【新唐人2015年01月09日訊】在歲末年初的人事調整中，中共中央辦公廳副主任、原胡錦濤辦公室主任陳世炬，日前確認晉升為正部級。同時，另一位中央辦公廳前主任令計劃，被立案審查。兩人跟隨前中共國家主席胡錦濤多年，至此卻仕途迥異，形成鮮明對比。在中共的權鬥場中，這意味著甚麼？眾說紛紜。
中共《人民網》營運的《中國共產黨新聞網》，1月6號發表文章說：去年年末新一輪人事調整中，「中央辦公廳副主任、前國家主席辦公室主任陳世炬明確為正部級」，文章同時對陳世炬進行了一番讚揚。
1月8號，《中國共產黨新聞網》援引《中國文明網》消息說，1月5號至6號，北京召開了全國文明辦主任會議。陳世炬除了以中央辦公廳副主任的身份，還以中央文明辦副主任的身份主持會議。這也是陳世炬首度以這一身份在媒體亮相。
作為跟隨胡錦濤20多年的貼身大秘，陳世炬從上世紀80年代胡錦濤主政貴州時開始，之後到西藏，再到北京，一直跟隨到胡錦濤退休。胡錦濤在十八大卸任中共國家主席後，陳世炬出任中辦副主任一職。
在胡錦濤擔任中共總書記的10年裏，與陳世炬相互配合的，還有令計劃，兩人成了胡錦濤的「左膀右臂」。
外界對陳世炬這次被定位為正部級，反應敏感，主要是因為前一階段，與陳世炬「同路不同命」的令計劃，傳出被調查後，在國內外引起很大的反響和震動。
有分析相信，對陳世炬的提升，是習近平為了顯示黨內團結，並安撫胡錦濤的情緒。
另一種說法則認為，與其說是當局對陳世炬個人的肯定，還不如說是藉此給胡錦濤挽回些許顏面。
中國問題獨立評論員李善鑒：「外界普遍有這種評論，那我想他做這個事情就是做一個比較明確的信號。你看，我胡錦濤的人還是被習近平提升了，重用了。這個信號可以向外界清楚表明，令計劃的問題是他個人問題，並不是習近平和胡錦濤之間的問題。習近平和胡錦濤現在還是，應該說是相互支持，合作愉快的。」
由於令計劃與胡錦濤的密切關係，在令計劃落馬後，外界一度傳出習近平「打虎」是針對「團派」人馬，甚至指向胡錦濤。不過，海外媒體迅速傳出胡錦濤支持習近平拿下令計劃，以及胡錦濤說「令計劃不是自己的人」的消息。
時事評論員邢天行：「陳世炬一直是胡錦濤的貼身大秘，要比令計劃的關係要深的多。這次陳世炬的晉升，恰恰說明習近平並不是針對胡錦濤去的。他並不是說團派的人是習近平要針對的目標。令計劃這個事情出來之後，下一步下馬的高官當中，肯定有團派的人出現。未來也並不是說陳世炬晉升，團派的人因此就避免了反腐的衝擊。」
另外有觀點認為，這是向外界表示，如今胡習聯盟依然穩固，將繼續共同針對江澤民集團，「打虎」的目標仍是江派。
中國問題獨立評論員李善鑒：「不管怎麼樣，習現在還是需要胡的支持，而且胡自己在位時很多想做的事情，他沒有做，或者沒有做成，他是非常希望習近平上臺之後幫他把這些事情做了，幫他出了這口惡氣。從這個角度他對習應該是很支持的。」
時事評論員邢天行：「其實大家都看到了，下馬這些官員都是跟江派和周黨有關係的，也就是說（不管）你是不是表面上是團派的身份。團派指的是在團中央學習過的這些人，團派未必就是胡派。在江澤民最當紅，和周永康做『二中央』時期，這些團派人馬，實際上積極執行的是江周那一套的東西，包括在利益上都是有很深的牽扯。」
時事評論員邢天行分析認為，令計劃的下馬和陳世炬的晉升，都在釋放一個信號，就是在未來的反腐當中，實際並不是去看此人是否屬於「團派」，而是看他背後深層牽扯的關係。真正跟周永康、江澤民腐敗集團聯繫很深的，作惡的這些人，他們將是被繼續清除的主要對像。

Interpreting Different Situations of Hu Jintao’s Secretaries;
One Investigated and One Promoted.
During personnel changes at the beginning of 2015,
Deputy Director of the Chinese Communist Party (CCP)
Central Office and former director of the Hu Jintao Office
Chen Shiju was recently promoted to ministerial level.
Meanwhile, a case was filed to investigate former
director of the CCP Central Office, Ling Jihua.
Both Chen Shijun and Ling Jihua followed Hu Jintao
for years, but their situations are in sharp contrast.
What does this mean among the CCP’s power struggles?
CCP Online News (cpc.people.com.cn) operated by the
CCP people.com published an article on Jan. 6.
This stated: “During a new round of personnel changes at
the end of 2014, Deputy Director of the CCP Central Office
and former Director of the President Office Chen Shiju
was promoted to ministerial level."
The article also praised Chen Shiju highly.
On Jan. 8, CCP Online News quoted from China Civilization
Online News that from Jan. 5 to Jan. 6, the national meeting
of the Central Civilization Office Directors was in Beijing.
Chen Shiju attended as Deputy Director of the CCP Central
Office and hosted the meeting as Deputy Director of the
Central Civilization Office. This was the first time Chen
appeared in public with this title.
Chen Shiju was an important secretary of Hu Jintao.
He worked for Hu over 20 years, from the 1980s when
Hu Jintao led Guizhou, to Tibet and Beijing.
Chen followed Hu Jintao until Hu retired.
After Hu stepped down at the CCP 18th Congress, Chen
Shiju became Deputy Director of the Central Office.
During the 10 years when Hu Jintao was the CCP General
Secretary, Ling Jinhua also worked together with Chen Shiju.
These two became Hu’s “right and left arms".
The outside world was very sensitive to Chen’s promotion.
Not long ago, Ling Jihua’s investigation was revealed,
which caused great repercussions inside and out of China.
Some analysts believe Chen Shiju’s promotion was Xi
Jinping’s move to show the unity of the CCP and to relieve Hu.
Another argument is that this move was actually to save
Hu Jintao’s face, rather than affirm Chen Shiju.
Independent commentator of China Issue Li Shanjian,
“This is a general view from the outside world.
I think it gave a clear signal that Hu’s team was promoted.
This is to show that the issue of Ling Jihua
is his personal issue.
It is not a problem between Xi Jinping and Hu Jintao.
Xi Jinping and Hu Jintao still have mutual support
and good cooperation."
Because of the close relationship between Hu Jintao and
Ling Jihua, after Ling was dismissed the outside world
speculated that Xi Jinping “Fights the Tiger" toward the
Youth League group.
However, overseas media quickly spread the news that
Hu Jintao supported Xi Jinping to dismiss Ling Jihua.
Hu Jintao also said “Ling Jihua was not his team."
Commentator Xing Tianxing, “Chen Shiju was a close
secretary of Hu Jintao.
His relationship with Hu is much deeper than Ling Jihua.
Xi Jinping was not targeting Hu Jintao or Hu’s team.
After the dismissal of Ling Jihuan, other senior officials
from Hu’s team might be dismissed.
Chen Shiju’s promotion does not mean the Youth League
will be spared during a future Anti-Corruption Campaign."
Another view is that this is to show the outside world
Hu and Xi’s alliance remains strong.
They continue to work together against the Jiang Group
Li Shanjian, “Xi Jinping needs Hu Jintao’s support.
When Hu Jintao was in power, he couldn’t do many
of the things he wanted to.
He really hopes Xi Jinping will help him get his revenge.
He should support Xi Jinping from this point of view."
Xin Tianxing, “In fact we have all seen that officials dismissed
are related to Jiang Zemin and Zhou Yongkang.
It doesn’t matter if they seem to be in the Youth League team.
The Yough League team refers to those who studied at the
Youth League Central. They are not necessarily Hu’s team.
When Jiang Zemin and Zhou Yongkang were in power,
these people were implementing Jiang and Zhou’s orders.
They are deeply involved from in benefits and interest."
Xing Tianxing pointed out that dismissal of Ling Jihua
and promotion of Chen Shiju gave out a signal that the
anti-corruption campaign will not stop if someone is in
the Youth League group.
It looks at their involvement in the background.
Those who committed crimes together with Zhou Yongkang
and Jiang Zemin will be main targets of cleansing.
