州市丰县首羡后屯北,发生一起校车翻车重大车祸,事故车辆为首羡镇中心小学的校车。媒体报导,因为躲避一辆三轮车,校车发生侧翻滑入路边泥潭,初步核实,这辆校车核载52人,实载46人,截至13号2点30分,事故死亡人数15人。
然而,《都市晨报》官方微博的消息指出,中心小学校车实载71人。《时代周报》的官方微博也报导:车上载有1到6年级学生71人。
当地居民徐先生:“报导里说死了15人,网上报导死了50多人,官方报导有的数目不对,但是这个情况谁也不好确定,谁也猜不到,肯定担心以后小孩上学都是个事。”
所谓“安全校车”相关技术标准,早已制定并颁布实施。2010年7月1号颁布的《专用小学生校车安全技术条件》,“客车安全检测中心”碰撞试验室主任李弢是主要起草人。他说,当时参与制定的有“国家客车品质监督检验中心”、“中国汽车技术研究中心”,还包括多家客车生产企业。但《条件》颁布了一年多后,校车管理混乱的局面并没有得到根本改观。他只能说“技术标准好定,可执行却是另一码事。”
11月16号,甘肃幼儿园校车车祸导致21人死亡,12月11号中共国务院法制办公室紧急公布《校车安全条例(草案)》,12月12号又发生江苏丰县校车侧翻事故,民众不禁要问:这样的悲剧为什么一再的重演?
新唐人评论员赵培:“我们看到这次事故,证明他的安全检查和新的条例,并没有在中国基层起到实质的效果,我们看中国的校车问题,他不是说警察能够解决得了的,是一个,关键的问题是,教育投资上的钱实在太少了。”
有汽车业者表示,全中国有中小学生1亿8千万,如果以美国50%的学生乘坐校车计算,将有9千万学生需要乘坐校车。以一辆校车20到60座计算,全国需要的校车最少也要150万辆。如果以每辆25万元的价格计算,校车经费最少需要3750亿元。
11月27号,中共国务院总理温家宝说,将通过财政支助、税收优惠、鼓励社会捐赠等方式,支持农村地区提供校车服务。对此,不少网友反应,“当官的少贪点,对外少捐点,省的就够用了”。
新唐人评论员赵培:“那么这次温家宝他在半个月前提出来,就是说要做一个校车的管理安全的条例,但是这个条例里面呢,对钱的问题仍然没有交代清楚,只是说由中央政府跟地方政府分担,那么很可能就是说这个条例仍然不会落到实处。”

How Safe Are China’s School Buses
There are school bus accidents in China continually.
On the evening of Dec. 12, a fully loaded school bus rolled over in Xuzhou, Jiangsu. It has been reported that 15 people died. Once again, the public focus is on the issue of the safety of China’s school buses.
At around 1800 hrs on Dec.12, there was a major accident north of Shouxianhoutun, Xuzhou city, Jiangsu province. It is reported that a school bus of the Town Center Primary School rolled over onto the roadside mire when it tried to give way to a tricycle. It was said that there were 46 people on the bus, of which the maximum load is 52 persons. Since 14:30 Dec.13, 15 people have died in school bus crashes.
However, the official blog of “City Morning” newspaper revealed that there were 71 people in the bus when the accident happened. “Time Weekly” also published in their official blog that 71 students of grade 1 to 6 were in the bus.
Mr. Xu, a local resident says: “Officially it’s reported that there were 15 deaths, but netizens have said that more than 50 died. The official number is not correct, but it’s difficult to know the truth. Everybody is worried about the future, how can our children get to school safely?”
The so-called safe school buses technical safety standards were formulated and published. On July 1, 2010, the “Technical Safety Condition of the Dedicated Primary School Bus” was guaranteed. Li Tao, the crash test director of China Passenger Car Passenger Safety Testing Center is the main drafter. He said the regulation was drafted by China State Passenger Car Quality Supervision & Inspection Center, China Auto Technology Research Center and also some car manufacturers. But the management of mass transport hasn’t been changed
fundamentally after implementation of the regulation. The only thing he can say is “No matter how good the technical standards are, it will be nothing if there is no proper implementation.”
On Nov. 16, a Gansu kindergarten’s school bus had an accident and 21 passengers died. The Legislative Affairs Office of China State Council promulgated a “School Bus Safety Bill (draft)” on Dec.11, but immediately afterward Jiangsu had the accident on Dec. 12. The public have asked: How can these tragedies occur one after another ?..
Zhao Pei, NTD commentator: “This accident shows that safety inspections and new regulations don’t have any real effect at low levels. China’s school bus’ issue can’t be solved by the police, the real reason is that investment falls short of what is needed.”
Some auto producers said that there are 180 million primary and secondary school students. If we calculate based on the American standard that 50% of the students need to take the school bus, there are 90million students who need to take the bus.
Normally the load of a school bus is from 20 to 60 persons, which means there is a need for at least 1.5million school buses in China. If we suppose a school bus’s price is 250,000 RMB, there is a need of at least 375 billion RMB to fund school buses in China.
On Nov. 27, Chinese Premier Wen Jiabao pledged to supply school buses to rural areas by financial support, tax incentives and to encourage social donations.
Many netizens responded by saying: “If officials were less corrupt, and if central government donated less, there would be enough money to buy the school buses.”
Zhao Pei, NTD commentator says that:“Half a month ago, Wen Jiabao launched a new School Bus Safety Policy, but didn’t mention how it would be funded. He only said that central government will share with local government. So it’s very possible that this policy will not be implemented.”
Where is the School Bus? Where is the School Bus? The School Bus is a dream of many Chinese people! In that dream, everyone has a seat, can get to school safely, and the driver has good skills.
The rasping siren sound of an ambulance broke the peace of the night. Some netizens said:“More Gansu children have just died, the donation to Macedonia is still a public topic, and the new regulations have just been published, there has been another School Bus accident in Xuzhou tonight……”
Where is the School Bus? Where is the School Bus? The School Bus is in the Macedonia campus! The children there are very lucky, they have enough seats in their school bus.
