【新唐人2011年12月6日讯】中国软件评测中心日前发布的“2011中国政府网站绩效评估结果”揭示,用户对政府网站的满意率仅有1成多。评论人士指出,政府网站就是中共的宣传系统,民众自然对它不满意。下面请看本台记者的报导。
大陆的政府网路服务开办已经进入第十年,但绩效却不如预期。官员普遍将网站的运转与管理当成额外负担,网站经常出现无人管理和管理不到位的窘境。有的网站长时间不更新,有的只是用“已阅”来糊弄民众投诉,很多网站形同虚设,而网站的安全问题更是令人忧虑。
对于这次的政府网站满意度调查,“六四天网”负责人黄琦表示,政府网站本身就是中共的宣传系统,民众对它的信任度降到很低,这是正常的。
黄琦:“民间一系列网站在这个信息发布上,特别在信息真实度,还有前瞻性一系列里面,是远远超过中国(中共)政府很多网站,两相比较下,官方网站的信任度就在民间网站大量真实信息的冲击下,已经变成了一堆稻草,可以说没什么价值了。”
黄琦谈到,许多访民上政府网站查询政策信息,发现很多都已经过时、甚至不真实,拿着这些条文到有关部门去,还被当成笑谈。
黄琦:“所以中国(中共)政府的信誉就在自身施政过程当中,由于言行不一,造成民众对其信任度的彻底丧失。应当说是中国政府自身问题的反应而已。”
今年6月,媒体曾经曝光,四川凉山自治州会理县政府网站的头条图片新闻,所用照片居然造假,3位县领导经图片编辑PS处理后“悬浮”在公路之上,被网民称为悬浮照。而不久之后,山西寿阳县也陷入“PS门”。
大陆网民“了大愿”:“我最近看这个中共政府网站,它们的网民对它们信任力极低,因为大家都觉得,看完得不到任何真实的东西。我觉得应该有更多的人来关注中共的网站,来看看中共政府网站是怎么撒谎的,怎么去掩盖真相的,怎么耍流氓的。”
“中国软件测评中心”研究员王理达对大陆媒体表示,政府网站的资金来自于财政拨款,没有商业竞争,当局应该加强对网站建设的考核。
虽然迫于民众的压力,大陆国务院曾经要求各地方政府部门进行“信息公开”,但很多民众想要了解的政务信息依然被列为保密。河北省馆陶县代县长、年仅29岁的闫宁的个人简历,就曾经被当地政府列为机密,在政府网站上消失。
而与此相反,一些不该公开的民众隐私信息却在政府网站上被泄露。大陆媒体报导,曾经有政府网站泄露过交通一卡通的搭乘信息,只要输入卡号可以随意查询乘客资料,而相同的问题如果发生在税务机关的网站上,那么更多的个人税务资料就会被外流。

Over 80% Of Users Not Satisfied with Mainland China’s
Government Websites
China Software Testing Center recently released the 2011
Chinese Government Website Performance Evaluation Results, which reveals a 10% satisfaction rate.
Commentators pointed out that Chinese Government’s
websites are part of its propaganda system,
resulting in people not being satisfied with them.
It has been10 years since the Mainland Chinese government
set up internet services, but performance is lower than expected.
Officials in general think of website operation and
management as additional burdens.
It is common that websites are unattended or poorly managed.
Some websites have not been updated for a long time,
some always label people’s complaints with “have read."
Many websites exist in name only.
Website security is also particularly concerning.
Regarding the satisfaction ratio, establisher of 64tianwang.com,
Huang Qi, said these websites are part of the Chinese Communist Party (CCP)’s propaganda system.
It is within expectation that the public do not trust them.
Huang Qi: “The non-government websites by far surpass
CCP’s websites in terms of accessibility and truth, as well as the insight of the analysis.
Information on official websites is garbage, compared to
the real information on non-government websites.
Huang Qi said, many petitioners visit government websites
for information, only to find out it is outdated and even false.
When petitioners follow the online procedures,
they were even laughed at.
Huang Qi: “Therefore the CCP has lost its credibility.
The inconsistency between what it says and what it does
caused the public to lose trust in it.
This is a reflection of the CCP itself.”
In June 2011, some media revealed the headline picture on
the website of Liangshan Autonomous Area, of Sichuan Province, was fake.
The pictures of three leaders were pasted on a road.
They look like they are flying.
Netizens nicknamed it the “flying picture.”
Soon after, a similar incident happened in Shanxi Province.
A Chinese netizen “Liaodayuan”: “I recently visited some
Chinese government websites.
Netizens have very low trust in these sites.
We do not get any real information.
I think more people should pay attention to these websites.
They should come to see how the Chinese government lies,
covering up the truth on the internet."
China Software Testing Center researcher Wang Lida
told China’s media,
that the financial source of these websites
are from the government, without competition.
The government should strengthen the evaluation of the sites.
Facing the pressure from people, China’s State Council
asked local governments to “open up information.”
But the information people want to know is still classified
as confidential.
For example, the resume of 29-year-old county leader
Yan Ning of Guantao County, Hebei Province,
is classified by the local government as secret,
and has disappeared from the government web site.
By contrast, some sensitive information that should not be
revealed was leaked on the government websites.
According to Mainland media, some government websites
once revealed traffic boarding card information –
passenger information will show up
by entering card numbers.
If similar problems occur with tax authorities’ website,
personal tax information will be leaked.
