【禁闻】浙江跑路潮再起 恐蔓延全国

【新唐人2011年12月13日讯】全球金融风暴、欧债危机接连重击全球经济发展,中共祭出一连串的紧缩政策,试图抑制通膨,迫使民营企业转向地下银行筹资。如今欧洲市场需求疲弱,对中国出口造成冲击,引发新一波企业主跑路潮。这现象应证了早前专家的预测,而且渐渐在大规模出现。

中国最大出口地区—-欧洲,目前深陷欧债危机中,从最近中国的经济数据可以看出,欧债危机对中国出口带来负面冲击。随着年关还贷高峰期来临,企业资金链断裂,引发倒闭或出走的现象正在浙江各地引爆。截至今年10月初,浙江全省有228名企业主跑路,有9人因此走上绝路。

然而,企业倒闭潮为什么都发生在浙江境内,美国“南卡罗莱纳大学艾肯商学院”教授谢田表示,浙江的民营企业比较活跃,高利贷、地下银行、第三借贷市场都是比较活跃的地区,但经济危机引发的倒闭潮是全国性的,不会仅在浙江一带。

谢田:“浙江还有长三角、珠三角很多企业,已经看到很多企业有同样问题,这个资金流动也好、高利贷也好,或是整个企业面对出口订单减少出口减少,成本上升这些压力,这些是全国性的东西。”

而早前谢田就预测:“12月中下旬这现象会继续加剧,并且可能在1月底、中国新年来临之前,爆发另外一波倒闭潮。”

《21世纪经济报导》说,连日来,浙江多家地板企业负责人纷传失踪。“南浔春水”董事长于春水、“圣拉格”的姚伟都因为参与民间借贷,引发资金链断裂而出走。“宁波祥宁控股集团”负责人陈永兴全家8号也证实失踪,106名员工不知该向谁讨工资。

为了防范民企老板跑路或对工人恶意欠薪,报导说,浙江当局全面加强对企业营业监控,锁定的重点企业从3600家扩大到5000家。

谢田表示,对所有企业实施营业监控,实际上是很难办到的。

而经济时政评论家草庵居士表示,中国企业老板外逃其实跟中国社会制度息息相关。

草庵居士:“而这些逃离中国的这些人,有很多是合法的、有很多是违法的,但是我们不管你合法的人逃离还是违法的人逃离,都表明中国司法制度有严重缺陷,合法的逃离是他们没有得到保障,非法的逃离他们没有得到惩罚,这都是一个很大的问题。”

北京师范大学MBA导师段绍译说明:造成中小企业老板“跑路潮”的原因,是因为国有银行主要贷款对像为国有企业,民间公司很难借到资金。

段绍译:“跑路潮的原因,真正的原因是,我们中国的金融业,政府垄断、由政府管制,我们国有银行的钱,主要贷给了那些不怎么缺钱,甚至根本也不缺钱的国有企业,却让正常企业,就很难贷到银行的钱,甚至就根本贷不到银行的钱,这是最根本的原因。”

解铃还需系铃人,段绍译认为,政府要改变政策,提供民营企业足够的资金需求,解决资金断链问题,或许能缓解“民企外逃”现象。

Business Owners Are “Running Away” Across China

With global recession and the European debt crisis
heavily hitting the global economy one after another,
the Chinese Communist Party (CCP) has rolled out
a series of tight policies to curb inflation.
This is forcing private enterprises to turn
to underground banks for financing.
The current, weak European demand impacting Chinese exports,
is triggering a new wave—business owners are “running away.”
The flight of business owners is gradually expanding on
a large-scale, following experts’ earlier predictions.

Europe has been one of the largest importers for Chinese
goods, but is now in a deep debt crisis.
China’s recent economic data shows Europe’s recession
negatively impacting China’s exports.
With the end of the year being a time for repaying debts,
enterprises are encountering serious cash-flow issues.
All over Zhejiang Province, businesses are going bankrupt or
being abandoned.
Since early October this year, 228 business owners have
disappeared—9 of them having committed suicide in Zhejiang Province.

Why did businesses go bankrupt only in Zhejiang? Professor
at the Univ. of Southern Carolina’s Aiken Business School,
Xie Tian, says private enterprises in Zhejiang Province
are forced to rely on high-interest and third-party loans, and underground banks.
But the wave of bankruptcy caused by the economic crisis
will hit the whole of China, not only Zhejiang.

[Xie Tian, Professor, University of Southern Carolina]:
“There are many businesses in Zhejiang Province, on the Yangtze River Delta and the Zhujiang River Delta.
We see lots of businesses having similar issues—fluid funds,
high-interest loans, reductions of export orders, and an increase in cost—all are national issues.

Xie Tian predicted earlier that it would get worse in mid or late
December, and another wave of bankruptcy may appear before the Chinese New Year in late January.

The 21st Century Business Herald reported that many
business owners in Zhejiang Province had disappeared recently.
“Nansue Springwater” board member Yu Chunshui,
and “Sheng Lage” owner Yao Wei both walked away after involving in private loans that hindered cash flow.
Manager of “Ningbo Xiangning Stock Group”,
Cheng Yongxing, and the whole family of 8 people disappeared,
leaving his 106 employees having nowhere to ask for payment.

Reports show the Zhejiang Authority strengthening its
monitoring of businesses, to stop private business owners from fleeing or deliberately owing workers wages.
The authority has expanded the list of businesses
from 3,600 to 5,000.

Xie Tian says it is very difficult to monitor businesses.

Economic commentator, Mr. Cao’an says, the reason for Chinese business owners running away is
closely related to China’s social system.

[Cao’an Economic Commentator]: “Out of those
who escaped from China, many are legal, but many are not.
Either way, it shows serious issues in China’s legal system.
The legal ones are running away for lack of legal protection;
the illegal ones can get away without punishment.
Both are serious issues.”

[Duan Shaoyi, Professor, Beijing Normal University MBA]:
“The reason for medium and small enterprise owners “running away”
is that state banks only give loans to state-owned enterprises.
It is hard for private businesses to get any loan.”

[Duan Shaoyi, Professor, Beijing Normal University MBA]:
“The real reason is government monopoly and government regulation in the financial industry.
Money from state-owned banks mainly goes to state-owned
enterprises that do not need much money, or do not need any money at all.
It’s hard for normal businesses to get any loan.
This is the most fundamental reason.”

The solution needs to come from the source of the problem.

Duan Shaoyi says the government should change its policy
and provide sufficient funds to private enterprises.
Once funding issues are addressed, business owners may stop
“running away".
