【新唐人2011年8月6日讯】南海一直是菲律宾与中共存在主权争议的水域,中共多番抗议菲律宾在南海开采石油的计划。但是,菲律宾官方最近证实,包括“中海油”等中国国营企业在内的3家中方企业,参与了菲律宾南海探油许可证的公开竞标。中国民众反应说,这是变相承认了菲国拥有南海主权,“这与卖国有什么区别?”。
菲国总统艾奎诺六月末,对外宣布将在南中国海海域开采石油和天然气资源,希望通过“开采许可证”的竞标,为菲律宾筹集75亿美元的外来投资。
《法新社》报导,菲律宾能源部副部长拉约格8月2号宣称,已经有多家外国公司表达了有兴趣在西部巴拉望岛海域钻探油气田,其中包括中国最大的国营石油公司——中国海洋石油有限公司,以及另两家中国公司。
据菲律宾当地媒体报导,除“中海油”外,参与竞标的还有中国石油集团旗下的“东方地球物理勘探有限责任公司”,以及香港创业板上市公司——“中国百田石油国际集团有限公司”。
报导还说,菲律宾官员声称,菲律宾政府对此石油开采计划授权之前,中共没有表示任何反对。
针对此事,新加坡《星洲日报》报导说,中国民众强烈反弹,怒斥国企“卖国”。
时政评论家陈破空认为,那片海域如果是属于中国的话,民众所说的国企“卖国”确实贴切。
陈破空:“ 中共政府真的要坚持南海主权的立场,坚持那片海域或岛屿有争议的话,当然不能允许自己的公司去投标竞标。第二个,这等于说对别人领海领土的承认。但是中共政府之所以没有做,这一方面,中共政府表面上做一套,实际上做一套。表面上作给老百姓看他在捍卫国家主权,当大声公大喊大叫,但实际上他有可能在跟别的国家搞内线交易、暗盘交易,在出卖国家利益。甚至于在这些利益之中有中共高层官员私人利益在里边。”
而“权力运动”组织负责人胡军也向《新唐人》表示,中共为维持它的独裁统治,可以出卖国民的利益来换取中间国家对它的支持。
胡军:“我们可以看见它的金钱外交,它就是采取这种办法,去贿赂那些国家,让那个国家支持它去屠杀它的百姓是合法的。它可以任意去出卖,这种事情不是一次两次,像钓鱼岛的事,像蒙古,当时前中共毛泽东干的这个事情,还有像印度、西藏那土地…都是中共对它的独裁统治,对老百姓进行奴隶化,它都会采取这种方式。因为这是一贯的。”
“中海油”声称,公司对市场传言不予评论,但认为“搁置争议、共同开发”是中共处理南海问题的一贯主张。
不过,网民表示费解,说,为何中国不敢前去开采自己口口声声拥有主权的南海石油资源,却参与侵占南沙的菲律宾对外招标?这难道就是所谓的搁置争议,共同开发吗?
有网民更质疑,这是赤裸裸的丧权辱国。
菲律宾将于2012年公布中标者。而这次竞标活动,正好在中共坚持声讨南海主权的同时,媒体认为,菲律宾狠掴了中共一巴掌。

Traitors of South China Sea
South China Sea sovereignty has been in dispute between
the Philippines and China.
The Chinese Communist Party (CCP) has repeatedly protested
against Filipino oil exploration plans on the South China Sea.
The Filipino government recently confirmed that three
Chinese companies, including state-owned enterprise
China National Offshore Oil Corporation (CNOOC),
are bidding for an oil exploration permit
issued by the Philippines in South China Sea.
Chinese people said this acknowledged the Philippines’
sovereignty over the South China Sea,
thus, “equivalent to betraying China."
At the end of June, Filipino President Aquino announced
to explore oil and gas resources in South China Sea.
He hoped to raise USD $ 7.5 billion of foreign investments
by auctioning an “oil exploration permit.”
Agence France-Presse reported that Deputy Minister
of the Philippine Department of Energy announced on Aug. 2,
many foreign companies have expressed interest in exploring
the oil and gas fields in the waters near the island Palawan,
including China’s largest state-owned oil company CNOOC
and two other Chinese companies.
According to the Filipino media, in addition to CNOOC,
the other two Chinese companies are
China National Petroleum Group’s (CNPC) BGP
and Hong Kong’s
Polyard Petroleum International Group Limited (PPIG).
As per the article, Philippine officials claimed that
the CCP did not express any objection before
the Filipino government approved the oil exploration plan.
Singapore’s Sin Chew Daily reported a strong reaction from
the Chinese, calling the state-owned enterprises “traitors."
Political commentator Chen Po Kong said that
if South China Sea is part of China, then calling
the state-owned enterprises"traitors" is very appropriate.
Chen Po Kong: “If the CCP indeed claims sovereignty over
the South China Sea and over its waters and islands,
it would not allow its own companies to bid, which is
equivalent to recognizing the Philippines’s sovereignty.
The Chinese government did not do it, which shows that
superficially, it pretends to defend China’s sovereignty;
behind the scene, it trades China’s interests with the others,
to benefit the CCP’s officials.
Hu Jun, head of Human Rights Campaign in China, told NTD
that the CCP could sell out Chinese people’s interests
in exchange for support from neutral countries,
in order to maintain its dictatorship.
Hu Jun: “We can see dollar diplomacy used by the CCP.
The CCP bribes and supports some countries
to kill their own people.
It happened many times, like the issue of Diaoyu Islands,
Inner Mongolia, Mao Zedong’s handling of Tibet, etc.
The CCP’s dictatorship enslaves the Chinese people.
It has consistently used this approach."
CNOOC said it would not comment on rumors. It said that
“putting aside disputes and seeking common development"
is the CCP’s consistent stand regarding South China Sea issue.
Netizens are puzzled, as to why China dares not drill oil in
the South China Sea, over which the CCP claims sovereignty,
but instead bidding for a permit issued by the Philippines,
which occupied the Spratly Islands?
Some netizens considered it a humiliation to the nation
by forfeiting China’s sovereignty claim.
The Philippines will announce the winner of the bid in 2012.
The bidding process started, when the CCP claimed
China’s sovereignty over the South China Sea in high-profile.
Media said the Philippines slapped the CCP hard on the face.
