【禁闻】计生官员“没收”婴儿出口

【新唐人2011年5月12日讯】继人贩子拐卖女童给人做童养媳事件后,英国媒体又报,湖南邵阳计生办以违反计划生育政策为由、强行抱走婴幼儿,以索取“社会抚养费”,编造“弃婴”材料,再贩卖给美国、荷兰等想要领养的家庭,从中抽成牟利。消息曝光后,立即引起超过3万3千个网民评论。

英国《每日电讯报》报导,中国财新网《新世纪》周刊的一项调查报告,揭发了湖南省邵阳市“邵氏弃儿”出口的黑幕。报导中说,湖南省邵阳市隆回县计划生育部门官员以计划生育做幌子,强行抱走20多个初生婴儿,先送往福利院成为孤儿后,再以每个3000美元贩卖到海外,计生官员则可获得1000元人民币报酬。

据报导,这些婴儿并不全是“超生”,有的还是第一胎,在付不起“社会抚养费”的情况下,被计生办抱走的孩子就被送往福利院,统一改为“邵”姓,全成了“邵氏弃儿”。

报导还说,邵阳当地政官员通常会先锁定目标,然后带领几名计生办工作人员闯入目标家中,强行将婴儿掳走,要求缴付社会抚养费,缴不出费用的婴儿就成了他们牟利的标的。

湖南“邵氏弃儿”出口事件,在网路上引起了轰动,《每日电讯报》表示,在中国知名的网易网站,这条消息立即引起超过3万3千个网民评论,并且成为当天最热门的消息,但是很快的,就被网站撤下。

有推特网友(pkuteaparty)建议说:湖南计生办抢村民婴儿卖到国外,受害者家属应该以“反人类罪”对有关人员提起国际审判。

据了解,中国地方官员为了有效实施《一胎化》政策,阻止人民生育太多小孩,长期使用暴力强制手段。人权工作者陈光诚在故乡山东,揭发了地方计生官员使用强迫暴力手段实施一胎化政策,“计生官员的暴行”才被世人所知,不过陈光诚也因此受到莫须有罪名入狱,据报导,陈光诚虽然去年9月出狱,但是还是遭到地方保安的非法监视。

《新世纪》周刊报导中,也提到一名还在襁褓中就被抱走的婴儿—-杨玲的故事,杨玲的父亲杨理兵05年到深圳打工,湖南老家的老人突然告知,女儿被镇里的计划生育部门官员强行抱走。杨理兵长期寻找女儿,4年后,他才得知女儿已远在美国,被人收养。

《自由亚洲》报导,过去十几年,邵阳市隆回县曾经连续保持湖南省“计划生育工作先进县”。“通不通,三分钟;再不通,龙卷风”的标语随处可见。经过乡民解释,标语原来是说计生干部给违反政策的家庭做思想工作,只需三分钟时间,之后再没做通,家里值钱的家当,就会像龙卷风过境一样被一扫而空。

China’s Baby Export

After the child bride trafficking incident in China,
British media reported another incident
on exportation of “confiscated” babies from China
to Western countries. Chinese Birth Control officers
in Shaoyang, Hunan, forcefully took away babies
from some families in the name of “Birth Control",
and sold them to families in the U.S.
and the Netherlands for profit. This news
has sparked heated discussions among netizens.

The Daily Telegraph published an inside story
“Shao’s Deserted Babies”. Officers in Birth Control
Department of, Shaoyang City, Hunan,
forcefully took away 20+ newborn babies
with the excuse of “birth violation.” The newborns
were taken to an orphanage before sold overseas
for US$3000 each. The officer would make a profit
of RMB1000 each.

The report said that not all the babies
were in violation of the Birth Control restrictions.
Some were the first-child. Still, they were taken away
as parents could not afford “social child support fee”.
These babies became “Shao’s Deserted Babies”
once they arrived at the orphanage.

The report said officers would first choose a target,
then dispatch the Birth Control staff to forcefully
take away the babies. If the parents were not able
to pay for the support fees, the babies
would become their product for sale.

The baby export incident created shock online.
The Daily Telegraph said this news drew 33,000
netizen comments and became a hot topic that day.
However, the news was soon deleted by authorities.

A Twitter user “pkuteaparty” suggested
the victim family sue the Birth Control officers
who took away their babies to export for profits.

In China, Birth Control officers often use violence
to enforce the one-child policy. Rights activist
Chen Guangcheng in Shangdong is well-known
for exposing the atrocities local Birth Control
officers commit in enforcing the one-child policy.
He was also convicted for fabricating crimes.
Chen was released from jail in September 2010,
but he is still under house arrest up to date.

Caixin Century magazine posted a story of a baby
called Yang Ling who was taken away at birth.
Yang’s father worked in Shenzhen as a migrant worker.
His family told him that Yang Ling was taken away
by the town’s Birth Control officers.
He looked for his daughter, and found 4 years later
that she had been adopted in the U.S.

RFA reported that Longhui county, Shaoyang city
has been elected as an advanced Birth Control place
in Hunan for the past 10 years.
A banner warns villagers that Birth Control officers
only spend 3 minutes talking to the families
that violate the one-child policy,
before their houses are ransacked like a tornado.
