【新唐人2011年9月22日讯】美中两国官员的“三公消费”成为大陆民众聚焦的话题。美国新任驻华大使骆家辉搭乘经济舱，副总统拜登访华期间吃“79元的总统套餐”，这两笔美国高官在中国的“三公消费”引来民众的热议。大陆新闻透露，中国一年的“三公消费”相当于390年美国大选的费用。请看报导。
《美中地带》网站报导，美国公务员的“三公消费”受严格限制，想乱花纳税人的钱，根本不可能。除残疾、赶时间等特殊理由外，出差不准坐头等舱，一般只乘坐经济舱。
报导分析，美国公务员出差以省钱为第一原则。出行存在严格的规范，除规定机舱等级之外，出差住宿标准也有规范，如：每年根据目的地物价指数调整住宿费用标准，北京每天257美元。美国各部门还为员工提供出差“省钱绝招”。
“中国社会民主党”中央委员会主持人刘因全表示，美国官员经过严格的选举、考察产生，对选民负责，让老百姓认可，才能赢得老百姓的支持和好感。加上美国的监督制度健全，因此决定了美国官员的价值观。
刘因全：“ 美国的制度是健全的，他有两个党的监督，有在野党的监督，有国会的监督，有独立的司法系统的监督，另外还有新闻系统的监督。美国的这种三权分立，两党制，互相监督，两个党互相监督，这种制度就保证了他的官员的清廉。 ”
刘因全还表示，美国是一个言论自由、新闻自由的国家，只要官员犯了错误，调查属实，媒体就可以报导。加上检察和司法部门独立，就可以对官员进行监察、罢免，甚至逮捕，所以美国的官员小心谨慎。然而，在中国大陆却恰恰相反。
广东省汕尾市“最牛烟草局长”陈文铸，被举报涉嫌多项腐败。汕尾市委宣传部调查发现，陈文铸一年吃掉1200万元，一次享用3、4万元极品燕窝，一顿可以耗费8万元美味佳肴，一天最多能让13万元山珍海味穿肠而过。
最近，湖北省委第六巡视组在秭归县巡视20多天，总共花费80多万元。作为国家级贫困县，2010年秭归农民人均年纯收入才3497元。官员巡视20天的开销，相当于200多名秭归农民全年收入的总和。
全国人大常委会办公厅研究室特约研究员王锡锌在《新闻1+1》节目中透露，中国的公款吃喝、公费出国、公车开支一年是19000亿。占行政开支的60%。
《美中地带》把中国大陆官员的“三公消费”数额，和美国大选费用做了一个换算对比，结果是，中国政府部门一年的‘三公’支出相当于390年的美国大选费用！
浙江民主人士邹巍：“专制这个制度它为“三公消费”提供了一个大环境，就是提供了这个腐败的场所。那么，通过大陆的“三公消费”，美国副总统拜登访华、和美国驻华大使骆家辉在中国的低廉的公务消费相比，形成了巨大的反差，这也是中国目前的制度，和西方发达国家的民主制度的优劣所在。”
邹巍认为，在民主国家像骆家辉和拜登这样的消费是正常的，但在中国大陆却成了新闻，实际上恰恰证明了中国目前没有真正的民主制度。

The accommodation spending limit is adjusted each year

how to save money on working trips to employees.

The department of Tabaco’s secretary in Shanwei Guangdong,

he enjoyed 40,000 Yuan worth of highest grade Yan Wo

and spent 130,000 Yuan on exotic delicacies in one day.
Recently, Hubei Provincial sixth inspection teams visited
Zigui district for 20 days with spending totaling more than 800,000 Yuan.
As one of the poorest districts in the country,
farmers in Zigui district have a net income of 3497 Yuan for 2010.
The spending of those officials in 20 days equals the
total annual net income of more than 200 farmers in Zigui.

The “3 consumptions" of Chinese officials and Biden’s and
Locke’s visit to China contrast greatly,
demonstrating the difference between Chinese communism
and democracy in developed countries.
Zuo Wei believes, in democratic countries, spending like
Locke and Biden is normal;
however, it became big news in Mainland China,
which clearly shows China does not have a democratic system.
