【新唐人2011年12月8日讯】大陆儿童流浪乞讨问题严重,在各地城市都可以见到儿童沿街乞讨的画面。而童乞现象除了家庭因素外,另一个就是拐卖。专家表示,这牵涉到中国社会治理的问题,过去三十年来,中共以计划经济治理社会,社会基本保障不足,导致这个问题长久存在。
几年前中国国务院妇女儿童工作委员会曾发表报告说,大陆流浪未成年人约有100万人。这些流浪儿童有的是被拐骗的,也有家长“指使”出来的,还有生活困难的家庭儿童,形成严重社会问题。最近大陆公安部打拐办说,明年底前将消除街头儿童乞讨现象,不过民众认为这种承诺没有实现的客观依据,简直就是说大话。我们听听他们怎么说:
一位北京市民说,现在中共当局弄虚作假太多了,很多政策也不管用。
北京市民:“通过这事我就觉得好多事儿都没怎么管,说是管,你一看电视都挺好的,你实际出去一碰啊就全都不对了。所以(童乞)这事儿很难说管得了管不了。”
一位残疾老兵也认为,要在一年内消除童乞只能治标不治本。
残疾老兵:“他能解决一部分地区,或者是说一部分人,一部分乞讨儿童,但是不能解决所有全部,因为这里面有一个经济利益链条。”
农村有非常多的留守儿童,由于家长对他们的关注不够,很容易离开校园,或是家庭,很多孩子长期没有得到适当的照顾。“深圳当代社会观察研究所”所长、南京大学文学博士刘开明表示,这些孩子都处于接受义务教育阶段,如果他们不在学校受教育,家长和政府都有责任。童乞是个长期的现象,要消灭童乞并不简单。
刘开明:“这个社会保障体系、儿童照看体系,都是非常欠缺的,所以就会导致很多儿童流浪的城市。这些流浪的孩子如果政府又没有适当的资源来支持他们重回校园,那们肯定就不会解决这个问题。”
而童乞现象对中国社会会产生什么影响?
刘开明:“那么这个影响就是,实际存在这些人他们没有受到教育,那么就今天是乞讨,可能明天…会有其他的问题加深,乃至治安问题都会出现,这样也表现中国社会基本保障的欠缺。”
今年2月,中国社会科学院农村问题专家于建嵘通过微博发起“随手拍照解救行乞儿童”活动。他公开表示,打拐与禁止儿童乞讨并不是一回事。他说:“杜绝一切儿童乞讨,让所有乞讨儿童都回到学校,这是文明社会的一个基本常识”。

Phenomena of Children Beggars in China Highlights Social Issues
In China the phenomenon of child beggars is a serious
problem, and it can be seen on the street in every city.
The leading cause of the problem is family factors and
kidnappings.
Experts have said that this problem is related to the issue of
governance over the past three decades.
The Chinese Communist Party (CCP) manage the society
with so-called planned economy,
which lacks of basic social protection,
leading to the long existing problem.
A few years ago, China’s State Council Working Committee
on Women and Children reported that
1 million homeless people are minors.
Some of them are kidnapped, some are forced into begging
by their parents, and some are from poor families.
Recently the Ministry of Public Security said that
it would have the phenomenon of children begging on the street cleared up before the end of next year.
However, the public believes that
this is nothing more than big talk.
A Beijing resident said that the CCP makes many lies
and many policies don’t work.
Beijing resident: “I can tell from this issue that
with many problems there is no way to deal with them.
You take a look at the news on TV and it makes things
sound pretty good, however, once you step out of the door,
it’s completely different from what you heard.
So it’s hard to tell whether the issue of child begging
on the street can be stopped or not."
A disabled veteran also believes that to eliminate
child beggars in a year can only be palliative.
Disabled veteran: “The government can only solve it in
some regions, or some people and some child beggars,
but can not solve all of them, because there is an
economic chain of vested interests."
In rural area, there are many children who were left at home.
Due to their parents paying insufficient attention to them,
they easily leave school and family. Many of them
haven’t been taken care of for a long time.
Liu Kaiming, a literary doctor of Nanjing University,
director of Shenzhen Institute of Contemporary Observation,
said that those children are in the age of receiving the
compulsory education. If they are not in school,
then both the government and the parents didn’t take responsibility.
Children beggars is a long term phenomenon. It’s not easily solved.
Liu Kaiming: “China’s lack of a good social security system
and child-caring system has lead many children to straying in the city.
If the government has no appropriate resources to support them
to return to school, this problem can never be solved."
What impact will the phenomenon of children begging in the
streets have on Chinese society?
Liu Kaiming: “Well, the impact is that those children didn’t
receive any education. Today they are begging for food, and
maybe tomorrow…it can bring about further and deeper issues
which could threaten security. It shows there’s lack of basic protection in China."
In February, Yu Jianrong, a rural issues’ expert of China
Academy of Social Science set up an official micro-blog account for the “Photograph and Rescue of Child Beggars".
He stated publicly that combating abduction is not the same as
prohibiting child beggars.
He said: “Eliminating the phenomena of child beggars and
sending all children to school is basic common sense in any civilized society."
