【新唐人2015年02月03日訊】打開Google，搜索「城管」，出現的很多新聞都是有關暴力執法。從某種角度上，這也代表了「城管」在中國老百姓心目中的形象。不過，「城管」這個詞最近意外「出口」到美國，也同樣由於暴力指控而受到關注。
密西根州立大學（MSU）的兩名中國留學生：24歲的李夢龍（Meng Long Li音譯）和21歲的高山（Shan Gao音譯），被指控在去年1月31號參與打人，把另一個中國留學生李岩（Yan Li音譯）打傷。兩人被指控多項傷害罪，包括有意傷害他人身體。
案件從今年1月26號開庭審理。當地的《蘭辛市日報》（Lansing State Journal）報導說，助理檢察官金伯莉．赫斯（Kimberly Hesse）當天在開庭陳述時表示，李夢龍和高山屬於密西根州立大學中國學生組成的「城管」幫派。「城管」幫使用恐嚇、威脅、身體暴力，在密西根州立大學的亞裔學生中聲名狼藉。而「城管」的名字，則來自於中國臭名昭著的城市管理執法人員。
赫斯還表示，李夢龍是幫派的主要執行者，而高山則是較為低級的中間人。
不過李夢龍在1月30號出庭時，否認自己屬於幫派，也否認參與打人，他承認和幾個車上有「城管」標誌的留學生相識，但自己只是和這群人「出去玩和打籃球」。而高山去年在自己的汽車上貼上了「城管」標籤，但他說，這只是「為了好玩而已。」
關於「城管」幫，《蘭辛市日報》在1月30號的報導形容，這些中國留學生自稱「城管」，他們在自己的車上貼著類似於中國城管的標籤。而成員中不乏開著豪華車的人。在兩名承認「城管」幫身份的留學生中，一名主修數學的成員開著日產高級車Infinity，而另一名主修經濟的成員則開著奔馳。
和八、九十年代靠托福高分，申請全額獎學金，才能來美國獨立生活學習的留學生不同，今天的中國留學生，已經給全美各大學帶來了顯著的經濟效益。
以密西根州立大學為例，《世界日報》說，2013年秋季，密西根州立大學擴招4419名中國留學生，其中3499人是本科生。他們通常來自有能力每年負擔5萬多元海外留學費用的家庭。甚至有一名大二學生買下了當地的兩家亞洲超市，還入股麵包店。
紐約市立大學政治學教授夏明分析，在「財大氣粗」或「來美鍍金」的心態下，很多中國留學生沒有真正融入美國社會。
紐約市立大學政治學教授夏明：「很多中國人扎堆，相互壯膽，有各種在國內的仇美心態、憤青心態。到美國又有一種狂妄自大。但是美國又有各種規範、利益，跟他們發生衝突。所以這些人就會產生青年幫派的心態。扎幫紮在一起，用仇視暴力的方式，對待社會的各種衝突。」
而「城管」即使在中國，也不是所謂「軟實力」的體現。資深記者唐路在自己的推特上說，「城管都出口了！中共污染世界」。
時事評論家李天笑博士：「像這種東西，在中國大陸也是民眾非常反感的事情。把這個事情拿到美國的校園裡來，我覺得這個體現了不是特別恰當的一種黨文化的影響反映。」
熟悉中美兩國教育運作的夏明教授指出，美國大學提供了非常優越的學習環境，如果虛心學習，融入社會，其實中國留學生會獲益良多。
夏明：「第一，道德觀、價值觀是完全不一樣的。美國的教育體系給你講，第一塊磚你應該怎麼放，這個第一塊轉跟中國的第一塊轉是完全不一樣的。然後美國教育的整個思想體系，邏輯思想，時政研究方法，還有美國的批評精神，又不是完全的懷疑主義，又不是全盤照收，填鴨式的。而就是一種積極的，同時帶有批評精神的學習，那就是開放的心態。」
時事評論家李天笑博士指出，來到海外，大多數中國留學生對中共執政下的種種問題已經有一定了解，但中共使領館也試圖繼續控制留學生們的思想，這是當下留學生們應該思索和警惕的問題。

Overseas Chinese Students Accusation Triggered the Question:
“Is Chengguan Exported to the US"?
“Chengguan" (City Management Law Enforcement Officers),
have received much attention recently, for their acts of
violence in the name of law.
From a certain perspective, it also represents the
“Chengguan" image in the eyes of the Chinese people.
However, the term “Chengguan" was recently, by accident,
“exported" to the United States, which has drawn much
attention due to similar allegations of acts of violent.
Two Chinese students of Michigan State University (MSU):
24-year-old Menglong Li (transliteration)
and 21-year-old Shan Gao (transliteration),
are accused of involvement in the incident of beating
and injuring another Chinese student Yan Li (transliteration)
on Jan. 31 2014.
They were accused of a number of assaults, including
grievous bodily harm.
The case went to trial on Jan. 26 of this year.
Local Lansing State Journal reported that Assistant District
Attorney Kimberly Hess said in an opening statement,
Menglong Li and Shan Gao are part of the “Chengguan" gang,
a group of Chinese students in Michigan State University.
Kimberly Hess also said Menglong Li is the main enforcer
of the gang, and Shan Gao is a relatively low-level intermediary.
But when Menglong Li appeared in court on Jan. 30,
he denied that he belongs to a gang,
and that he had no involvement in the beating incident also.
He admitted that he recognised some Chinese students
whose cars have the “Chengguan" logos on them,
but that he just “hanged out and played basketball" with them.
Shan Gao had placed the “Chengguan" logo on his car last year,
but says it’s just “to have fun".
About “Chengguan" gang, “Lansing State Journal" reported
on Jan. 30 that,
these Chinese students called themselves “Chengguan" and their
cars are labelled with China’s Chengguan logo.
Some members even drive luxury cars. Among two guys
who are recognised with “Chengguan" gang identities,
one student whose major is mathematics drives the luxury car
Nissan Infinity, while another student whose major
is economics, drives a Mercedes-Benz.
During the 1980’s and90’s, many Chinese students came
to the US with excellent TOEFL ( Test of English
as a Foreign Language) scores,
applying for full scholarship within universities,
and living independently in the US.
When compared to Chinese students in the past,
today’s Chinese students have brought significant economic
benefits to the universities across America.
Taking Michigan State University as an example,
“World News" said, in the fall of 2013,
4419 Chinese students enrolled in Michigan State University
with 3499 undergraduates.
They usually come from wealthy families who can afford
the high study costs of US$ 50,000 per annum.
Even one sophomore (2nd year student) bought two local Asian
supermarkets and also became a a shareholder of a bakery.
Political Science Professor Xia Ming, is from City University
of New York, under the pseudonym of “being with deep pockets"
or “being gold-plated in the United States".
Many Chinese students do not really merge all that well
into the American society.
Professor Xia Ming: “Many Chinese people get together,
mutually encouraging each other with their various grievances
against the United States, expressing angry attitudes.
America has a variety of normal protocols
which conflicts with the Chinese students.
So these people have a mentality of a youth gang,
which ties them together often treating a variety of social
conflicts via the means of violence and hatred."
Even if in China, “Chengguan" exportation is not regarded
as the reflection of the so-called “soft power".
Senior journalist Tang Lu said on his Twitter “Chengguan
is exported! The Chinese Communist Party
(CCP) pollutes the world."
Political commentator Dr. Li Tianxiao: “With this sort of thing,
even in China people are unimpressed.
To develop such a thing in the American campus’s, I think
reflects the influence of inappropriate CCP culture."
Professor Xia Ming is familiar with the operation
of education in China and the US,
who pointed out that American universities
offer very favourable learning environments.
If they open their minds to learn and integrate into society,
in fact, the Chinese students will benefit a great deal.
Xia Ming: “First, the ethics and values of the United States
are completely different.
Regarding how to put aside the first brick, what the American
education system tells you is totally different from
that of the Chinese system.
Then the American education system, logical thinking,
research methods for politics as well as the spirit
of the American criticism,
are not entirely based on skepticism, nor forced
or crammed in to somebody.
It is actually a positive but critical spirit and way of learning,
it is an open mind."
Dr. Li Tianxiao pointed out, after coming abroad,
the majority of Chinese students understand
the various problems,
but the ruling CCP Embassy is still trying to continue its control
over students thought processes,
dictating how Chinese students should think and guard themselves
against the problem, against America.
