【新唐人2011年2月28日讯】联合国安理会2月26号一致通过决议，对利比亚总统卡扎菲及其子女和亲信，武力镇压反政府示威实施制裁，并提交海牙国际刑事法院，对其可能犯的反人类罪进行调查处理。与此同时，反卡扎菲武装表示已经控制了利比亚国土的80%，四面楚歌的卡扎菲政权岌岌可危。
己辞职的利比亚司法部长贾利尔，26号宣布成立有军方和民间领袖组成的过渡政府，并准备在3个月内举行公正的大选。他呼吁追随者离开卡扎菲，避免以大屠杀的方式结束卡扎菲的统治。
目前，卡扎菲正在聚集最后的力量来防守首都—的黎波里。观察家们指出，这实际上是唯一还控制在他手中的城市。而反政府力量已经控制首都部分地区。
25号，成千上万的抗议者在首都和其他城市举行新一轮游行示威，再次敦促卡扎菲下台。效忠卡扎菲的部队在首都的几个地区开枪镇压。
当天，卡扎菲出现在首都市中心的绿色广场叫嚣说：如有必要，他将打开军火库，鼓动支持者“准备为利比亚而战”。
英国《卫报》指出，英国官员正在接触利比亚高官，游说他们反叛，否则可能跟卡扎菲一起接受战争罪行审讯。意大利总理贝卢斯科尼26号说，看来卡扎菲“已经不再能够控制利比亚的局势”。
联合国人权理事会47个成员国25号一致通过决议，谴责利比亚当局严重和蓄意侵犯人权，对可能犯下的反人类罪进行调查；并建议取消利比亚人权理事会会员国资格，而中共和奈及利亚却反对取消。
25号，欧盟各国同意对利比亚实行武器禁运、旅行禁令和冻结资产等措施。美国总统欧巴马当天也签署了制裁命令，冻结卡扎菲及其子女和亲信在美国的所有资产，禁止他们访美；并关闭美国驻利比亚大使馆。
白宫发言人卡尼当天在新闻发布会上说：“很显然，卡扎菲已经失去了人民对他的信任。他指挥了对自己人民的野蛮镇压，用残酷的暴力手段对付民众。在利比亚人民的眼里，其政权已经完全丧失了合法性。”
《维基解密》近日曝光指出，卡扎菲的子女涉足石油、燃气、酒店、媒体、流通、通信、社会基础设施产业等狂捞金钱，每年有数百亿美元流入他们的腰包。
26号，联合国安理会15个成员国一致通过决议，对卡扎菲政权实施武器禁运等制裁，冻结卡扎菲及其子女和亲信共16人的资产，并禁止出境。
安理会要求卡扎菲政权立即停止对平民的袭击，并将其镇压行动交由海牙国际刑事法院，对可能犯的战争罪和反人类罪进行调查处理。
联合国指出，已有一千多名反政府示威者被打死。联合国秘书长潘基文说：这项决议发出的强烈信息是，那些应该对这些暴行负责的人是逃不脱罪责的。
过去与利比亚关系密切的俄罗斯，也加入了抨击卡扎菲的声浪。俄总统梅德韦杰夫25号谴责卡扎菲针对平民使用武力。在国际社会一致谴责的压力下，中国也对安理会决议投下了赞成票。
时事评论员横河：“中共面对中东的民主浪潮，它现在处于一个两难的境地。一方面，它和大部分的独裁政权或者是独裁领袖，中东的，有长期良好的关系；当然，其他的国家也有一部分有同样的问题。但是在另外一方面，它又和席卷中东的、现在发生的反暴政、争取自由民主的民众是相对立的。”
中共喉舌媒体继续作歪曲报导、误导舆论，新华社27号报导的标题是：“西方挥舞大棒逼卡扎菲下台”。人民日报旗下《环球时报》的标题则用“美国媒体对卡扎菲‘落井下石’”。
在强化舆论和网络控制的同时，中共最近加紧对访民、维权和异议人士的打压。
横河：“中共最近动作比较大，当然是过度反应。因为确实，每个国家的事情最终是由本国人民决定的，外国的影响不会太大，就像这次中东、北非所发生的一系列的事件，它完全是本国的因素，尽管统治者会把它责怪成西方的影响。中共的反应其实也是一样的，它的所有的反应主要是对国内的，所以它实际上是对国内自己的统治没有信心。”
中共长期以来企图以经济发展来维持政权稳定。而利比亚是非洲最发达国家之一，盛产石油。据国际货币基金组织公布，2010年中国的人均GDP为4283美元，而利比亚人均GDP达到12062美元，接近中国的3倍。
外界评论指出，真正导致危机的根源是中东、北非和中共的专制独裁体制，以及由此产生的政权腐败、分配和社会不公等矛盾和冲突。而卡扎菲为维护独裁统治，犯下屠杀人民的反人类罪行，将受到国际社会的裁决，则是中共领导人应当引以为戒的。

UN Sanctions on Gadhafi, Urging for Investigation
Upon learning that the Governor was coming to visit,
UN Security Council unanimously passed a resolution
on Feb. 26 to impose sanctions on Libya over
Gadhafi ’s brutal crackdown of Libyan protestors.
The allegations were sent to the International Criminal
Court in The Hague for investigation and
possible prosecution. Meanwhile, Libyan protestors
said they have controlled 80% of the country,
putting the regime at the verge of collapse.
Upon learning that the Governor was coming to visit,
Libya’s resigned Justice Minister Jalil,
declared on Feb. 26 to form an interim government
with military and civil leaders.
They plan to hold the election in March.
He called upon Gadhafi ’s followers to leave him to
avoid ending Gadhafi ’s regime in a massacre.

Gadhafi is amounting his last resources to defend
the capital, Tripoli. Observers said,
it is actually the only city in his hands.

“It’s clear that Colonel Gadhafi has lost the confidence
of his people.
