【新唐人2011年7月15日讯】“京沪高铁”于6月30号全线开通,但刚运行两周,就发生两次断电,导致高铁停运。周二的断电事故导致30辆列车停运。此外,高铁南京南站大厅出现漏水和地基下沉现象。民众质疑高铁的品质和安全问题。专家表示,高铁的工程建筑和品质管控环节都有漏洞,有可能存在安全隐患。
据大陆媒体报导,7月12号,“京沪高铁”安徽宿州附近供电设备故障。故障导致至少11趟抵达北京南站的列车晚点,同时3趟列车从北京南站推迟发车。7月10号,因山东省境内雷雨大风,造成“京沪高铁”曲阜线19趟下行列车晚点。
媒体引述一位曾经参与“京沪高铁”电网建设的专家分析说,12号的故障应该是牵引系统的电力出了问题。如果一个牵引站坏了,只需要几秒钟至几分钟,就可以实现电源切换。而这次供电设备故障却用了2个小时抢修。最可能的三大原因是:设备本身品质问题;设备安装施工工艺有问题;或者人为操作出现问题。受天气影响的几率特别小。
而对于10号雷雨造成的接触网故障,这名专家表示,一般的雷击会造成暂态短路,过几秒钟就能恢复,而这次导致接触网长时间断电,很可能是雷击直接导致接触网断线,造成永久故障;或者是大风将树枝、风筝线等异物搭到接触网上,造成永久接地。
另外,中国《江苏网》12号报导,由于受到暴雨的影响,高铁南京南站换乘大厅出现漏水和地基下沉的现象。南站的换乘大厅出现很多的积水,有部分下沉的区域,积水超过了人的脚踝处。
北京交通大学经济管理学院副教授李红昌表示,中国工程在建设管理体制,品质监管以及施工队伍,选材品质,施工工艺等各个环节,都存在诸多问题。今后高铁可能还会暴露出更多问题。
李红昌(北京交通大学副教授):“因为我们很多的专案,是‘三边工程’,所谓的边设计,边建设,边规划,三边工程比较多,这样的情况下有没有严格的科学的施工和管理的程序,再加上施工队伍良莠不齐,又有很多管理不规范的问题。我相信这个现象应该存在在很多方面。以后随着运营时间的延长,应该有很多问题会暴露出来。”
李红昌也认为,工程品质问题会对高铁的安全造成隐患,铁道部出于安全考虑,已经把最初的速度每小时380公里降到每小时300和250公里。
著名专栏作家杨恒均在7月5号为尝个新鲜,去坐了一次“京沪高铁”。事后他朋友开他玩笑说,你怎么连高铁都敢坐?自从铁道部长刘志军贪污案被揭发出来之后,民众都怀疑高铁是不是豆腐渣工程?
杨恒均(专栏作家):“现在还真不敢挖。你这个贪污到底贪污在哪?这个承包的人是不是你的亲戚朋友?他们为什么要给你贿赂来承包高铁? 我如果没有偷工减料,没有豆腐渣工程,我为什么要行贿你?我要来做这个工程啊?我赚什么钱啊?这都是可以想像的。”
《新京报》引述中国中铁的文件说,“京沪高铁”接触网采用雷电防护技术,电气冰融技术,提高了综合防灾性能。既然如此,为何仍然被雷击?对于媒体的质询,中铁电气化局官员王志坚表示,电话里一两句话解释不清楚,但又表示,事故的原因正在调查中。

High-Speed Rail Safety Failure
Beijing-Shanghai high-speed railway has ceased operation
due to two power outages, after running for just two weeks.
On July 12, 30 trains were halted. At South Nanjing Station,
water leaks were found in the lobby, and its base is sinking.
This caused the public to question the quality and safety
of the high-speed rail. Experts believe there are major flaws
in the construction and quality control, posing security threats.
Chinese media reported on July 12, that the high-speed rail
Beijing-Shanghai suffered power outage near Suzhou, Anhui
due to power supply equipment failure.
The failure caused at least 11 trains to be delayed.
On July 10, due to a heavy storm, 19 trains were delayed.
A power system expert who worked on the railway project
was cited by the media that the failure on July 12 should be
due to traction system electricity issue.
If a traction power station fails, it takes a few minutes to repair.
However, it took 2 hours to fix the recent equipment failure.
The three most likely causes are:
component quality issue, component installation flaws,
and incorrect operation. A weather-related failure is unlikely.
Regarding the failure caused by a storm on July 10,
experts think that temporary short circuit should be cleared
in seconds, but it lasted long enough to cause a power outage.
So, it’s unlikely to be due to lighting strike of the power line,
causing permanent damage, or due to a tree branch, kites or
other objects caught in the line.
In addition, Chinese media Jiangsuwang reported on July 12,
that due to a heavy storm, leaks were found in the lobby of
South Nanjing Station and that its foundation started sinking.
A large amount of water accumulated in the station lobby
submerged people’s feet in some areas.
Beijing Jiaotong University Business Administration
Assistant Professor Li Hongchang said that in China’s
construction projects, there are many flaws in project admin,
quality control, construction crew, and material selection.
In the future, many other problems
may be exposed in the high-speed rail projects.
Li Hongchang: “Many are ‘three parallel projects’,
which means the project design, construction, and planning
are taking place at the same time.
Strict, scientific construction and management procedures
do not exist for these projects, in addition to inexperienced
construction crews and many other procedural issues.
I believe such phenomenon exists in many areas.
As (the high-speed rail) continues to operate,
many such issues will be exposed."
Li also believes that quality issue will cause safety risks
for the high-speed rail, that’s why the Ministry of Railways
has reduced the speed from 380 km/h to 300km/h and 250 km/h.

Beijing Times cited documents from the Ministry of Railways
saying that the Beijing-Shanghai high-speed rail uses
lightening protection and disaster prevention technologies.
So why was it still stricken by lightening then?

said the cause of the accident is under investigation.
