【禁闻】29岁县长 又一场“拼爹游戏”?

【新唐人2011年9月24日讯】日前,河北省馆陶县更换了县长,新任代理县长是只有29岁的“80后”青年,成为大陆“最年轻县长”。他在官场的快速提升经历,让民众感叹:现在的中国已经进入了“拼爹时代”。评论指出,中共不垮,这样的人事腐败事件就会不断上演。

1981年出生的年轻官员闫宁,在河北省邯郸市最新的干部换届中,被提拔为馆陶县县委副书记、代理县长。 29岁的闫宁因此成为大陆“最年轻县长”。

这一升职引起了网民和传媒的热烈议论,但人们无法获得闫宁的简历等资料。

“六四天网”创办人黄琦:“中共的很多干部,在其升迁的过程当中,很多资料并没有采取公开公示的办法,这是干部人事制度腐败的一个主要原因。”

迫于压力,馆陶县近期在政府网站上公布了闫宁的简历。简历显示,闫宁1981年12月出生,河北永年县人,17岁参加工作,大专学历。从2005到2007年,不到3年的时间里,闫宁多次更换工作单位,获得4次提拔。

对此,《中国企业家网》质疑,29岁县长是又一场“拼爹游戏”。

山东大学退休教授孙文广:“他(中共官员)通过,或者自己家里的亲人的关系,或者是他会投机取巧,或者他怎么样来逢迎拍马,怎么样迎合上级,那么他就可以飞快的往上提。这就是中国当前官场的一个现状。”

《法治周末》报导,网上信息披露,闫宁的爷爷曾任河北永年县政府办公室副主任、招待所所长﹔他的父亲曾任永年县政府办公室副主任、县供电局局长,闫氏近亲中有两个厅级和三个县级干部。

馆陶县政府一位官员对《法治周末》记者表示,闫宁在副处级的职位上工作不满两年,就被提拔为正处级,是违反规定的。

“六四天网”创办人黄琦:“如果当局能够,把这些干部在从业过程中作出的政绩、以及提升的种种工具,公之于众的话,就可以杜绝官员升迁过程中的诸多问题。而且,正是由于官员升迁过程中出现的很多问题,也导致了中共干部大面积的腐败。”

近年来,大陆不断爆出“80后”年轻人获得快速升迁的事件,屡屡吸引民众与舆论的关注。

比较典型的包括:2008年,80年出生的张辉被任命为山东省团委副书记,成为副厅级干部。同样是80年出生的周森锋,2009年被任命为县级市——湖北宜城市的市长,成为大陆“最年轻市长”,两年后再获提拔,成为湖北省神农架林区代理区长。而他们的晚辈,1986年出生,年仅25岁,被称为“美女镇长”的牟阳,则因为参加工作仅仅3年,就被提升为镇长人选,而引来多方质疑。

黄琦对《新唐人》表示,这些问题的出现,是因为中共政府,不允许老百姓对他们进行监督。

黄琦:“因为党内监督在大家看来,就是形同虚设。因为入党宣誓的誓言就是,党的利益高于一切,所有问题在上级官员、所在区域的党(来监督),这样的监督可以说,是没有什么作用的。离开了民众的监督、离开了舆论的监督,中共还会发生无数人事腐败案件。”

今年7月媒体曝光,有材料指证,将要升任副厅级的云南女官员党煦燕从普通科员到正处级,只用了约800天时间,平均每195天就提拔一级。 2008年,党煦燕得知昆明高新区管委会前主任要提拔一名女官员,当众大声哭叫:“陪你睡了七年,你这个大流氓,谁和你睡你就提拔谁!”

A 29-year-old Mayor: Another “Dads Competition" Case?

Recently, the county mayor of Guantao, Hebei Province,
has been replaced with a young, 29 years old, post-80s man.

He become the “youngest county major" in mainland China.

His rapid climb up the officials’ ladder made peoples’ sigh:
“Today’s China has surely entered ’Dads’ competition era.’”

Analysts point out, such personnel corruption will continue
until the collapse of the Chinese Communist Party (CCP).

Yan Ning, a young official born in 1981, was promoted
to vice secretary and deputy county mayor positions

in the latest officials’ replacements in Handan City,
Hebei Province.

The 29-year-old Yan Ning become
the “youngest county mayor” in mainland China.

The promotion is intensely discussed by netizens and media.
However, people can not get Yan Ning’s résumé information.

Huang Qi, the founder of “June Fourth Skynet", said:
“During the promotion of many CCP’s officials,

most of their information is not shown to the public. This is
the main reason for corruption in official’s HR system."

Under pressure, Yan Ning’s résumé was eventually published
on the government website of Guantao County recently.

The résumé shows that Yan Ning is born in December 1981,
in Yongnian County of Hebei Province.

At the age of 17 he had a college degree,
and started his work experience.

During 2005 and 2007, within less than 3 years, Yan Ning
changed his workplace several times and had 4 promotions.

Reading this, “Chinese entrepreneur’s network" questioned,
is this another ’Dads’ competition era’ case?

Sun Wenguang, a retired professor from Shandong University,
said: “He (the CCP official) resorts to the relationships

with his relatives, or is opportunistic, or knows how to flatter
and meet high officials’ needs, so he’ll be promoted quickly.

This is the state of China’s officials at present.”

“Rule of law over the weekend" reports on the thought
provoking details of his family tree, shown online.

Yan Ning’s grandfather was the deputy director in the Office
of Yongnian County and the director of guest houses.

His father was the deputy director of the Office of Yongnian
County and director of the county’s power supply bureau.

There are 2 department-level and 3 county-level officials
among Yan’s immediate family.

An official of Guantao County said to the reporters of
“Rule of law over the weekend", regulations were violated

when Yan Ning was promoted to division-level,
with staying at vice division-level less than 2 years.

Huang Qi (founder, “June Fourth Skynet"):
“If the authorities open the information to the public,

like the performance during the officials’ serving,
and the criteria for promotion,

this will put an end to many problems in the process
of officials’ promotion.

Also, as there are many issues during officials’ promotion,
this results in a large scale corruption among CCP officials."

In recent years, the continuous burst of post-80s’ rapid
promotion attracted the attention of the public and the media.

Typical cases for example are those of the young leaders
Zhang Hui, Zhou Senfeng and Mu Yang.

Zhang Hui, a youth of post-80s, was appointed in 2008 as
a Shandong’s deputy secretary of Youth League Commission,

becoming an official at the level of department deputy.

Zhou Senfeng, also a youth of post-80s, was appointed as
a mayor of Yi Cheng City, a county-level city in Hubei,

becaming the “youngest mayor” in China. Two years later he
got promoted to deputy director of Shennongjia Forest Region..

And from even younger generation, the born in 1986 Mu Yang,
was only 25 when she become known as the “beauty mayor”,

when she was promoted to a candidate of township mayor
just after 3 years work, evoking doubts in many people.

Huang Qi said to NTDTV that these problems happened
because CCP does not allow for people’s supervision.

Huang Qi: “We view the supervision within CCP as useless.
Because the oath is that the party’s interests are above all.

All are supervised by higher officials and the party
in the region. This kind of supervision has no effect.

Without public’ and media supervision, CCP will still commit
numerous corruptions in the human resources’ system.’”

In July this year, some media exposed factual evidence
of Dang Xuyan, a female official in Yunnan,

being due to be promoted to deputy department-level official,
only after 800 days as an ordinary clerk within division-level,

with one level of promotion at every 195 days on average.

In 2008, when Dang Xuyan found out that another female
is due to be promoted by a former director

of High-tech Zone committee of Kunming,
she cried publicly, saying:

“Having slept with you for 7 years. You are such a big rogue,
you will promote any woman who sleeps with you.”
