【禁闻】河南宋基会花善款建宋庆龄像?

【新唐人2011年11月8日讯】争议不断的河南省“宋庆龄基金会”(宋基会),最近又在郑州竖起了一座巨型雕像,宋基会工作人员说雕像是“黄河女儿”,承揽设计的广州美术学院雕塑系副主任蒋剑韬则说是宋庆龄雕像,不过,民众最关心的还是雕像“雕像是不是用善款建造的﹖”,希望宋基会能公开信息。

两个月前深陷“贷款门”的河南省宋基会,最近又在河南省郑州市郑东新区,建造一座8层楼高的宋庆龄石材雕像。此前,有媒体报导河南宋基会疯狂吸金却无心公益。因此,民众质疑:如果把这笔钱用在公益上,不是更好吗?

这尊雕像高达24.15米,基座800平方米,里面有一间可容纳600多人的会议厅。雕像在福建雕刻后,运抵郑州组装,预计11月底完工。原来由广州美术学院承揽工程,后来因意见不合,宋基会单方面中止了合同。

许多网友跟帖留言说:“干嘛弄这么高啊?”、“真不明白干嘛要放个宋女士的雕像啊,还那么巨型!这样浪费金钱、浪费资源。”

郑州市民李春霞女士表示,基金会这些机构都是在搜刮老百姓的血汗钱,给他们脸上添光。

李春霞:“因为老百姓捐出来的这个钱,自己并把握不了,这都是当官的说了算,他想拿这个钱干啥他就干啥,你老百姓没有权利去过问呀。”

今年9月份河南宋基会就曾爆发“善款放贷”、“善款投资”、“公益项目缩水”等丑闻。它涉足证券、地产、融资担保等众多行业,资产超过30亿元,在全国所有慈善基金会中,名列第一,但在公益支出的排名却落在十名之外。

河南宋基金会工作人员:“网上质疑这些问题呢,因为调查组已经介入,然后,至于什么时候公布,这是省里面的决定,我们没有权利干涉。”

河南宋基会管理层身份也颇受质疑,据说,基金会的主席、副主席、秘书长、副秘书长中有不少官方身份,有一些还是大企业的董事长、老总。

“二十一世纪中国基金会”创办人杨建利表示,像河南宋庆龄基金会这种政府支持的组织,也等于是准政府的一个机构,里边官僚化非常严重。

杨建利:“最近郭美美的事件,在中国也暴露出红十字会很多腐败的问题,就是这种监管,因为他们是半官方单位,就像政府组织一样是不受民间监督的。而且他们背景都是官方背景,所以他们权力不受限制,所以这样的所谓的慈善机构,挂着慈善机构牌子的这些单位也产生了腐败,和其它官僚单位的腐败没有两样。”

杨建利还指出,在中国像慈善基金会这样所谓的非政府机构,都是政府控制的,而很多真正从事社会公益事业的组织,根本没办法注册成为免税的非营利组织,只能按照普通机构来运作,这就使这些公益组织的生存非常困难。

2009年民间法律援助组织——“公盟”被北京当局罚处巨额税款,法人代表许志永博士被长时间关押。2011年同样热心公益的著名艺术家艾未未被当局关押80多天,最近又被当局指称“逃税”,追加税款高达1522万元。

Charity Foundation Splashes Out On Statue

Recently, the controversial ‘Soong Ching Ling Foundation’
(Soong Foundation) put up a giant statue in Zhengzhou.
The staff of the Soong Foundation said that the statue
is the “daughter of the Yellow River."
Jiang Jiantao, Deputy Director of Guangzhou Academy
of Fine Arts, contracted for the design, said that it’s the statue of Soong Ching Ling.
However, the public are most concerned about
whether the statue is built with the charity money.
They hope the Soong Foundation will reveal this information.

The Soong Foundation of Henan Province, which was involved
in the loan scandal two months ago, recently built an 8-levels high stone statue in Henan Province.
Earlier, media reported that the Soong Foundation desperately
collected money without caring for public welfare.
Therefore, people questioned: Wouldn’t it have been better
if the money were spent on public welfare?

The statue is 24.15 meters high, with a 800 square meter base,
and a meeting room inside, which can fit over 600 persons.
Sculptured in Fujian, the statue was shipped to Zhengzhou
for assembly. It is expected to be completed in November.
The project was originally contracted
by the Guangzhou Academy of Fine Arts.
However, due to disagreement later on, the Soong Foundation
unilaterally terminated the contract.

Many netizens posted comments like: “Why make it so high?”

“It’s hard to understand why put a statue of Soong there,
and even so huge! Such a waste of money and resources.”

Miss Li Chunxia, a citizen of Zhengzhou city, said institutions
like the Soong Foundation are all plundering people’s hard-earned money, collecting “honor” for themselves.

Li Chunxia: “The money that our people donated is sure
to not be held. It’s decided by the officials.
They use the money for whatever they want.
Our people have no rights to supervise. “

In September, a few scandals emerged, like “loaning
and investing charity money,” and “shrinking public projects.”
The Soong Foundation is involved in securities, real estate,
financing mortgages and many other businesses.
Its total capital is over RMB 3 billion, ranking first among
charitable foundations all over the country.
But it’s spending for public welfare ranks lower than 10.

As to the doubts, the staff of Soong Foundation of Henan
said that people can ask the authorities in charge.

Staff, Soong Foundation of Henan: “For the doubts online,
the investigation group has already intervened.
Then, as to when to release the result, it’s decided by the
provincial officials. We have no right to interfere.”

The status of management in Soong Foundation
is also being questioned.
It was said that the chairman, deputy chairman, secretary and
deputy secretary of the foundation have officials’ statuses.
Some of them are chairmen and CEOs of large corporations.

Yang Jianli, founder of ‘21st Century China Foundation,’
said that organizations like the Soong Foundation are supported by the government.
It belongs to a quasi-governmental agency,
with very serious bureaucracy inside.

Yang Jianli: “The recent event of Guo Meimei
has exposed a lot of corruption issues in China’s Red Cross.
This kind of supervision is semi-governmental, it’s beyond
the supervision of civil society, just like the government.
And their background is official,
their power is unrestricted.
These so-called charity agencies, hanging charity signs, are
corrupt as other bureaucratic authorities, with no difference. “

Yang Jianli points out that so-called non-governmental
“charity foundations” are all controlled by the government.
Many organizations that are truly engaged in public welfare
cannot register as tax-exempt, non-profit organizations.
They can only operate as common institutions.
This makes it very difficult for the public welfare organizations to survive.

In 2009, the civil organization of legal aid, ‘Public Union’,
was fined with a huge tax penalty by Beijing authorities.
And Dr. Xu Zhiyong, its legal representative,
was detained for a long time.
This year, Ai Weiwei, a renowned artist also committed
to public welfare, was detained for over 80 days.
He was recently charged with “tax evasion" by authorities,
with an additional tax of up to RMB 15.22 million.
