【新唐人2015年01月27日訊】上海市長楊雄在剛過去的星期日作政府工作報告的時候，對造成至少36人死亡的「外灘踩踏事故」表示「無比痛心、內疚還有自責」。不過民間對只有區一級官員被問責，仍然不滿，呼籲市長、還有市委書記下台。也有網民翻出日本2001年的踩踏事故，比較兩國政府處理手法的不同。
在提到外灘踩踏事故段落的前半部分，楊雄對上海市委、市政府在「外灘踩踏事故」發生後的應急、善後和信息發佈等，用了很多褒義詞進行表揚，例如「迅速」、「盡心盡力」、「及時」等等。在段落後大半，則是批評了「一些地區和部門的領導幹部」，和表示了一下決心。
而在段落中間部分，楊雄提到一句「我們感到無比痛心、內疚和自責。」
楊雄的這番工作總結經由媒體報導後，民間呼籲市府負責的呼聲再起。
網民「高徒」在微博上說：「看了下，前面一半在推託和表功﹔後面一半喊口號。然後，散會！」「蘇州常熟徐文石」說：「痛心、內疚、自責哪怕是流淚，都是作秀！我們感興趣的是有誰主動擔責、辭職！」
法律工作者趙迪迪：「我們上海，只有區裡受到處罰，市裡一個都沒有受到處罰。那麼老百姓相當不滿的。像這麼大的事件，在國際上不但市一級的領導，連中央都要受到處罰的。」
也有不少網上留言表示，既然自責，那就辭職吧。
原中國冤民大同盟總幹事張兆林：「他是丟卒保車，他把自己保住，這是最重要的。然後這些撤職的人怎麼辦呢？他們以後還是當他們的官，照樣拿他們的工資，只不過是個形式上面。」
有網友翻出2001年日本發生踩踏事故後，日本政府的對應，進行比較。
2001年7月21號晚上8點半左右，日本兵庫縣明石市舉行夏季煙火大會時，在煙火會場前往朝霧車站的天橋上發生踩踏事故，最終有11人死亡，247人受傷。
事後日本媒體進行了大量的報導，經過司法檢證，警察的應對和警備計劃存在問題，受難遺屬因此起訴明石市政府和警察署，包括明石市副市長、警察署長在內的幹部遭到起訴，現場的12名警備人員有的被判刑，有的遭到簡易起訴（indictment without detention）。市長岡田進裕也在當年引咎辭職。
因為此事，日本國會在2005年11月修改了《警備業法》和《國家公安委員會規則》，在警察業務中，新增了「踩踏警備」。這幾年來，東京警視廳又增添了「DJ警察」，在人流多的地段，用幽默的話語，引導交通，舒緩民眾情緒。
日本DJ警察：「就算臉看起來有點恐怖，但警察也和大家一樣心情，警察和各位是『隊友』，拜託聽聽隊友的話，這個大好日子，警察也不想發火。為了大家心情愉快的慶祝這個日子，讓我們遵守規則和禮貌。」
這是前年日本足球隊戰平澳大利亞隊，贏得世界盃的出場權的夜晚，當時東京涉谷街頭聚集了3萬多人，這名DJ警察一直用幽默的話語引導人群，加上其他警察的指揮，當晚沒有人受傷，也沒有人因喧鬧而被逮捕。
而目前儘管上海市府聲稱「痛心」，做法仍然讓民眾感到壓抑。
法律工作者趙迪迪：「有的踩踏事件受害者的家屬，也被他們軟禁起來，不讓與外界接觸，就是怕他們要打官司，要甚麼樣。老百姓上訪的地方，人民大道200號，原來這個地方，如果有甚麼情況，都要拉橫幅啊。現在這個地方，門口都是警車停在那裏，你一動就抓你們了，控制的很嚴。」
原中國冤民大同盟總幹事張兆林表示，因為這些官員都是黨任命的，所以才覺得和人民不相干。就算上面號召「依法治國」，沒有人監督，地方官員也根本不當一回事。

Mayor vs. People: Shanghai Stampede Responsibility
When mayor of Shanghai, Yang Xiong, expressed his sadness,
guilt and remorse on Sunday for the Bund stampede
that killed at least 36,
people called for the mayor and municipal party secretary
to step down.
They are disappointed that only the district officials were held
accountable for the incident.
Some netizens also compared the governmental attitudes
between Shanghai and the 2001 stampede in Japan.
When addressing the matter of the stampede,
Yang Xiong complimented the municipal party committee
and the government on the ‘speedy’, ‘dedicated’ and ‘timely’
measures,
but criticized some of the cadres in areas and sectors
and concluded with his own determination.
In the meeting, Yang said, “We feel sad, guilt and regret."
After the media reported his talk,
people called out for responsibility from the mayor.
Netizen “Gao Tu" wrote on the Weibo: “I read it, it’s excuses
and bragging in the first half, and slogans in the later half,
then, dismissed!"
Netizen “Changshu Xu Wenshi" stated: “The sadness, guilt,
regret and even tears, are just a show!
We are interested in who will take the initiative
to bear responsibility and resign!"
Legal expert Zhao Didi: “In Shanghai, only the district
is punished, but not the city.
People are very unhappy.
In a major incident such as this, not only the city, but the central
should also be held accountable, as in other countries."
There are many online messages that suggest
he who is indeed regretful should resign.
Activist Zhang Zhaolin: “He was to abandon his soldiers
to keep his vehicle. His priority is to save himself.
What about those who were dismissed?
They will continue their official paths and continue
with their salary.
It’s all just a form."
Some netizen explained how the Japanese government
reacted to the 2011 stampede.
At 20:30 on July 21, 2001, a stampede occurred on the
pedestrian bridge leading to Asagiri Station during the summer
fireworks in Akashi, Hyogo and resulted in 11 people killed
and 247 others injured.
Japanese media reported that after judicial inspection,
flaws were identified in the policing and emergency responses.
Victims’ families filed a lawsuit against the city government
and the police department.
Deputy mayor, police commissioner
and the 12 guarding personnel, were prosecuted.
Some were sentenced and some received indictment
without detention.
The mayor also resigned.
Consequently, Japan revised the “Security Services Act" and
the “National Public Safety Commission rules" in Nov 2005.
A ‘Stampede Police’ unit was also added to the police force.
Tokyo Metropolitan Police Department has added a “DJ police"
in heavy pedestrian flow areas
to guide people with humorous and soothing words.
Japanese DJ police: “Even if we do look a little scary, police
are just like everyone else. We are your teammates.
Please, listen to your teammate.
On such a fine day, we don’t want to get mad.
To celebrate this happy day, let’s follow the rule and courtesy."
This happened during the game between the Japanese soccer
team vs. Australia, and Japan made it into the World Cup.
The street was packed with 30,000 people.
Due to the humorous tone of the DJ police and the guiding
of other police at the scene, no one was injured or arrested.
On the contrary, Shanghai government’s ‘remorse’
actually depressed the people.
Zhao Didi: “Some of the families of the stampede victims
were put under house arrest, for fear of them filing a lawsuit.
The Renmin Road was where the petition office is located,
people would pull banners there.
Now, it’s guarded by police vehicles.
Any subtle movement, they’ll arrest you.
It’s under very strict control."
Zhang Zhaolin indicated that the officials are appointed
by the party and have no feeling for people.
Even though the regime claims to ‘rule’ by law,
local officials care for none of it as there’s no supervision
of the officials.
