【禁闻】李薇案 官场“公共裙带”活剧本

【新唐人2011年2月16日讯】大陆著名《财经》杂志以“公共裙带”为封面故事,详细报导了女富豪李薇发家史。暴露出中共高官的性丑闻,有的高官因李薇已成“裙下囚”,但李薇却逃过刑事审判在去年底获释,目前暂居香港。“李薇案”是中共官场“裙带资本”的真实剧本,如何鲸吞蚕食国家经济,请看报导。

14号出版的第4期《财经》杂志,以《公共裙带》的万字封面故事,披露了:在中国政商两界呼风唤雨的超级高官情人—-李薇的发家历史。更暴露了拜倒在李薇裙下的至少十五名省部级高官,他们构筑了一个“腐败同盟”,李薇赢得“高官公共情妇”称号。

1963年出生的李薇是一名法越混血儿,70年代以越南难民身份进入云南,90年代,她通过当时担任广东公安厅刑侦局局长的郑少东,取得深圳、香港两个身份证。

《财经》报导说,原云南省省长李嘉廷、原山东省委副书记、青岛市委书记杜世成、中石化(Sinopec Corp.)董事长陈同海等,都与李薇有男女关系。

报导中暗指,现任上海市委书记的政治局委员俞正声,也曾涉入与李薇的不伦关系。而且,原财政部部长金人庆、原外交部部长李肇星,包括未透露姓名的安全部高官等人,都与李薇有染。

《财经》还披露,李薇在高官中除了“情妇”身份外,更大的作用是,能帮他们运作“权钱交易”,通过她的周旋,高官手中的权力往往能“兑现”成为巨额财富。

在一次与杜世成幽会时,李薇让杜世成把青岛最美丽的太平角批给她的公司,从中获利8400万元。李薇与杜世成建立亲密关系后,渗入青岛地产界,但她操控的多个项目向来低调,少为人知。

而在陈同海送的大礼包里,包括,中国石化控股的“泰山石油”一次股权转让中,李薇一个半月就净赚2亿多元。

几年来,李薇由难民变为女富豪、成功女企业家,身家百亿。她在北京、上海、山东、广东、福建、香港注册20多家公司,涉足烟草、地产、石油和金融业。

2007年6月,中石化董事长陈同海因受贿1亿9573万多元,被判死缓,创下中共官方公布的贪腐案件数额之最,但获死缓,却是因为杜世成案发,情妇李薇将陈同海牵出,法院认定他的行为构成自首,从轻发落。

不过,李薇因涉“巨额逃税”在2006年10月被抓,但去年底,她未经刑事审判就获得释放。获释后,李薇身居香港,多数资产仍然得以保全,四年间,部分资产仍有增值。

经济学家认为,“裙带资本主义”是一种畸形的市场经济,背后的交易多数被司法审判忽略。如果法治不立,暗室中的权贵与裙带,仍有可供生存与膨胀的时间与空间。

Li Wei Case Spotlights CCP’s Official “Public Nepotism”

In its recent cover story, the renowned Caijing magazine
reported the rise and fall of a female billionaire, Li Wei.
It exposed the sex scandals of some high-ranking officials,
who fell due to their illicit relationships with Li.
Li escaped her trials and was released in late 2010.
She now lives in Hong Kong.
Li’s case is a real drama of CCP’s “nepotistic capitalism”
about how the rich and powerful devour public wealth.

The Feb. 14 issue of the Caijing magazine published
a cover story titled “Public Nepotism.”
It revealed the story of the once-powerful Li Wei,
a mistress shared by at least 15 high-ranking officials.
Together, they have formed a “corrupt coalition,”
while Li became an “officials’ common mistress.”

Born in 1963, Li is a French-Vietnamese mixed child.
She entered Yunnan as a refugee in late 1970’s.
In 1990’s, she obtained residence permits of Shenzhen
and Hong Kong from Zheng Shaodong,
criminal investigation director at
the Department of Public Security in Guangdong.

Caijing reported, ex-Governor of Yunnan Li Jiating,
ex-CCP Secretary of Qingdao City Du Shicheng,
and ex-Sinopec Chairman Chen Tonghai
all had immoral relationships with her.

The report hinted that current CCP secretary of Shanghai
Yu Zhengsheng, ex-Finance Minister Jin Renqing,
ex-Foreign Minister Li Zhaoxing and
an anonymous high-ranking intelligence official
all had affairs with Li Wei.

The report said, besides her role as a mistress,
Li played a more important role to these officials
by converting their power into enormous wealth
through “power-money exchange.”

In a lovers’ rendezvous with Du Shicheng,
Li asked Du for realty contracts of Qingdao’s
most beautiful Taipingjiao, gaining 84 million yuan.
Through her intimate relationship with Du,
Li quietly controlled the real estate market of Qingdao.
But she kept a low key in manipulating the projects.

The gifts Chen Tonghai gave her included
shares of Sinopec-controlled Taishan Petroleum.
Li earned over 200 million yuan within weeks.

In only a few years, Li Wei turned from a refugee
to a rich woman and elite entrepreneur,
with ten billion yuan in assets and over 20 companies
in tobacco, real estate, petrol, and finance.

In June 2007, ex-Sinopec chair Chen Tonghai received
a reprieved death penalty for taking bribes of
nearly 200 million yuan, a record-breaking bribery case.
His downfall was caused by Du Shicheng’s case.
Their common mistress Li Wei revealed Chen Tonghai.
So, as Chen was considered to have confessed,
the authorities reduced his penalty.

Li Wei was arrested in Oct. 2006 for major tax evasion.
However, she was released without being tried in 2010.
She currently lives in Hong Kong.
Most of her assets were intact.
Some even appreciated.

“Nepotistic capitalism” is a distorted market economy,
with many behind-the-scene deals
beyond judiciary reach.
If the rule of law is not independent,
there is still room for nepotism to survive and expand.
